Argentine Passport vs. Other Second-Citizenship Options for Americans: Residence, Investment and U.S. Rules (2026)

For most Americans, an Argentine passport is a residence project, not a quick second-passport shortcut. Argentina’s ordinary naturalization route requires an adult foreigner to hold legal, continuous residence for the two years before applying, with no trip outside Argentina during that period. A 2025 amendment created an investment-based route regardless of residence time, but the government has not published a qualifying investment amount or a settled operating procedure in the material currently available. A U.S. citizen can keep U.S. citizenship while becoming Argentine, yet U.S. passport, tax and legal obligations continue.

That makes Argentina potentially useful for an American who genuinely plans to live there, but impossible to rank responsibly against another country without first checking that country’s current rules and your own eligibility. The comparison framework below shows what to verify before spending money or moving.

The short answer

Argentina offers two distinct legal concepts:

  • Standard naturalization: an adult foreigner with temporary or permanent residence must prove two years of continuous, lawful residence immediately before applying. The law treats a period as noncontinuous if the applicant made any trip abroad during it.
  • Relevant-investment naturalization: an amendment to Law 346 permits a foreigner to seek naturalization regardless of residence duration after proving a relevant investment in Argentina. The Economy Ministry is responsible for defining what qualifies, and a government announcement describes agency review before a reasoned Migraciones decision. The announcement does not state eligible projects, a minimum amount or a fully operational application channel.

Neither route should be described as a guaranteed passport purchase. Citizenship approval and later passport issuance are separate administrative matters, and the official material reviewed here does not provide a current end-to-end processing time, passport fee or issuance checklist.

How Argentina’s ordinary naturalization route works

Who can use it

The current text of Law 346 describes naturalization for a foreigner older than 18 who proves continuous, legal residence in Argentina for the two years preceding the application and expresses the will to become Argentine before the migration authority. The government’s naturalization service page is aimed at people over 18 who were born abroad and have obtained temporary or permanent residence.

The key limitation is physical continuity. The service page states: "Residir en la República Argentina en forma continua y legal durante los dos (2) años anteriores a la solicitud, sin haber realizado ninguna salida al exterior." In practical terms, this is stricter than simply maintaining an address, visa or residence card while traveling. The law and service page expressly refer to no departure abroad during the qualifying period.

Documents and conditions listed by the government

The service page identifies these application elements:

  • Proof that the applicant is an adult born outside Argentina.
  • Temporary or permanent Argentine residence.
  • Two years of uninterrupted legal residence before the request.
  • An Argentine DNI.
  • Lawful occupation or another lawful means of support.
  • An Argentine criminal-record certificate.
  • A declaration of intent to become Argentine before the National Migration Directorate.

The page says the process begins through RaDEX, the migration authority’s digital platform. It does not, on the page cited, promise approval merely because the checklist is complete; citizenship remains a legal application evaluated by the responsible authority.

A practical sequence for a residence applicant

  1. Choose a lawful residence basis. Obtain an Argentine temporary or permanent residence status before treating the two-year clock as available. The official material does not establish that every visa category qualifies in the same way, so confirm the category with Migraciones or a qualified Argentine practitioner.
  2. Plan to remain physically in Argentina. Keep records showing that you did not leave the country during the two-year qualifying period. A trip abroad can break the continuity described in Law 346 and the service page.
  3. Obtain and maintain the DNI. The government checklist includes an Argentine DNI. Confirm that the document is valid and that its personal data matches the rest of the file.
  4. Document your lawful livelihood. Assemble evidence of lawful occupation or means of support. The service page names this requirement but does not publish a single universal income figure.
  5. Request the Argentine criminal-record certificate. Use the current government procedure and validity period; do not substitute a foreign police certificate unless the authority specifically asks for it.
  6. Submit through RaDEX and complete the declaration. The service page directs applicants to start online and to express their intention before the National Migration Directorate. Follow the current portal prompts because document uploads and appointment instructions can change.
  7. Keep the application record. Save confirmation numbers, uploaded files, translations and notices. If Migraciones requests clarification, answer through the channel and deadline shown in the notice.

What the published route does not tell you

The cited official pages do not give a guaranteed decision time, a universal total cost, a complete translation or legalization schedule, or the separate requirements for obtaining a passport after citizenship. They also do not say that short visits, remote work performed from abroad or a property purchase substitute for continuous residence. Budget and timetable claims made by intermediaries should therefore be checked against current government instructions rather than treated as legal rules.

Argentina’s investment-based route: real legislation, unsettled details

The amended Law 346 creates a route for a foreigner who proves a relevant investment in Argentina, regardless of how long that person has lived in the country. This is a change in the legal framework, not evidence of a fixed-price citizenship product.

