The cheaper or faster choice depends on the exact product, fabric, order size, factory, approval schedule, shipping route, duties and quality requirements. Current evidence does not provide a like-for-like country ranking for either total cost or lead time.
Use both countries in the same request for quotation (RFQ), compare identical specifications on the same date and Incoterm, and make the decision at factory level. The process below shows which numbers are useful, which comparisons are invalid, and how to build a supplier shortlist you can defend.

Bangladesh vs. Vietnam at a glance
| Decision factor | What the available evidence establishes | What you must verify |
|---|---|---|
| Price | A historical World Bank comparison used different production scopes, so it cannot identify a cheaper country today. | Current, product-specific FOB and landed quotations using the same bill of materials, quantity and currency date. |
| Lead time | No current source establishes a same-product, same-route winner. | Calendar dates for development, materials, production, export handling and delivery to your named destination. |
| Sector scale | ILO Working Paper 130 reports 2021 combined textile-and-clothing exports of US$37 billion for Bangladesh and US$42 billion for Viet Nam. | Factory capacity, available lines, peak-season allocation and experience with your construction. |
| Product capability | Both countries contain substantial supplier bases; country averages do not prove a particular factory can make your item. | Samples, product references, equipment lists, quality records and an on-site or independent assessment. |
| Trade access | No current destination-specific tariff or origin result is established here. | Rules of origin, duty, tax and documentation for the exact HS classification and shipment date. |
| Risk and compliance | Country-level claims cannot substitute for site-level evidence. | Labor, safety, environmental, financial-continuity and business-continuity records for each shortlisted factory. |
The practical implication is simple: send one controlled specification to qualified factories in both locations, then compare the resulting supply chains rather than comparing national stereotypes.
Why a wage number is not a garment cost
Labor is only one input in a finished garment. A factory quote also reflects fabric and trims, pattern and sample work, cutting and sewing productivity, equipment, utilities, supervision, factory overhead, financing, quality controls, compliance work, order size, rework risk, margin and the logistics selected in the quotation.

The Bangladesh Investment Development Authority (BIDA) reports a monthly wage of US$113 on its textiles and apparel investment page. BIDA also reports 4.4 million sector workers, 230 LEED-certified factories (including 92 platinum and 124 gold), a 7% global clothing-market share and a second-place clothing-exporter ranking. The page does not establish a common reference date or methodology for all of those figures, and it provides no equivalent Vietnam wage measure. Treat them as agency-reported context, not as a current, comparable labor-cost calculation.
A lower statutory or reported wage can be offset by lower productivity, higher material costs, more supervision, longer financing exposure, greater defect rates or expensive expedited freight. Conversely, a higher wage can produce a lower cost per good unit when a line has better throughput and fewer repairs. Ask each factory for the assumptions behind its price instead of inferring cost from a wage headline.
What the historical shirt-cost figures actually show
The World Bank’s 2015 Bangladesh apparel value-chain study reports an approximately US$3.46 per polo shirt for Bangladesh, excluding margins and transportation to port. The same publication mentions a US$0.39 Vietnam manufacturing figure from a separate Vietnam analysis. It explicitly warns that the figures are not directly comparable: Vietnamese production was dominated by cut-make-trim (CMT) work and excluded fabric, described as the most expensive component in the cited product.
Recommended Free Tools
| Figure | Scope and date | How to use it |
|---|---|---|
| Bangladesh: approximately US$3.46 per polo | World Bank, 2015 publication; excludes margin and transport to port. | Illustrates a historical, partially scoped cost—not a current quote. |
| Vietnam: US$0.39 per polo | World Bank, 2015 publication citing a separate Vietnam analysis; CMT scope excluded fabric and other raw materials. | Demonstrates why scope changes the number; it is not a like-for-like country comparison. |
Do not average, subtract or rank these figures. They are useful only as a warning to put the same cost boundaries around every quotation. A current RFQ should identify who buys the fabric, whether trims are included, which operations are performed in the factory, and whether the price is per cut piece, finished garment or shipped order.

