An AI chip is not made in one factory. It is the end product of a tightly coupled chain that starts with architecture, licensed intellectual property (IP) and electronic-design-automation (EDA) software; moves through wafer fabrication, lithography, memory production and advanced packaging; and ends with a tested server rack connected to a data-center network, power and cooling system.
That structure explains why AI hardware can remain constrained even when wafer capacity expands. A shortage of high-bandwidth memory (HBM), advanced packaging space, usable die yield, substrates, networking equipment or electricity can limit finished accelerators. For finance readers, the key lesson is that value and risk are distributed across several specialized layers rather than concentrated in a single “chip company.”

| Stage | What happens | Why it matters to AI systems |
|---|---|---|
| Architecture, IP and EDA | Engineers define the compute design, license reusable IP and use software to design, verify and lay out the chip. | Determines whether the intended performance, power use and manufacturability are achievable. |
| Wafer fabrication | A foundry patterns circuits on silicon through repeated deposition, lithography, etch, implantation and metrology. | Creates the logic dies that perform matrix, vector, scalar and control operations. |
| Lithography and equipment | Specialized tools print, inspect and measure nanoscale features on wafers. | Sets the practical limits for feature size, overlay accuracy, throughput and yield. |
| Memory | DRAM dies are stacked into HBM packages positioned beside the accelerator. | Supplies the bandwidth needed to keep AI compute units fed with data. |
| Advanced packaging, assembly and test | Logic dies, HBM stacks, interposers, substrates and I/O are connected, powered, cooled and tested. | Turns separate dies into a reliable accelerator package. |
| System integration and data centers | Server makers combine accelerators with CPUs, networking, storage, power delivery, cooling and software. | Determines cluster performance, availability and operating cost in production. |
A failure or delay in any one layer can reduce the number of complete, deployable AI systems, even if the other layers have spare capacity.

1. Architecture, IP and EDA: where the product is defined
Architecture choices
Chip architects select the compute architecture, memory interfaces, interconnects, security functions and I/O needed for a target workload. Training and inference systems may prioritize different balances of throughput, latency, precision, memory capacity and power. The design also determines how many dies can be made separately and connected later.
Licensed IP and design reuse
Design teams rarely create every block from scratch. They integrate licensed IP for functions such as processor cores, interfaces, memory controllers, security and physical connectivity. IP quality affects schedule, verification effort and the ability to move a design between process technologies.
EDA software and process design kits
EDA tools support logic entry, simulation, formal verification, physical implementation, timing analysis, power analysis and checks for manufacturability. The Organisation for Economic Co-operation and Development (OECD) explains that EDA tools are developed in collaboration with the process-design kits (PDKs) that foundries release. A PDK describes the rules and models needed to implement a design on a particular manufacturing process, so software and factory technology are tightly linked.

- Deposition: thin films are placed on the wafer.
- Lithography: a patterned mask and light expose selected regions through a photoresist.
- Etch: exposed material is removed to create the intended structures.
- Ion implantation: selected regions receive dopants that change their electrical behavior.
- Metrology and inspection: dimensions, alignment, defects and electrical characteristics are measured.
Hundreds of process steps may be required. Small variations can lower yield, meaning fewer dies meet specification. “Good” or usable output, rather than the number of wafers started, is the economically relevant measure for an accelerator maker.
From monolithic chips to systems of chips
Large AI devices increasingly divide functions among multiple dies. Intel describes the shift this way: “To stay ahead of performance, power, and production demands, the industry is shifting from ‘system on a chip’ designs to ‘systems of chips’—multi-die packages that mix and match IP, architectures, memory, and I/O.”

They also add requirements for die-to-die links, package substrates, thermal design, testing and supply coordination. A defect in one die or connection can affect the completed package, so packaging yield becomes part of system economics.
3. Lithography and manufacturing equipment
Foundries depend on equipment suppliers for the tools that pattern, deposit, etch, implant, clean, inspect and measure wafers. Lithography is especially concentrated and capital intensive. The OECD identifies it as a high-value element of AI infrastructure and describes ASML as the leading lithography supplier for AI accelerator manufacturers.
Equipment availability affects more than nominal wafer capacity. A factory may have clean-room space and labor but still be unable to increase output if a critical lithography, deposition, etch or metrology tool has a long delivery or qualification cycle. Tool installation, process tuning and yield learning also take time, so capacity cannot be switched on instantly.

