Oil investments in Guyana and Trinidad and Tobago face materially different political-risk mixes. Guyana offers exceptional production growth and resource upside, but investors must price in the Venezuela–Essequibo territorial dispute, heavy dependence on the Exxon-led Stabroek Block, election-related distribution tensions and the challenges of governing a rapidly expanding oil economy. Trinidad and Tobago has a longer-established petroleum industry and no comparable territorial confrontation in the reviewed evidence, but its risks are more domestic: mature and declining assets, regulatory uncertainty, transparency concerns, fiscal pressure and uncertainty over policy execution after the April 2025 change of government.
The practical answer is not that one country is simply “safe” and the other “risky.” They expose capital to different failure modes. Guyana is the higher-growth, higher-geopolitical-concentration case. Trinidad and Tobago is the lower-growth, more institutionally familiar case whose returns depend on regulatory consistency and successful reinvestment in an aging energy sector.

What political risk means for an oil investor
Political risk is the possibility that government action, political conflict or institutional weakness changes an investment’s cash flow, operating freedom or ability to recover capital. In oil, that can occur through contract renegotiation, delayed permits, tax changes, local-content rules, export restrictions, procurement disputes, security incidents, sanctions exposure or a government’s inability to deliver infrastructure and services.

| Primary political channel | Geopolitical tension, oil-revenue governance and rapid institutional expansion | Domestic regulation, transparency, fiscal pressure and policy continuity |
| Production profile | Very rapid offshore growth; three FPSOs produced about 650,000 barrels per day in 2024, with capacity projected at about 1.3 million barrels per day by the end of 2027 (ExxonMobil Guyana, 2025) | Mature energy sector requiring enhanced recovery, field redevelopment and new deepwater investment (IMF, 2026) |
| Resource base and concentration | About 11 billion barrels of proved reserves as of January 2024; Stabroek Block interests are ExxonMobil 45%, Hess 30% and CNOOC 25% (U.S. Energy Information Administration, 2024) | Long-established, more diversified legacy operations, but with depletion and reinvestment risk |
| External security exposure | Active Venezuela–Essequibo dispute affecting nearly 70% of Guyana’s territory | No equivalent active territorial confrontation identified in the reviewed official sources |

Why Guyana carries a distinctive political-risk premium
The Venezuela–Essequibo dispute is a live security tail risk
Guyana’s most unusual exposure is the dispute with Venezuela over Essequibo. Guyana’s Foreign Ministry describes the contested area as nearly 70% of the country’s territory. Venezuela has pursued annexation measures and administrative and military steps connected with the claim. Guyana’s government has said that a proposed Venezuelan election for an Essequibo governor violated the Argyle commitments and an order of the International Court of Justice.
The ICJ found a serious risk of irreparable prejudice and ordered Venezuela not to alter the prevailing situation in the disputed territory. The court’s docket records continuing provisional-measures proceedings in 2025. Those legal findings do not eliminate operational risk. An escalation could affect offshore logistics, insurance pricing, contractor access, maritime patrols, investor sentiment or the timing of development decisions even without a conventional armed conflict.
For an investor, the key distinction is exposure rather than prediction. The dispute is a low-frequency, high-impact scenario that does not have an obvious equivalent in Trinidad and Tobago. Offshore assets, supply bases and export routes should therefore be stress-tested for delays, higher security costs and temporary interruptions.

Guyana’s upside is extraordinary. ExxonMobil Guyana’s 2024 reporting said three FPSOs were producing about 650,000 barrels per day, with capacity projected to reach about 1.3 million barrels per day by the end of 2027. The EIA estimated 11 billion barrels of proved reserves as of January 2024.
That scale is concentrated. The 6.6-million-acre Stabroek Block is held 45% by ExxonMobil, 30% by Hess and 25% by CNOOC. A disruption, contract dispute, regulatory change or political decision affecting the block can therefore hit a large share of Guyana’s oil investment at once. Concentration also gives negotiations a national significance that a smaller, more diversified portfolio might not have.