Build a comparable cost model
Give every factory the same technical pack and ask for a line-by-line response. Use one currency and quotation date, or record the exchange rate and date beside every offer.
Specify the product completely
- Fiber content, yarn count or fabric weight, knit or woven construction, finish and color standard.
- Measurement chart, tolerances, grading rules and size curve.
- Construction details such as seams, stitch density, plackets, pockets, bonding, embroidery, printing or wash treatments.
- Labels, hangtags, packaging, carton dimensions and barcode requirements.
- Testing protocol, restricted-substance requirements, colorfastness limits and inspection level.
- Target quantity, quantity tolerance, color breakdown and expected repeat-order pattern.
Request every cost component
| Cost line | Questions to put in the RFQ |
|---|---|
| Fabric and raw materials | Is fabric supplied by the factory or nominated by the buyer? What mill, origin, yield, wastage and minimum purchase apply? |
| Trims and packaging | Are zippers, buttons, labels, cartons, polybags and inserts included? Are tooling or artwork charges one-time or recurring? |
| Development | What are pattern, sample, grading, lab-dip and fitting charges? Are they credited against bulk? |
| Manufacturing | Show cut-make-trim, finishing, washing, embroidery, printing, overhead and factory margin separately where possible. |
| Quality and compliance | Identify testing, inspection, social or environmental audit, corrective-action and reinspection charges. |
| Commercial terms | State minimum order, quantity breaks, payment milestones, tooling ownership, currency validity and price-adjustment triggers. |
| Logistics | Quote the named Incoterm, port or place, carton data, freight assumption, insurance and validity period. Request a separate landed-cost scenario. |
| Contingency | Explain allowances for fabric loss, defect replacement, rework, late materials and schedule recovery. Do not accept an unexplained lump sum. |
Compare FOB and landed cost separately
FOB is useful for comparing factory execution when the named port and responsibilities are identical. It is not your final cash requirement. Build a landed-cost sheet that adds international freight, insurance, customs duty, import taxes, broker fees, destination handling, inland delivery, inspection travel and financing cost. Check the exact product classification and origin rules with a customs specialist before relying on any duty assumption; no current tariff outcome has been established for this comparison.
Lead times: separate the clock into measurable stages
No current, same-product and same-route evidence establishes whether Bangladesh or Vietnam is faster. A historical World Bank observation about delays clearing imported raw cotton in Bangladesh is dated context, not a present-day benchmark and not a Vietnam comparison. Avoid fixed claims such as “Vietnam always ships faster” unless a supplier provides a documented route, date, order and scope.

Require a calendar, not a single number
- Development and fit approval: date the first pattern, prototype, fitting sample and final approval.
- Lab dips and material approvals: list submission, comments, resubmission and approval dates for each color and component.
- Material procurement: show fabric and trim order dates, mill lead times, testing release and arrival at the factory.
- Production booking: identify the line, planned start, capacity reserved for your order and the consequence of moving the booking.
- Cut-to-ship production: provide cutting, sewing, finishing, packing and final inspection dates, including planned rework.
- Inland movement and export clearance: state factory-to-port transit, document cut-off, customs filing and expected port dwell.
- Ocean movement: name the port pair, carrier service, transshipment points, sailing frequency and assumptions for rolled bookings.
- Destination delivery: add discharge, customs clearance, drayage and final delivery to the named warehouse.
- Contingency: show a separate buffer for approval changes, material delay, inspection failure, weather, port disruption and missed sailings.
| Timeline measure | Keep it separate because |
|---|---|
| Sample-development time | Buyer comments and approval speed can dominate it; it is not factory bulk capacity. |
| Material lead time | Imported fabric or trims may have a different origin, calendar and minimum quantity than the sewing operation. |
| Factory production time | Line loading, order complexity, quantity and rework determine it. |
| Port and export time | Documentation, cut-offs, inspections and congestion can move the sailing date. |
| Ocean transit | Direct and transshipped services have different schedules and disruption exposure. |
| Door-to-door time | Includes destination customs, handling and inland delivery; it is the relevant measure for inventory planning. |
Ask for best-case, planned and recovery dates, with the assumptions beside each date. Record whether the calendar uses working days or calendar days and whether the factory has already reserved capacity.

