Before expanding AI infrastructure, measure whether production workloads justify more capacity, what each useful workload costs, how much existing capacity is actually used, and whether power and facilities can support the expansion on schedule. The question is not simply how quickly AI is growing: it is whether your company has durable demand and a feasible, cost-effective way to serve it. Industry investment and energy forecasts provide context, not proof of a company-specific return.
How do I know whether my business needs more AI compute capacity?
Start with workloads and the business outcomes they support—not with a target number of servers, accelerators, or megawatts. An expansion is easier to justify when it addresses measured production demand or a credible commitment, rather than a pilot’s possible future adoption.

Build a demand inventory
For each workload, record how often it runs, the expected growth in use, its latency or service-level requirements, and what operational or financial outcome it is meant to improve. Separate work already running in production from pilots, planned launches, and speculative forecasts. Those categories have different evidentiary weight: production usage can be measured, while a forecast or pilot may not convert into recurring demand.
Classify demand as contracted, supported by observed adoption, or still hypothetical. Note which business owner is accountable for the outcome and what evidence would demonstrate that the workload is delivering it. If a proposed capacity purchase serves several workloads, assess them separately before combining their demand; otherwise, one optimistic forecast can make the entire investment appear more certain than it is.

Broad growth in AI infrastructure is useful context, but it cannot establish that your business needs to own or reserve more compute. The International Energy Agency (IEA) reported that global data-center electricity demand grew 17% in 2025 and electricity consumption at AI-focused data centers grew 50% that year. Those are global energy figures, not measures of your workload demand, your local power availability, or your return on investment. The IEA also said the largest technology companies’ capital expenditure exceeded USD 400 billion in 2025 and was expected to rise 75% in 2026; the latter is an expectation, not a reported result for a completed year. IEA, Key Questions on Energy and AI, executive summary.
What economics should I measure for each AI workload?
Compare the cost of serving a useful workload with the business outcome it supports. Inference cost is one observable expense, but it is not the whole cost of making an AI capability work inside a business process.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesMeasure utilization, not just installed capacity
Track how much capacity is used for production work, when demand peaks, and how much is idle. A machine or service that is available but rarely used still has a cost. Conversely, a high average utilization figure can obscure peaks that cause delays or prevent the business from meeting its required service level. Record utilization over time and by workload, so the decision reflects demand patterns rather than one snapshot.
There is no universal utilization threshold that proves an expansion is justified. The right interpretation depends on workload variability, service requirements, and the cost and availability of alternatives. A business with bursty demand may value the ability to scale temporarily; a business with a steady, committed workload may evaluate reserved or dedicated capacity differently. Treat those as inputs to the comparison, not as a rule that one utilization level automatically requires a purchase.
Build a total-cost view
For each option, include costs that can be material over the decision horizon: inference, energy, cooling, facility space, networking, storage, staffing, maintenance, and financing. Add integration and migration effort where applicable. A lower price for compute alone does not necessarily mean a lower cost to deliver the business outcome.

The Federal Reserve notes that firms face adjustment costs when integrating AI into their specific workflows, and that these costs can be difficult to observe. It distinguishes this work from inference costs, which are a separate and more observable expense. Deloitte’s 2026 AI infrastructure survey recommends examining token economics, total cost of ownership, and downstream budget implications. Together, these points argue for tracking both the cost of running a model and the cost of putting its output to useful work. Federal Reserve, “The AI Buildout and the Economy”; Deloitte Insights, “AI infrastructure survey”.
For an internal comparison, choose a consistent unit that reflects the work the business needs—for example, the same completed process or service outcome across options—then calculate its cost using measured or explicitly estimated inputs. Do not present estimates as observed results. Where integration costs or future utilization are uncertain, show the assumption and test how the decision changes if it is wrong.
What do industry investment indicators tell a business?
Use several indicators to understand whether investment is moving through the infrastructure pipeline, but do not treat any one of them as a clean measure of AI capacity or AI-only spending. Spending, construction, equipment purchases, and chip production describe different stages and have different blind spots.
| Indicator | What it can signal | What it does not establish |
|---|---|---|
| Reported property-and-equipment spending or capital expenditure | Investment by the reporting companies in physical assets. | How much is specifically for AI; spending can include non-AI purchases, and leasing can make headline capital-expenditure figures understate infrastructure investment. |
| Data-center construction | A leading signal that facilities are being built or expanded. | That the buildings are already fitted with computing equipment or delivering usable capacity; construction can precede IT fit-out. |
| Computing-equipment investment | Purchases of equipment used for computing. | That every purchase is AI-related; the measure also includes non-AI activity. |
| Semiconductor production | Activity in an important part of the hardware supply chain. | How much finished, available capacity a particular business can obtain, or how much production is dedicated to its workloads. |
The Federal Reserve describes these indicators as complementary ways to track different parts of the buildout, not interchangeable measures of installed AI capacity. Read together, they can help explain whether investment is occurring across facilities, equipment, and semiconductor supply. They cannot substitute for a company-level assessment of demand, workload economics, delivery schedules, and power readiness. Federal Reserve analysis of publicly available AI buildout data.
How should I check power and facility readiness?
Confirm that the necessary electricity and facility services can be delivered at the required location and time before treating a capacity plan as executable. Equipment orders alone do not resolve grid connections, cooling, water, resilience, commissioning, or the work needed to operate a site.