Investors should distinguish consortium diversification from country diversification. Three international participants share the block, but the projects remain in one offshore province, under one governing agreement and within one rapidly changing political economy.
Oil receipts are testing new institutions
The IMF’s 2025 Guyana Article IV highlighted uncertainty around the 2025 elections, possible ethnic tensions over the distribution of oil revenues, Dutch-disease pressures, economic overheating, procurement vulnerabilities and broader governance concerns. Real GDP growth averaged 47% in 2022–2024, according to the IMF. Such growth can improve public finances while also straining labor markets, infrastructure, oversight bodies and expectations about who should benefit.
These are political risks even when production continues normally. Rapid spending can raise costs for oil-service companies, intensify competition for skilled workers and make future governments reluctant to restrain programs that voters have come to expect. Currency appreciation or an economy increasingly centered on petroleum can weaken non-oil sectors, leaving the state more dependent on the same revenues that it is trying to manage.
Distributional politics matter because oil income is highly visible. Perceived regional or ethnic imbalances can turn budget decisions, local-content rules and licensing choices into political flashpoints. The relevant question is not only whether Guyana receives revenue, but whether institutions can allocate it transparently and credibly over multiple election cycles.
Contract oversight has produced a measurable dispute
Guyana has already faced a concrete challenge over the cost bank associated with the Stabroek agreement. The government disputed approximately US$214 million in cost claims covering 1999–2017 and activated the agreement’s expert-dispute process. A Petroleum Management Programme update described a US$214,411,994 cost-bank adjustment recommendation while reviews of later audits continued.

This does not establish that the consortium breached its obligations, nor does it determine the final amount recoverable by the state. It does show why audit rights, cost-recovery definitions and dispute procedures deserve close attention. A contract can be legally valid yet still generate years of uncertainty over which expenditures are recoverable and when the government can collect its share.

Why Trinidad and Tobago’s risk profile is different
A mature sector shifts risk from discovery to execution
Trinidad and Tobago has a much longer operating history in oil and gas. That experience can support established suppliers, regulators and infrastructure, and it reduces dependence on one new offshore development. It also means that many of the easiest barrels have already been produced. The IMF’s 2026 Article IV described an aging energy sector and efforts to revive mature fields and attract deepwater exploration after the United National Congress won the April 2025 election.
Mature assets create a different political bargain. Governments must decide how much fiscal relief, acreage, enhanced-recovery support or infrastructure spending is needed to keep fields producing. Investors face depletion, higher lifting costs and the possibility that policy incentives arrive slowly or change before a long-cycle project reaches first production. The political question is whether the state can execute a credible transition from legacy output to redevelopment and deepwater growth.
Regulation and transparency are the central institutional concerns
The U.S. State Department’s 2024 investment-climate statement reported investor perceptions of regulatory uncertainty and a lack of transparency in Trinidad and Tobago, along with inconsistent procedures related to clean-energy projects. These concerns can affect more than renewable developers. They may signal longer approval timelines, uneven administrative treatment, difficulty forecasting compliance costs and uncertainty about how written rules will be applied.
For an oil investor, diligence should cover the full permit chain rather than only the petroleum license: environmental approvals, land and marine access, customs, local-content requirements, tax treatment, decommissioning obligations and any approvals connected with emissions or energy transition policy. In a mature producer, delays in these areas can erode returns even when the geological risk is well understood.

Election change creates policy-continuity questions
The April 2025 government change does not by itself imply instability. It does, however, create a point at which investors should test whether fiscal terms, mature-field incentives, deepwater policy and state-company relationships will remain consistent. The IMF identifies plans to improve mature-field recovery and attract deepwater exploration; implementation, sequencing and budget support will determine whether those plans become investable projects.
Trinidad and Tobago also faces persistent fiscal deficits, debt pressure and weaker growth incentives than a new producer. Those conditions can increase pressure for higher petroleum taxation, changes to subsidies or accelerated monetization of state assets. The risk is generally policy negotiation and execution rather than a territorial confrontation.
Which country is politically riskier?
There is no single ranking that fits every strategy. On geopolitical and project-concentration measures, Guyana is materially riskier. On regulatory transparency and mature-sector execution, Trinidad and Tobago presents the more prominent concerns in the official investment-climate evidence. The comparison changes with the investor’s time horizon and asset type.
| Investor question | Guyana | Trinidad and Tobago |
|---|---|---|
| Could an external dispute interrupt operations? | Yes; the Essequibo confrontation creates a distinct offshore and maritime tail risk. | No comparable confrontation appears in the reviewed sources. |
| Could one project dominate country exposure? | Yes; Stabroek’s scale and the 45/30/25 consortium split create substantial concentration. | Less single-project concentration, but mature assets create portfolio-wide depletion risk. |
| Is the main challenge building institutions? | Yes; revenue management, procurement and contract oversight are expanding rapidly with oil receipts. | Less about creating a new oil state and more about improving consistency and transparency in an established one. |
| Where is growth strongest? | Guyana, with production projected to approximately double from 650,000 barrels per day to 1.3 million barrels per day by end-2027. | Growth depends on mature-field recovery and successful deepwater exploration. |
| What can erode returns without a crisis? | Cost disputes, local-content bottlenecks, overheating and revenue-policy changes. | Permit delays, unclear rules, fiscal changes and underinvestment in aging fields. |
How to evaluate an investment in either country
1. Separate country exposure from asset exposure
Map every dependency: license, operator, partners, export terminal, service base, pipeline or vessel route, regulator and government counterparty. In Guyana, ask how much of the portfolio ultimately depends on the Stabroek Block. In Trinidad and Tobago, identify whether several fields depend on the same aging infrastructure or a single redevelopment incentive.
2. Read the contract as a political document
Review stabilization language, cost-recovery rules, audit deadlines, dispute escalation, tax change provisions, local-content obligations, environmental liabilities and decommissioning security. The Guyana cost-bank dispute demonstrates why a headline production-sharing agreement is not enough; the mechanics of verification and expert determination can materially affect timing and cash flow.