What sector scale tells you—and what it does not
ILO Working Paper 130, using WTO merchandise-export data, reports 2021 combined textile and clothing exports of US$37 billion for Bangladesh and US$42 billion for Viet Nam. These are historical, combined-category estimates, not current garment-only rankings. They establish that both locations operate at significant export scale; they do not prove that a specific factory has an open line or can make your product.
An ILO and VITAS sector analysis published in February 2025 says Vietnam’s textile and garment industry has grown over four decades and now needs workforce-skills development and value-chain upgrading to sustain competitive growth. The report-launch release quotes Christoph Prommersberger, Deputy Head of Mission of the Kingdom of the Netherlands in Viet Nam: “Skills development is essential for boosting productivity and ensuring high-quality standards. Investing in skills development in the textile and garment sector is not only an investment in the workforce but also an investment in the future of the industry.” This is sector policy context, not a guarantee about every supplier.
The same release quotes Truong Van Cam, VITAS Vice President and Secretary General, describing a December 2024 working group: “With the recent establishment of the working group on strengthening partnerships between industry and training in textile and garment sector, led by VITAS in December 2024, we will move forwards to implementing some concrete recommendations to address shared needs and foster collaboration among employers, education and training institutions.” Use such statements to ask how a factory trains operators and technicians; do not turn them into a capability ranking.
Evaluate product fit at factory level
Start with the construction you need, then find factories that can show repeatable evidence. A factory experienced in basic cotton knitwear may not be suitable for bonded outerwear, technical activewear, denim laundry, tailored woven garments or intricate embellishment.

Evidence to request
- Recent samples or production photos of the same construction, fabric family and finishing method.
- Customer references willing to confirm quality, communication, delivery performance and handling of corrective actions.
- Machine list, line layout, specialty equipment, laboratory capability and maintenance records.
- Monthly capacity by product type, current utilization, planned peak-season allocation and minimum order quantity.
- First-pass yield, defect categories, repair rate, final inspection results and process-control records.
- Material-traceability documents showing mill, dye house, origin and test reports.
- Subcontractor list for printing, washing, embroidery, packing or overflow sewing, with approval controls.
Test the repeat-order question
Ask how the factory will reserve fabric, retain approved standards, reproduce color and measurements, and handle a repeat order when the original line is busy. A low first quote is less valuable if the next order requires a new mill, a new pattern or an unplanned subcontractor.
Trade-offs that belong in your decision memo
| Axis | Questions for both countries | Decision evidence |
|---|---|---|
| Price | Are all quotes based on the same construction, quantity, currency date and Incoterm? | Normalized FOB and landed-cost worksheets with assumptions visible. |
| Speed and reliability | Which dates are supplier-controlled, buyer-controlled or carrier-controlled? | Stage-by-stage calendar, capacity reservation and historical on-time data from references. |
| Scale and flexibility | Can the line support your launch quantity, color changes and repeats? | Verified capacity, line plan, MOQ, changeover time and peak-season commitment. |
| Product fit | Has the factory made this exact technical construction? | Approved sample, machine evidence, test results and reference checks. |
| Trade access | Will origin documentation and tariff treatment work for the destination? | Written classification and origin review for the exact product and shipment date. |
| Compliance and resilience | Can the business withstand labor, environmental, utility, financial or logistics disruption? | Current audit evidence, corrective-action closure, insurance, backup utilities and continuity plan. |
Use a weighted score only after minimum gates are passed. For example, require acceptable product samples and compliance evidence first; then weight normalized cost, delivery confidence, quality capability and flexibility according to the SKU’s commercial risk. A mathematical score should expose assumptions, not hide a non-negotiable failure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A defensible RFQ and shortlist process
- Freeze the specification. Issue one technical pack, bill of materials, measurement chart, testing plan, packaging instruction and target quantity to every factory.
- Define commercial boundaries. State destination, required Incoterm, currency, quotation validity, payment preference and whether the buyer or factory sources each material.
- Request a structured response. Require the cost table, MOQ and quantity breaks, sample charges, material origins, subcontractors, production calendar and shipping assumptions.
- Normalize the offers. Convert currencies to a common date, separate one-time development charges from recurring unit cost, and remove or add the same logistics elements.
- Check capacity before negotiating. Confirm the named line, current loading, peak-season allocation, operator count, equipment and planned subcontracting.
- Approve samples against measurable standards. Record fit comments, tolerance decisions, color approvals, test results and the date on which the bulk standard is frozen.
- Verify the site and documents. Review licenses, ownership, labor and safety records, environmental permits, payroll practices, insurance, financial-continuity indicators and corrective-action history.
- Call references. Ask comparable customers about late shipments, defect recovery, communication, payment disputes and repeat-order consistency.
- Validate trade and logistics. Have a customs specialist check classification, origin, duty and documentation; obtain a route-specific freight plan from a forwarder.
- Set contract controls. Define approved materials, inspection rights, defect remedies, change-control procedure, delivery milestones, subcontracting consent and evidence required for shipment release.
- Run a controlled pilot. Use a limited production order to test actual yield, inspection results, packing, documentation and transit before committing the full program.
Compliance and resilience due diligence
An audit is evidence about conditions at a point in time, not a guarantee of future compliance. Review who performed it, its scope, date, worker-interview method, open findings and closure evidence. Check whether the audited entity is the factory that will actually cut, sew, finish and pack your goods.

