It would not have created an automatic statewide tax: each county, city, or town could decide whether to adopt one. Airbnb objected that the proposal treated home-sharing residents differently from hotels. The available bill materials and reporting do not establish the measure’s final legislative status, so it should be described as a proposal, not as a law.
What Washington HB 2559 proposed
Introduced during Washington’s 2026 regular legislative session, House Bill 2559 would authorize a county, city, or town to adopt a special excise tax on short-term-rental lodging. The bill says, “The rate of tax may not exceed four percent on the sale of or charge made for the furnishing of lodging of short-term rentals.” The proposed maximum was 4%, with tax rates set in increments of at least one percentage point. The bill text makes clear that adoption would be a local choice, not a levy applied statewide by the bill itself.

The Washington Department of Revenue would collect the tax for jurisdictions that chose to impose it. The proposal also included exclusions for certain short-term rentals in common-interest communities approved as resorts, second homes, or vacation communities, and for rentals exempt from local short-term-rental or vacation-lodging regulation or licensing ordinances. It provided a credit mechanism when a city or town and a county taxed the same taxable event.
How the money could be used
HB 2559 would earmark revenue for housing and services connected to housing. Permitted uses included acquiring, rehabilitating, or constructing affordable or workforce housing; facilities providing supportive housing services; operating and maintaining affordable, workforce, or supportive housing; tenant rental assistance; and organizations providing services related to attaining and maintaining housing.

Local governments could retain up to 15% of the revenue for direct and indirect program administration costs. The House Finance Committee’s HB 2559 report described April 1, 2027, as the earliest date a local government could impose the tax. That was a proposed timetable, not an automatic start date: a jurisdiction would first have to choose to adopt the tax.
Why Airbnb opposed the proposal
In reporting syndicated by ArcaMax, The Seattle Times reported that Jordan Mitchell, identified as Airbnb’s public policy manager, argued the tax would unfairly target residents who share their homes while treating hotel corporations differently. That is Airbnb’s policy position, not a neutral finding that the tax would have a particular economic effect.

The Progress Chamber also submitted written opposition testimony, arguing that short-term-rental guests support local economies. The testimony cites Airbnb-linked economic-impact figures, including estimates for Washington. Those figures were presented as part of advocacy testimony; they should not be treated as independently verified estimates without consulting the underlying data and methods.
What the proposal does—and does not—tell us about costs and benefits
The bill lays out a possible tax design and the purposes for which revenue could be spent. It does not, by itself, establish how much a local tax would raise, how hosts or guests would respond, or whether the tax would change housing availability or affordability. The cited bill materials and testimony do not provide an independent estimate of revenue or housing outcomes.

Assessing the competing arguments would require examining which lodging transactions and properties a jurisdiction taxed, how exclusions worked in practice, and whether short-term rentals should face a different tax treatment from hotels. The bill and the cited testimony present policy positions, but they do not resolve likely effects on hosts, guests, tourism businesses, or the housing supply.

The cited materials establish the bill’s proposal and include a House Finance Committee report, but they do not verify its final legislative disposition. Without an authoritative final bill-history record, it would be inaccurate to say here that HB 2559 became law or definitively failed. Its proposed 2027 start date should not be mistaken for proof that any tax took effect.
