Bank Fixed Deposits vs. Government Securities as Collateral in India: What to Compare

For borrowers in India, neither a bank fixed deposit (FD) nor a government security is automatically the better collateral. The right choice depends on what the lender accepts, how the lien or pledge is recorded, the margin applied to the asset, the interest-rate formula, the facility type, and what happens when the deposit or security matures. The published evidence is specific: State Bank of India (SBI) describes one set of terms for loans against time deposits, while the Reserve Bank of India (RBI) explains how eligible government securities may be pledged and publishes a separate institutional margin schedule.

Use those figures as named examples, not as a market-wide comparison. Retail lenders can set different limits, rates, fees, valuation methods and enforcement terms.

What you are comparing

An FD-backed loan uses the time deposit as security. The bank places a lien on the deposit, so you generally cannot withdraw or close it freely while the borrowing is outstanding. A government-securities-backed loan uses an eligible Treasury Bill, Central Government dated security or State Development Loan (SDL), with a pledge, hypothecation or lien recorded through the relevant holding system.

In both cases, the asset remains the source of repayment protection for the lender. The collateral does not make the borrowing free: you still pay interest and any applicable processing, documentation, renewal or other charges. A lender may also require the borrower to own the asset, hold it in an approved account or use a specified channel.

How a loan against a fixed deposit works

Lien on the deposit

SBI’s loan-against-time-deposit terms state that the underlying deposit is subject to a lien. The lien blocks or restricts premature withdrawal and gives the bank a contractual right over the deposit until the facility is repaid and released. The exact release process, including whether a branch visit or a digital request is required, belongs in the lender’s current offer.

Loan amount and margin

SBI says that, in certain loan-against-time-deposit cases, lending can be up to 90% of the time-deposit value. That is an SBI product example, not a universal FD advance rate. Its terms distinguish among deposit types, tenure, account or borrower eligibility, and whether the request is made through an online or branch channel. A deposit worth ₹10 lakh would therefore produce a limit of up to ₹9 lakh only if the applicable SBI offer actually applies the stated 90% limit and all other conditions are met.

Rate basis

SBI’s published description prices the deposit-backed facility at 1 percentage point above the rate on the relative time deposit. The spread must be read with the specific deposit’s rate, reset rules and the current product terms. SBI’s rate information carrying a 1 April 2025 date basis should not be treated as an October 2026 quotation without confirmation.

Demand loan or overdraft

The SBI product describes both a demand-loan option and an overdraft option. A demand loan normally provides a sanctioned amount that is drawn as a loan and repaid under the agreed schedule. An overdraft generally lets the borrower draw and repay within a limit, with interest calculated according to the lender’s rules on the amount used. Confirm the minimum interest period, renewal requirements, account-operation charges and whether unused overdraft capacity costs anything.

How government-securities collateral works

Eligible securities and issue restrictions

The RBI’s government-securities FAQ says securities held in specified forms may be pledged, hypothecated or lien-marked for a loan. That permission is conditional: a particular government-security issue can be excluded if its loan notification makes it non-transferable or otherwise ineligible as loan collateral. A government label alone does not guarantee acceptance.

Recording the pledge

The record-keeping route depends on how the security is held. The RBI explains that the pledge is recorded by RBI or by the relevant agent or account keeper for the holding form involved. Ask the lender exactly which account is acceptable, who enters the pledge, how long the process takes and what document confirms release after repayment.

Valuation is lender-specific

Unlike an FD, whose principal and maturity terms are stated in the deposit contract, a government security can be valued under the lender’s own policy. The lender may apply a haircut, use a specified valuation date, revalue the security during the loan or require additional collateral if its value falls. Coupon payments, accrued interest, settlement status and the security’s remaining maturity can also affect the lender’s calculation.