Test the delivery path
- Power and connection: Confirm the available supply, connection process, and expected timing with the relevant providers. Model a realistic load ramp rather than assuming the full planned load will be available immediately.
- Cooling and water: Establish the cooling approach and its water implications for the site and operating plan.
- Resilience: Specify the resilience requirements for the workload and verify how the proposed facility and supporting services address them.
- Commissioning and operations: Include commissioning, ongoing operations, and the people and processes required to keep capacity usable.
- Expansion path: Check whether capacity can be brought online in stages and whether later expansion depends on additional grid or facility work.
The IEA warns that actual peak electricity load is uncertain and that data-center construction can become misaligned with electricity-system investment. Its report highlights bottlenecks involving electricity, grid connections, energy equipment, and advanced chips. That timing risk matters to a business: a facility or hardware plan can be delayed even when demand is real. IEA statistics on 2025 global electricity use should not be confused with an estimate of a particular company’s peak load or local grid capacity.
For a U.S.-specific view, Lawrence Berkeley National Laboratory’s June 2026 report estimates U.S. data-center electricity use at 649 TWh in 2030 in its reference case, with a 521–843 TWh range in compounded uncertainty scenarios. This is a modeled national estimate, not a forecast of one site’s electricity use. Its range reflects uncertainty in assumptions that include AI-server utilization and idle power. It is not directly comparable to the IEA’s global 2025 growth rates: the geography, year, and method differ. Lawrence Berkeley National Laboratory, United States Data Center Energy Usage Report: 2025 Update.
Use guidance without confusing it with a code
The PNNL/ASHRAE/NEMA AI Data Center Energy Performance Framework covers planning and siting, energy sourcing and use, water, thermal efficiency, grid-interactive design, resilience, commissioning, operations, and retrofit. It can help organize a project review across those topics. The framework explicitly says it does not establish mandatory requirements or supersede applicable codes and standards; local requirements and project-specific engineering still govern. PNNL/ASHRAE/NEMA, AI Data Center Energy Performance Framework.
How should I compare owned, leased, cloud, and colocation capacity?
Compare each option against the same workload, time horizon, and assumptions. There is no evidence-supported universal winner: ownership is not automatically cheaper than leasing, and a nominally available service is not automatically a fit for the workload or delivery schedule.
| Decision axis | Questions to answer for every option |
|---|---|
| Total cost and useful work | What is the total cost over the decision horizon, and what does it cost per useful workload delivered? |
| Utilization and variability | How much capacity is expected to be used, how much may sit idle, and how variable is demand? |
| Power and schedule | When can the required power and capacity be delivered, and can the plan expand in stages? |
| Facility requirements | What cooling, water, resilience, and operating requirements come with the option? |
| Change and exit | What integration or migration work is required, how flexible is the arrangement, and what obligations apply when it ends? |
Apply the same workload assumptions to all options and make differences in cost treatment visible. For example, a comparison that counts a purchase as capital expenditure but ignores ongoing costs or lease commitments will not show the full economic picture. The Federal Reserve notes that leasing can cause headline capital-expenditure figures to understate total AI-related infrastructure investment; that is a limitation of interpreting aggregate investment data, and a reminder to examine the actual obligations in a company’s own comparison.

Flexibility also has value when demand, hardware availability, or power timing is uncertain, but it should be assessed alongside its cost and contractual terms rather than assumed to be free. A staged plan may reduce the risk of committing to capacity before demand is established; it is only workable if later stages can actually be delivered when needed.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How can I make the expansion decision robust to uncertainty?
Use scenarios and explicit review triggers instead of treating one demand forecast or power date as certain. The decision should be revisitable as production use, economics, and delivery conditions change.
Test a range of assumptions
Vary the assumptions most likely to affect the decision: production demand, utilization, energy costs, hardware availability, and connection timing. For each case, identify whether the workload can still meet its service requirements and whether the economics remain acceptable. Avoid combining optimistic assumptions—fast adoption, high utilization, low energy costs, and an early power connection—into a single base case without showing a less favorable case.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Set triggers before committing
Agree in advance what evidence would justify moving forward, pausing, or changing the plan. Useful triggers include measured production demand, committed workloads, utilization, cost per useful workload, and verified power milestones. Assign an owner to each measure and a date or event for review; otherwise, a trigger may exist on paper without affecting the decision.
The IEA calls for close monitoring, frequent updates, and more systematic energy-consumption disclosures because efficiency, uptake, and model capabilities change. That supports a process of regular reassessment, but it does not prescribe a universal review interval for every business. Choose a cadence that matches the speed of demand and delivery changes, and bring the review forward when a major assumption moves.

Expansion is justified only when the business case and the delivery plan hold together: there is enough evidenced demand, the cost of useful work is understood, and the required capacity can be powered and operated on the relevant timeline. If one of those conditions is still uncertain, make that uncertainty a visible decision gate rather than burying it inside a single-point forecast.
Frequently Asked Questions
Should we compare AI capacity by accelerator or GPU count?
A hardware count alone does not show what business work the capacity can complete, how often it will be used, or what the full cost will be. Use equipment specifications only as inputs to a workload-level comparison, not as a stand-alone investment case.

Does the IEA’s 2025 AI electricity growth figure describe U.S. data centers?
No. The IEA figure is global, while the 2030 electricity-use scenarios in Lawrence Berkeley National Laboratory’s report are U.S.-specific modeled estimates. They describe different geographies, periods, and measures.
Does the AI Data Center Energy Performance Framework replace local building or energy requirements?
No. The framework says it does not establish mandatory requirements or supersede applicable codes and standards. A project still needs to meet the requirements that apply at its location.