In a July 30, 2025 announcement, the Argentine government said an investment-citizenship agency would review an application and make a recommendation to Migraciones. The announcement describes security-related input and says Migraciones issues a reasoned decision after receiving the report. The announcement and the current law text cited here do not identify:

  • an approval deadline, appeal process or number of applications being accepted; or
  • the passport-issuance steps after a successful citizenship decision.

Before relying on this route, verify implementing rules from the Ministry of Economy and the responsible agency. Do not transfer funds to a promoter who presents an invented threshold, calls the route guaranteed, or claims that an investment automatically produces a passport. The legal possibility and the operational eligibility criteria are different questions.

Citizenship is not the same as an Argentine passport

Naturalization establishes nationality; a passport is a travel document issued through a separate administrative process. The official naturalization page cited above does not publish a current passport application checklist, fee or processing estimate for newly naturalized citizens. An applicant should obtain those details from the responsible Argentine passport authority after citizenship is confirmed.

This distinction matters when comparing programs. A headline promising a passport within a certain number of months may be combining an immigration or citizenship decision with a later document-issuance step, or may be relying on rules that have changed. Ask for the legal basis and the government office responsible for each stage.

What keeping U.S. citizenship means

U.S. passports for U.S. travel

The U.S. Department of State explains that U.S. citizens may hold dual or multiple nationalities and that U.S. law does not require them to choose one. It also states: "U.S. law requires that U.S. citizens enter and depart the United States on a U.S. passport." Read the current guidance at travel.state.gov’s Dual Nationality page.

Accordingly, an Argentine passport does not replace a U.S. passport for entering or leaving the United States. For a trip involving Argentina, check the current entry and exit-document rules of both countries and carry the document that each authority requires. Do not assume that presenting the new passport at a border removes a U.S. passport obligation.

Tax obligations continue

The State Department says U.S. citizens remain subject to U.S. tax laws even when they hold another nationality or live abroad. A second passport does not by itself change U.S. citizenship-based tax status. Filing thresholds, foreign-account reporting, credits and treaty questions depend on personal facts and current tax rules, so obtain advice from a qualified tax professional rather than treating nationality as a tax-planning shortcut.

Consular assistance can be limited

Dual nationals must obey the laws of both countries. The State Department warns that a dual national may face conflicts between national laws and may receive limited U.S. consular assistance while in the country of the other nationality. For example, local authorities may treat an Argentine-American as Argentine for some legal purposes. The extent of assistance is fact-specific; it is not a promise of diplomatic intervention.

Do not assume a broad Argentina–U.S. dual-nationality agreement

Argentina’s Migraciones dual-nationality guidance separates citizens naturalized in countries with an Argentine agreement from those whose other country has no agreement. On that page, the United States appears in an agreement listing only for people naturalized through October 20, 1981. That historical entry should not be converted into a blanket statement about every American who acquires Argentine nationality now.

The same page describes different document treatment for citizens living abroad and specific consequences in certain return-to-Argentina situations. Those instructions are context-dependent. Confirm the rule that applies to your date of naturalization, place of residence and travel plan instead of relying on a general internet summary.

How to compare Argentina with another second-citizenship option

A meaningful comparison starts with eligibility, not a generic passport ranking. Current official requirements for particular alternative countries were not established in the material available for this article, so assigning them residence years, investment amounts, descent rules, visa-free totals or tax outcomes would be unreliable. Use the following framework and verify every cell against that country’s own government sources.

Decision factor What is established for Argentina What you must verify for another country
Eligibility route Residence-based naturalization is available to an adult foreigner who meets Law 346’s conditions; an investment route exists in the amended law. Whether you qualify by ancestry, birth, marriage, residence, investment or another category, and whether multiple routes can be combined.
Physical presence Two years of continuous legal residence before the ordinary application, with no departure abroad during that period. Required years, minimum days, permitted travel, treatment of absences and whether status must remain valid throughout.
Investment Relevant-investment naturalization is authorized, but qualifying assets and a minimum amount are not stated in the cited announcement. Official minimum, eligible assets, holding period, source-of-funds proof, fees, refunds and whether approval is discretionary.
Process and uncertainty Ordinary applications begin through RaDEX; the investment announcement describes agency review and a reasoned Migraciones decision. Application stages, responsible offices, backlog data, decision deadlines, appeal rights and document-validity rules.
Nationality rules U.S. law permits multiple nationality, while Argentina’s guidance has context-specific document rules and a historical U.S. agreement listing. Whether the destination permits multiple nationality and what it requires of its citizens when entering, leaving or renewing documents.
Travel utility No independent passport-access ranking is established here. Check current entry permissions for the destinations you actually use, directly with official immigration or foreign-ministry sources.
Personal obligations U.S. tax obligations remain; Argentine and U.S. laws may both apply to a dual national. Tax residence, reporting, military or civic duties, family-law effects and local obligations linked to nationality or residence.