3. Stress-test non-geological interruptions
- Guyana: model a temporary offshore security event, higher insurance, delayed equipment, a new audit finding and a slower revenue-distribution decision.
- Trinidad and Tobago: model permit delays, a changed fiscal term, lower mature-field recovery, delayed deepwater incentives and inconsistent clean-energy approvals.
- Both: test inflation in local services, labor shortages, exchange-rate movement, contractor failure and a government change.
4. Track institutional signals, not only production data
Monitor election results, budget documents, petroleum regulations, audit findings, court orders, procurement rules and statements by the energy ministry. For Guyana, follow developments in the ICJ proceedings and the implementation of safeguards around oil revenue. For Trinidad and Tobago, look for evidence that the post-April 2025 government is applying licensing, environmental and fiscal rules consistently.
5. Demand compensation for the specific risk
A high production forecast does not automatically compensate for concentration or geopolitical exposure. Compare expected returns after insurance, financing, security, compliance and delay costs. A lower-growth Trinidad and Tobago project may offer the better risk-adjusted outcome if its cash flows are less sensitive to one political event; a Guyana project may justify its exposure when the investor can diversify across operators, blocks, currencies and jurisdictions.
What could improve or worsen each outlook?
Guyana could become more investable if
- Oil-revenue rules and procurement systems become more transparent across election cycles.
- Audit and cost-recovery disputes are resolved through predictable, time-bound procedures.
- The Essequibo dispute remains within the ICJ and diplomatic channels without operational interference.
- Infrastructure, training and local-content capacity keep pace with production growth.
Guyana could become less investable if
- Revenue distribution intensifies ethnic or regional conflict.
- Rapid spending produces overheating, corruption allegations or abrupt fiscal intervention.
- The Venezuela dispute escalates into restrictions affecting offshore logistics or insurance.
- Contract interpretations become unpredictable for operators or the state.
Trinidad and Tobago could improve if
- Mature-field incentives and deepwater terms are clear, stable and commercially workable.
- Permitting and clean-energy procedures become more transparent and consistent.
- Fiscal consolidation reduces pressure for abrupt petroleum-policy changes.
- Public and private operators coordinate reinvestment in aging infrastructure.
Trinidad and Tobago could deteriorate if
- Regulatory uncertainty delays redevelopment and exploration.
- Fiscal stress leads to sudden tax, subsidy or contract changes.
- Declining output reduces public revenue before replacement projects are ready.
- Transparency concerns undermine confidence in licensing and procurement.
Bottom-line comparison for investors
Guyana is the higher-upside but more concentrated and geopolitically exposed market. Its political risk comes from the collision of a major territorial dispute, one dominant offshore block and institutions that are scaling alongside oil revenues. Trinidad and Tobago is the more mature and operationally established market, but its political risk is tied to regulatory consistency, transparency, fiscal constraints and the difficult task of replacing or extending aging production.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsInvestors choosing between them should avoid a generic “stable versus unstable” label. The relevant decision is whether the portfolio is better able to absorb a low-probability geopolitical shock and concentrated contract exposure in Guyana, or slower growth and policy-execution risk in Trinidad and Tobago. The better oil risk-reward profile depends on that tolerance, the project’s contractual protection and the investor’s ability to diversify the specific risk channel.