When dual sourcing makes sense
Dual sourcing can reduce dependence on one factory, route or material network, but it is not automatically cheaper or safer. It adds development work, duplicate testing, purchase-order management, quality alignment and potentially different origin or tariff treatment.
Consider two qualified factories when a SKU has high stock-out cost, a long selling season, material availability in two locations, or enough volume to keep both lines commercially viable. Keep one approved specification, color standard, test protocol and packaging instruction. Validate that the products are interchangeable before splitting volume; otherwise you may create two “sources” that cannot substitute for each other.
Common comparison errors and their fixes
| Error | Why it fails | Fix |
|---|---|---|
| Choosing from the lowest wage | Wage omits productivity, materials, overhead, quality and logistics. | Compare normalized cost per accepted, delivered unit. |
| Using the US$3.46 and US$0.39 historical polo figures as a ranking | The World Bank says the scopes differ; Vietnam’s figure excluded fabric and other raw materials. | Use them only to define comparable cost boundaries. |
| Quoting a fixed country lead time | No current same-product, same-route evidence supports a universal number. | Obtain dated, stage-by-stage supplier calendars and route assumptions. |
| Treating export totals as factory capability | National totals combine textile and clothing exports and do not show open capacity. | Verify the named factory’s equipment, lines, references and loading. |
| Assuming an audit guarantees compliance | Conditions can change and an audit has limited scope and date. | Review current findings, closure evidence and ongoing monitoring. |
| Ignoring origin and duty until after selection | A low FOB offer can lose its advantage after duty, tax or documentation costs. | Check classification and origin for the exact product and destination before award. |
| Comparing one factory in each country | Supplier quality varies more than a country label suggests. | Shortlist several factories per country using identical gates. |
Questions to put in the final supplier meeting
- Which operations are performed in-house, and which are subcontracted?
- What percentage of the quoted price is fabric, and who owns the material risk?
- What is the confirmed line, capacity and start date for this quantity and size curve?
- What events would move the ship date, and what recovery actions are contractually available?
- Which quality metric triggers rework, replacement or shipment hold?
- Which mill, dye house and trim suppliers will be used, and can they provide traceability?
- What evidence supports the quoted origin and any claimed tariff treatment?
- Can the factory show a comparable repeat order completed within the promised calendar?
For a finance-minded procurement decision, the winning offer is the one with the lowest credible cost and acceptable delivery, quality, compliance and continuity risk—not the one attached to the lowest national wage or the most attractive historical statistic.