4. HBM: the memory supply chain beside the accelerator
Why HBM is different from ordinary system memory
High-bandwidth memory stacks several DRAM dies vertically and places the stack close to the AI accelerator, usually through an interposer or another advanced package structure. Short, wide connections provide much more bandwidth than a conventional memory arrangement, while the package keeps the memory physically near the compute die.
Recommended Free Tools
HBM is a separate supply constraint. Accelerator production can be limited even when logic wafers are available if memory stacks, known-good memory dies, packaging capacity or testing cannot keep pace. HBM also adds thermal and power-management requirements to the package.
Capacity signals from the United States
In 2024, the U.S. Department of Commerce documented an approximately $3.87 billion investment by SK hynix in Indiana for an AI-memory packaging plant and advanced-packaging research and development facility. Commerce said the HBM described in that announcement could process up to 1.18 terabytes per second. The figure is a stated capability for the described HBM, not a universal speed for every HBM product or a guarantee of system-level performance.
5. Advanced packaging, assembly and test
What the package must accomplish
Advanced packaging connects logic dies, HBM stacks, interposers, substrates and I/O. It must provide:
- High-density electrical paths between compute and memory.
- Power delivery that handles large, rapidly changing loads.
- Mechanical stability for multiple dies and fine-pitch connections.
- Thermal paths from hot logic and memory to the cooling system.
- Inspection and electrical tests that identify defective components or connections.
Packaging is therefore a manufacturing stage, not a cosmetic enclosure added after the chip is finished. Interposer, substrate and assembly capacity can become bottlenecks when accelerator volumes rise.

Why packaging capacity is hard to add quickly
New packaging lines require specialized equipment, clean-room space, process qualification and trained staff. The line must be tuned for a specific die size, interconnect pitch, memory stack and thermal design. A package can fail even when each individual die passed wafer testing, so final yield depends on the complete assembly.
Intel says its systems-foundry offering combines IP, EDA, process nodes, advanced packaging, and assembly and test. TSMC’s 2024 annual report also highlights advanced packaging and chip stacking as growth areas tied to AI demand.
6. System integration: from packaged chips to a data-center rack
What server builders add
A packaged accelerator is only one component of a usable AI platform. System makers integrate it with CPUs, HBM, host memory, networking, storage, power supplies, voltage regulation, firmware, drivers and cooling. Multiple servers are then connected into clusters so a workload can span many accelerators.
Networking determines how efficiently accelerators exchange model parameters and intermediate results. Power delivery and cooling determine whether the hardware can run at its designed frequency without thermal throttling. Software determines whether applications can schedule work, use the memory hierarchy and recover from failures.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe value concentration in an AI rack
The Semiconductor Industry Association reported in 2026 that semiconductors account for 95% of an AI data-server rack’s value. The same association estimated that as much as $2.8 trillion of data-center infrastructure investment through 2028 could be spent on semiconductors. These are industry-level estimates, not a price for a particular rack or a forecast of any individual company’s revenue.