Do not confuse RBI institutional margins with a retail loan limit

On 6 June 2018, the RBI revised collateral margins for Treasury Bills, Central Government dated securities and SDLs used in its Liquidity Adjustment Facility (LAF) and Marginal Standing Facility (MSF). The schedule took effect on 1 August 2018. It is an institutional market-operation rule, not a consumer-loan schedule. It cannot be used to promise that a retail bank will lend a particular percentage against a government security, and later amendments must be checked before treating the figures as current.

Security and RBI context 0–1 year 1–5 years 5–10 years 10–15 years More than 15 years
Treasury Bills and Central Government dated securities 0.5% 1% 2% 3% 4%
Unrated State Development Loans 2.5% 3% 4% 5% 6%
Rated State Development Loans 1.5% 2% 3% 4% 5%

These percentages illustrate how an institutional haircut can vary by asset type and residual maturity. They are not evidence that a consumer lender will use the same haircut, accept the same securities or offer the same advance amount.

Comparison at a glance

Question Fixed deposit Government security
What is encumbered? The time deposit is lien-marked under the bank’s facility terms. An eligible security is pledged, hypothecated or lien-marked through the relevant holding arrangement.
Who decides eligibility? The bank’s product rules, deposit type, tenure, account ownership and channel. The bank’s policy plus the security’s issue terms, transferability and holding form.
How is value determined? Usually by the deposit value and the product’s stated margin; SBI cites up to 90% in certain cases. By lender valuation and haircut; no universal retail percentage is established here.
Published rate example SBI describes 1 percentage point above the relative time-deposit rate. No universal retail rate is established by the cited material.
Facility formats SBI describes demand loan and overdraft choices. Confirm whether the lender offers an overdraft, demand loan or another structure.
Maturity issue Compare the loan tenor with the deposit’s remaining maturity and renewal instructions. Compare the loan tenor with the security’s maturity, coupon dates and any revaluation policy.
Release after repayment Obtain written confirmation that the lien is removed and the deposit is available. Obtain confirmation that the pledge is released in the correct account or registry.

The seven comparisons to make before signing

1. Eligibility and ownership

Ask whether the exact asset is accepted: the deposit product and tenure for an FD, or the International Securities Identification Number (ISIN), issue type and holding form for a government security. Confirm whether the borrower must be the sole owner, whether a joint holder must sign, and whether a third party can provide collateral. Do not assume a security is eligible merely because it was issued by the government.

2. Advance value and margin

Get the lender’s percentage and the valuation formula in writing. For an FD, ask whether the margin is calculated on principal, maturity value or a reduced value after any premature-closure adjustment. For a government security, ask which price or valuation date is used, whether accrued coupon is included, how often revaluation occurs and what triggers a margin call.

3. Total borrowing cost

Compare the interest-rate basis rather than headline numbers alone. Record the reference rate, spread, reset frequency, minimum interest period, processing fee, documentation fee, account fee, stamp duty and any prepayment or foreclosure charge. SBI’s 1-percentage-point spread is tied to the relative time-deposit rate and should not be presented as a general market benchmark.

4. Access and drawdown

Compare branch and digital availability, approval time, minimum and maximum limits, permitted drawdown frequency and whether the bank can reduce the limit. An overdraft may suit recurring cash needs; a demand loan may be simpler when the entire amount is needed at once. The legal form and operating rules differ, so read the facility agreement rather than relying on the product label.

5. Tenor and cash flows

Match the borrowing period to the asset’s remaining life. Ask whether the facility can continue if an FD is renewed, whether the bank automatically adjusts the limit when the deposit matures, and how coupon or deposit interest is credited while the collateral is encumbered. For a security approaching maturity, ask whether repayment is required before maturity or whether proceeds are applied automatically.

6. Default and enforcement

Read the clauses covering overdue interest, default interest, notice periods, set-off, sale or liquidation of collateral and any shortfall if the proceeds do not cover the debt. The reviewed official material does not establish one universal enforcement process. The signed lender contract controls.