Which Americans may find Argentina a sensible fit

An American willing to relocate

If you already intend to live in Argentina, can maintain lawful residence and can avoid leaving the country for the full qualifying period, the ordinary route may align with your plans. Your decision should still account for the cost of maintaining a home, local administration, document renewals and the opportunity cost of two years of uninterrupted presence.

An American with a qualifying family connection elsewhere

If your strongest eligibility is ancestry, birth, marriage or another family-based connection to a different country, investigate that route before choosing residence in Argentina. A descent route can have a different evidence burden and physical-presence rule, but its actual requirements must be confirmed from the relevant government. Do not assume that a family story is enough; collect civil records and check generation, date and registration limits.

An investor seeking a short timeline

Argentina’s investment amendment may appear attractive because it removes the statutory residence-duration condition. However, the missing criteria are material: without a published investment definition and threshold, you cannot calculate the required capital, timetable or probability of approval. Treat the route as an option requiring current regulatory verification, not as a ready-to-buy program.

A traveler who wants only a backup passport

If you do not plan to live in Argentina, the standard route is a poor fit because its defining condition is continuous residence with no departure. A passport-only objective should be tested against other countries’ current legal routes, but no country can be named as the winner without a fact-specific and up-to-date comparison.

Costs, timing and documents to model before applying

Even where a law states an eligibility period, the total project can be longer and more expensive than the legal minimum. Build a written budget with separate lines for:

  • residence applications and renewals;
  • DNI issuance or renewal;
  • certified copies, apostilles, legalization and Spanish translations;
  • criminal-record certificates and any required validity refresh;
  • professional legal or tax advice;
  • housing, health coverage, travel and living expenses during the physical-presence period;
  • naturalization filing charges, if any current fee applies; and
  • passport issuance after citizenship, using the fee and procedure published at that time.

The two-year figure is a statutory residence condition, not a promise that a decision arrives on the second anniversary. Administrative review, missing documents and requests for clarification can add time. Because the cited official pages do not provide a current end-to-end estimate, any consultant’s guaranteed completion date should be treated skeptically.

Common mistakes and how to prevent them

Counting a two-year visa instead of two years of presence

A valid residence card does not erase the no-departure language. Maintain a travel log and check every border exit against the qualifying period before filing.

Assuming property ownership creates citizenship eligibility

The published ordinary checklist names residence, DNI, livelihood, a criminal-record certificate and the declaration of intent. It does not state that buying property substitutes for residence. Ask Migraciones for a written legal basis before relying on a purchase.

Treating the investment amendment as a fixed-price offer

Do not use a promoter’s dollar figure as though it were an official threshold. Confirm the Economy Ministry’s implementing definition, the reviewing agency and the open application route.

Applying with an incomplete civil-record file

Name variations, inconsistent dates and untranslated certificates can create requests for clarification. Prepare a consistent identity file and use the current translation and legalization instructions issued by the authority receiving the application.

Leaving U.S. tax planning until after naturalization

Citizenship does not switch off U.S. filing duties. Discuss worldwide income, accounts, investments and possible moves with a tax adviser before changing residence or nationality.

Using the wrong passport at a U.S. border

Keep a valid U.S. passport and use it to enter and depart the United States, as required by the State Department. Check the documents needed for the other country separately.

A due-diligence checklist before committing money

  1. Read the current Law 346 text at Argentina.gob.ar, including amendments and implementing references.
  2. Confirm your residence category, DNI status and document list with the current naturalization service instructions.
  3. Ask how every planned trip affects the continuous-residence calculation; obtain the answer from Migraciones or qualified counsel.
  4. If considering investment, request the Ministry of Economy’s current definition of relevant investment, minimum amount, source-of-funds rules and application channel in writing.
  5. Separate citizenship approval from passport issuance and obtain the latter’s current fees and steps from the responsible authority.
  6. Review the Argentine dual-nationality guidance for your specific naturalization date and residence situation.
  7. Read the U.S. Department of State dual-nationality guidance and discuss tax consequences with a current professional.
  8. For every alternative country, repeat the same verification using that government’s primary sources before comparing cost, presence, time or passport access.

Bottom line for an American choosing a second nationality

Argentina is best understood as a country with a demanding residence-based naturalization route and a newer investment route whose practical rules still require verification. The ordinary path is concrete: adult age, lawful temporary or permanent residence, two years of continuous legal residence with no departure, DNI, lawful support, an Argentine criminal-record certificate and a declaration before Migraciones, beginning through RaDEX. The investment path is legally authorized but cannot responsibly be marketed with a price, qualifying asset or guaranteed outcome until the implementing criteria are published and confirmed.

For an American, acquiring Argentine nationality does not cancel U.S. citizenship, U.S.-passport requirements, U.S. tax obligations or the possibility of limited consular assistance in Argentina. Compare Argentina with another option only after matching the route to your ancestry, willingness to live in the country, available budget, tolerance for uncertainty and intended travel use.