Where bottlenecks appear
AI supply constraints move between layers as demand changes. The main failure modes are:
- Design bottleneck: insufficient EDA licenses, IP, verification capacity or PDK support delays tape-out.
- Leading-edge wafer bottleneck: limited process capacity, low early yield or equipment availability reduces usable logic dies.
- HBM bottleneck: memory-stack output, DRAM die supply or HBM testing grows more slowly than accelerator demand.
- Packaging bottleneck: interposer, substrate, assembly or final-test capacity limits completed packages.
- System bottleneck: networking, power equipment, cooling, storage or software prevents racks from operating at full utilization.
- Geographic bottleneck: concentration in one region exposes the chain to transport disruption, energy constraints, export controls or natural disasters.
Because these constraints are interdependent, adding wafer starts alone may not increase delivered systems. The relevant question is how many fully tested, networked and powered accelerators can reach a data center.
Capacity and investment signals
| Measure | Reported figure | Qualification |
|---|---|---|
| Global semiconductor manufacturing capacity | Up 6% in 2024 and 7% in 2025, reaching 33.7 million eight-inch-equivalent wafers per month | SEMI forecast reported in 2024; all semiconductor capacity, not AI accelerators alone. |
| Sub-5-nanometer capacity | Expected to grow 13% in 2024 | SEMI 2024 expectation, driven chiefly by generative-AI data-center training, inference and leading-edge devices. |
| Foundry 2.0 output value | 34% in 2024 | TSMC figure in its 2025 annual-report publication; the metric covers the Foundry 2.0 market definition. |
| HBM investment | Approximately $3.87 billion | U.S. Commerce documentation in 2024 for an Indiana packaging and R&D facility. |
| HBM bandwidth capability | Up to 1.18 terabytes per second | U.S. Commerce description of the HBM associated with that 2024 announcement. |
These numbers describe different layers and cannot be added together. Wafer-equivalent capacity, foundry output value, memory bandwidth and facility investment measure different things.
How to compare AI semiconductor supply chains
For a company analysis, procurement decision or infrastructure plan, use the same checklist for every option:
- Process-node capability: Which nodes can the supplier manufacture, and are they qualified for the required die size and power target?
- Yield and usable output: How many tested dies meet specification, not merely how many wafers are started?
- Packaging capacity: Are interposers, substrates, assembly lines and final-test slots available at the required volume?
- HBM supply and bandwidth: Is memory allocation secured, and what bandwidth is specified for the actual product?
- Interconnect and networking: Can the system move data between accelerators fast enough for the workload?
- Power and cooling: What rack power, voltage regulation and thermal infrastructure are required?
- Geographic resilience: How concentrated are design, wafer, memory, packaging and logistics operations?
- Design-tool and IP ecosystem: Can engineers verify, port and maintain the design with available EDA and IP?
- Total system cost and performance: Compare the delivered, operating system rather than the bare accelerator price.
What this means for finance readers
The chain creates several distinct economic exposures. EDA and IP providers benefit from design activity but face concentrated markets and long qualification cycles. Foundries and equipment suppliers require heavy capital investment and depend on utilization and yield. HBM and advanced packaging can capture more value as each accelerator requires more memory stacks and complex assembly. Server and data-center operators must fund power, cooling and networking in addition to silicon.
Revenue growth at one layer does not prove that the entire chain is healthy. A memory supplier may expand while packaging remains constrained; a foundry may add wafer capacity while HBM allocation limits shipments; or server orders may rise while grid connections delay deployment. Analyze the physical handoffs, lead times and usable output across the complete chain.
Geographic diversification is another financial consideration. The OECD describes lithography as highly concentrated, while EDA and IP are also concentrated according to its 2025 figures. SEMI’s capacity numbers show broad industry expansion, but they do not remove regional or process-specific dependencies. Resilience therefore depends on qualified alternatives, inventory buffers and the ability to redesign or retest components.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A practical end-to-end example
- An architecture team specifies a multi-die accelerator with a target memory bandwidth and power envelope.
- Designers license interface and processor IP, build the logic in EDA tools and verify it against the foundry’s PDK.
- The foundry fabricates logic wafers, measures them and sorts dies by electrical performance.
- A memory supplier produces and tests DRAM dies, then forms HBM stacks.
- Packaging operations join the logic dies, HBM, interposer, substrate and I/O, followed by package-level inspection and testing.
- A server maker installs the package with CPUs, networking, storage, firmware, power delivery and cooling.
- The data-center operator integrates racks into a cluster, validates software and monitors power, temperature, utilization and failures.
The shipment is commercially useful only after the final step. A wafer, memory stack or packaged accelerator sitting in inventory is not equivalent to an operating AI service.
Quick Recap
Key takeaways
- AI chips are a chain of interdependent layers, not a single factory output.
- EDA software and semiconductor IP determine whether an architecture can be implemented and manufactured.
- Leading-edge wafer capacity is necessary but insufficient without advanced packaging and test.
- HBM is a separate memory constraint that must scale with accelerator production.
- Networking, power, cooling and software determine data-center performance after fabrication.
- For financial analysis, track usable, fully integrated systems and the bottleneck layer rather than one capacity statistic.