7. Release and records

Ask for the exact document or electronic confirmation that proves release. For an FD, verify that the lien has disappeared before attempting withdrawal or closure. For a government security, verify that the pledge has been removed by the relevant account keeper or agent and that the security can be transferred or sold again.

Illustrative cost and limit calculations

FD limit example

If an applicable product states a 90% advance and the eligible deposit value is ₹10 lakh, the arithmetic limit is ₹9 lakh before any product-specific cap or other adjustment. If the deposit rate is 6.5% and the lender applies the described 1-percentage-point spread, the nominal borrowing rate would be 7.5% for that rate combination. These are illustrations of the stated formula, not a current quotation or a promise that every deposit qualifies.

Why a government-security percentage cannot be filled in from the RBI table

Suppose a lender values a security at ₹10 lakh. The retail advance could be lower than, equal to or otherwise unrelated to the RBI’s LAF/MSF margin percentages because the lender may use a different haircut, valuation source, concentration limit and product policy. Applying the 0.5% or 4% Treasury-Bill/Central-Government-security figures to a consumer loan would be a category error.

Practical application checklist

  1. List the exact asset: deposit number and maturity for an FD, or ISIN, face value, maturity and holding account for a government security.
  2. Request the lender’s current term sheet, rate card and schedule of charges for that exact collateral.
  3. Confirm ownership, signatures, account type, transfer restrictions and any minimum relationship requirement.
  4. Calculate the sanctioned limit using the lender’s valuation date and margin, not the asset’s face value alone.
  5. Choose between overdraft and demand loan after comparing drawdown, interest calculation, renewal and repayment rules.
  6. Map the loan’s final due date against the deposit or security’s maturity and coupon or interest-payment dates.
  7. Ask what happens after a missed payment, a fall in security value, a maturity event or an attempted premature withdrawal.
  8. Before disbursal, obtain confirmation that the lien or pledge has been correctly recorded; after repayment, obtain written release confirmation.

When an FD may be the more practical choice

  • The deposit is already with the lender and its lien process is straightforward.
  • You want a clearly stated deposit-linked rate and can accept the deposit being blocked.
  • You prefer an overdraft against a known deposit value and do not need to sell or revalue a market-linked asset.
  • The deposit’s remaining maturity comfortably covers the planned borrowing period.

These points describe operational fit, not a claim that an FD is always cheaper or safer.

When government securities may fit better

  • You hold an issue the lender expressly accepts and can complete the required pledge through the approved account.
  • You want to keep the security invested rather than break an FD, and the lender’s valuation and haircut are acceptable.
  • The security’s maturity, coupon schedule and potential revaluation are compatible with your cash-flow plan.
  • You have confirmed how the lender handles margin calls, substitution, sale restrictions and release.

Government securities are not automatically more liquid or more advantageous as collateral. Their usefulness depends on the specific issue and the lender’s facility.

Common mistakes to avoid

  • Using the RBI’s LAF/MSF margin table as if it were a retail loan-to-value schedule.
  • Quoting SBI’s up-to-90% figure as a standard available from every bank.
  • Comparing an FD deposit rate with a government-security yield instead of comparing each collateral loan’s all-in borrowing cost.
  • Ignoring the security’s issue notification or transfer restrictions.
  • Failing to check whether a digital and branch application have different limits, fees or eligible deposits.
  • Assuming repayment automatically releases a lien or pledge without obtaining confirmation.
  • Choosing a loan tenor that extends beyond the collateral’s maturity without a written renewal or repayment arrangement.

Bottom line for an Indian borrower

Start with the lender’s written offer, not a generic percentage. An FD can provide a relatively transparent deposit-linked structure; SBI’s published example combines a lien, demand-loan or overdraft formats, an advance of up to 90% in certain cases and pricing 1 percentage point above the related deposit rate. Government securities can also secure borrowing when the issue, holding form and lender policy permit it, but their retail advance value and rate must be established by the actual lender. Compare eligibility, valuation, margin, total cost, facility mechanics, maturity and release terms side by side, and verify every dated figure before borrowing.
