A withdrawal at another institution’s machine can involve two separate charges: a fee from your credit union and a surcharge from the ATM owner. You can often avoid one or both by using a machine included with your account, but the result depends on your credit union’s fee schedule, the ATM networks it makes available, and the functions offered by the particular machine. Check those details before you withdraw, and read the ATM’s fee screen before approving the transaction.
What “free” means when you use a credit union ATM
People often use “free ATM” to mean that no charge appears on the receipt. In practice, there are several different arrangements, and they do not all produce the same result.

Your credit union’s out-of-network fee
Your account-holding credit union may charge a fee when you use an ATM outside the networks or arrangements included with your account. The Consumer Financial Protection Bureau (CFPB) says a bank or credit union can charge its own fee for using another institution’s ATM. The institution must disclose that fee in writing when you open the account or when it adds a new fee. The amount and conditions are account-specific, so the current fee schedule and account agreement control.

The company that owns or operates the machine may add a separate surcharge. This charge is independent of any fee from your credit union. The operator must show the surcharge on the ATM before you complete the transaction. If the amount is unacceptable, cancel at that screen rather than authorizing the withdrawal.

“Surcharge-free” is narrower than “fee-free”
A surcharge-free network generally means the participating ATM owner will not impose its own surcharge when an eligible member uses that machine. It does not, by itself, promise that your credit union will never charge an out-of-network fee. Review your account terms to determine whether the credit union also waives its fee, reimburses fees, or applies limits.
Network access is tied to your account
A network logo on a machine is not a guarantee that every credit union member can use it without a charge. Your financial institution must participate in the network and make that access available to your account. Allpoint’s consumer guidance, for example, tells users to confirm participation with their financial-services provider and then use the network locator or look for the network logo. A different credit union’s membership does not establish that your account has the same access.
How the two possible charges work together
Consider an out-of-network withdrawal as two separate decisions made by two different businesses:
- Your credit union decides whether to assess its own fee. That policy appears in the account’s disclosures and fee schedule.
- The ATM operator decides whether to add a surcharge. That amount must be presented on the machine’s screen before you finish.
You could encounter both charges, only one, or neither. For example, a machine may be in a network that eliminates the operator’s surcharge while your account still has a credit-union fee for that type of use. Conversely, your credit union might reimburse certain ATM fees while the machine initially displays a surcharge. Whether reimbursement applies, how much is reimbursed, and whether a limit or qualifying condition exists are questions for the account terms.
The CFPB summarizes the basic rule this way: “Both your bank or credit union and the owner of the ATM can charge you a fee.” Its answer to that question was last reviewed January 31, 2024. The agency’s separate consumer guidance on avoiding ATM fees was last reviewed August 27, 2020.

The safest way to identify a no-surcharge or otherwise low-cost machine is to start with the institution that holds your account. Use the following process each time you need a machine in an unfamiliar area.

Open your credit union’s locator and fee schedule
Go to the credit union’s website or mobile app and look for an ATM or branch locator. Open the current fee schedule as well. The CFPB advises consumers to ask which ATMs can be used without an additional fee and notes that many institutions provide maps through their websites and mobile applications. A locator maintained by your credit union can incorporate the networks and account rules that apply to you; a generic map may not.

Identify the networks your account actually includes
Read the locator’s explanation or contact member service to confirm the networks available to your specific account. Do not infer eligibility from a logo seen elsewhere or from another institution’s website. Allpoint says consumers reach its network through a participating financial-services provider and should contact that provider to confirm participation. The same principle applies to any other network listed by your credit union.
-
Search the applicable network or the credit union’s combined map
Enter the address, city, or ZIP code in the credit union’s locator. If the institution directs you to a separate network locator, use that tool and compare the results with the instructions for your account. Allpoint recommends its own locator and suggests looking for its logo at participating machines. A credit union may combine several networks in one search, so read the legend and filters instead of assuming that every pin has identical terms.
-
Open the details for the exact machine
Check the location record, not just the map pin. Look for the listed transaction types, hours, accessibility information, and any account or network notes. Machine functions vary by location. A nearby ATM may dispense cash but not accept deposits, support only certain withdrawal types, or lack another service you need. United Federal Credit Union’s locator guidance specifically notes that ATM functions differ by machine and that account restrictions can apply.
-
Confirm the screen disclosure before authorizing
Even after you use the correct locator, read the fee notice displayed by the ATM. The operator must disclose its surcharge at the machine before you complete the transaction. If a surcharge appears and you do not want to pay it, choose the cancellation option and try another listed machine or contact your credit union about the account’s reimbursement policy.

- Cash withdrawal: Confirm that the machine dispenses the type of cash and account access you need. Some locations can have account-specific restrictions.
- Deposit: Look for an explicit deposit indicator in the locator. A cash-only machine may be nearby but unsuitable for a deposit.
- Other services: If you need a balance inquiry, transfer, check deposit, or another function, verify that the location lists it rather than relying on the network name alone.
- Hours and access: A machine inside a lobby or other controlled area may not be available at the time you arrive. Use the locator’s stated hours and access notes where provided.
Checking the individual machine matters because network participation and machine capability are separate facts. The locator may show both, but you must review the details for the location you plan to use.
What to compare when choosing a credit-union account
If ATM access is important to you, compare account terms rather than relying on a general “free checking” label. These are the material differences to examine:
| Comparison point | Why it matters | How to verify it |
|---|---|---|
| Credit union’s own out-of-network fee | This is a potential charge from the institution holding your account, separate from any ATM-owner surcharge. | Read the current fee schedule and account disclosures. |
| Reimbursement of ATM-owner surcharges | Some institutions reimburse qualifying fees, but the terms may include limits, conditions, or a particular posting process. | Check the account agreement and ask member service what fees qualify and whether limits apply. |
| Included ATM networks | A network is useful only when your credit union participates and makes it available to your account. | Use the credit union’s locator and confirm participation with the institution. |
| Transaction availability by location | A participating machine may not offer every withdrawal, deposit, or other service. | Open the specific locator entry and review its listed functions. |
| Fee disclosure timing | The credit union discloses its own fee in account documents; the operator discloses its surcharge at the ATM. | Review written terms before use and read the on-screen notice before approval. |
These four account-level questions are especially useful when comparing credit unions: Does the institution charge its own out-of-network fee? Does it reimburse an ATM owner’s surcharge, and under what limits? Which networks are included? Do nearby machines provide the transaction types you regularly use? Current disclosures and locator details are more reliable than a general statement that an ATM is “free.”
Ways to avoid ATM fees when the nearest machine is not convenient
Start with the provider’s map, not a random ATM app
A third-party map may show machines that are physically close but not eligible for your account. Begin with the credit union’s website or app, then follow any network-specific locator it recommends. This puts the account’s participation rules ahead of distance.
Use the on-screen cancellation option
If the machine displays a surcharge, you are not required to continue. Cancel before the transaction is completed and search again. The disclosure is the final check because a location’s network status and the operator’s current fee presentation must both align with what you want.
Ask whether reimbursement changes the calculation
If no listed machine is practical, contact the credit union and ask whether your account reimburses ATM-owner surcharges or other ATM fees. Reimbursement is not universal, and an account may impose a limit or eligibility condition. Get the current rule from member service or the written account terms before assuming that a charge will be returned.

Plan around the transaction type
If you need a deposit or another specialized service, searching only by distance can lead to a second trip. Filter or inspect the locator for the required function first, then confirm the fee treatment at the machine.
Troubleshooting common ATM-fee problems
The locator lists a machine, but the ATM shows a surcharge
Pause at the fee-disclosure screen. A listing may identify a participating location while your account has a separate credit-union fee, or the machine may not be covered for the particular account or transaction. Cancel if you do not want the surcharge, save the location details, and ask the credit union how that machine is classified for your account.
The ATM has the network logo, but your card is declined
A logo alone does not establish that your account has access. Confirm participation with your credit union, check that the card and account are eligible for the transaction, and try the provider’s locator rather than relying on the physical logo. If the machine is listed but the transaction still fails, contact the credit union with the location, date, and transaction type.
The machine is listed, but it cannot perform your task
Review the location details for functions. Network eligibility does not make every machine a deposit-taking or multi-service terminal. Choose a location whose listing explicitly includes the service you need.
You are unsure whether a fee came from the credit union or the ATM owner
Separate the two records. The ATM screen and receipt identify the operator’s surcharge, while the account statement or fee schedule identifies charges imposed by your credit union. Compare the dates and descriptions, then ask member service to explain any item that remains unclear.
You expected reimbursement but do not know the conditions
Do not assume that every surcharge qualifies. Ask for the account’s reimbursement rules, including any stated limit, qualifying network, posting timing, or transaction requirement. Keep the receipt and the statement entry so the credit union can trace the charge.

Questions to ask before opening or using an account
Use these questions to turn a vague “free ATM” promise into terms you can verify:
- What fee does this account charge for an ATM outside the credit union’s included networks?
- Which ATM networks are available to this exact account, and where is the official locator?
- Does the credit union reimburse ATM-owner surcharges? If so, what limits or conditions apply?
- Are deposits and other services available at the same machines as cash withdrawals?
- How can I confirm that a particular location is eligible before I use it?
- Where can I find the current fee schedule and account disclosures?
Ask these questions before relying on a network name or a marketing phrase. Account terms can differ within the same institution, and network availability must be made available by the provider to the member.
Three examples of how the rules play out
A listed network machine with no operator surcharge
You search the credit union’s locator, select a participating machine, and the ATM shows no operator surcharge. That resolves the ATM owner’s charge, but you still need to know whether your credit union applies an out-of-network fee under your account terms. If the locator identifies the machine as included for your account and the fee schedule waives the credit union’s charge, the withdrawal can be free under those terms.
A machine displays a surcharge before approval
You find a convenient ATM, but its screen presents an operator surcharge. You can cancel without completing the withdrawal. If your credit union offers reimbursement, you could instead decide whether the account’s conditions make using that machine worthwhile; verify those conditions rather than treating reimbursement as automatic.
A nearby machine cannot accept a deposit
The locator shows a participating ATM close to you, but its details list cash withdrawal only. Because machine functions vary, you would need to select another location that explicitly supports deposits. The network relationship does not change the machine’s hardware or listed services.
Bottom line: verify the account, network, machine, and screen
There is no blanket rule that every credit-union ATM transaction is free. Two parties may charge: your credit union under its account terms and the ATM operator through a disclosed surcharge. To minimize or eliminate fees, use your credit union’s current locator and fee schedule, confirm the networks included with your account, inspect the exact machine’s functions, and read the on-screen fee notice before you approve the withdrawal. If a charge still appears, cancel when possible and ask the credit union whether its reimbursement policy applies.
