Circular revenue is not automatically fake revenue. It describes a network in which a company can be an investor, supplier and customer of another company. An AI lab might receive financing or a long-term commitment from an infrastructure provider, then spend that support on the provider’s computing capacity. The supplier can record genuine service revenue under accounting rules, but the demand is less independent than sales made to unrelated customers.
For customers, investors and developers, the key issue is not whether a transaction is labeled revenue. It is whether usage, cash collections and productivity remain strong when credits, financing support or one anchor counterparty are removed.

What “circular revenue” means in AI
Circular revenue is a relationship pattern, not an accounting category. Companies are connected through several roles at once:

- A chip, cloud or infrastructure supplier invests in, lends to or makes a large capacity commitment to an AI company.
- The AI company uses that capital or commitment to purchase computing, networking, storage or software from the supplier or its partners.
- The supplier recognizes revenue as contracted capacity or services are delivered.
- The resulting sales may be valid under accounting rules while still depending on a financing-linked relationship rather than broad, independent demand.
The distinction matters because reported revenue, cash generation and economic demand are different measurements. A contract can be enforceable and a product can be useful, yet the customer’s ability to buy may be partly created by the supplier’s financing or preferential terms. That makes circularity a diligence signal. It is not, by itself, evidence of fraud, improper accounting or a worthless product.

What circular revenue does not prove
Circularity does not establish that revenue was fabricated. It also does not show that an AI model lacks customers or that the entire market is a bubble. A company may have both related, strategically supported transactions and substantial independent sales. The question is how much of growth, utilization and cash flow depends on each category.
Why circularity changes the AI-bubble test
A fast-rising backlog or a huge infrastructure contract can look like proof that AI demand is durable. The stronger test combines three kinds of evidence identified in a 2026 arXiv review: realized revenue growth, enterprise adoption and productivity evidence.
Apply those tests separately:
- Realized revenue growth: How much has been invoiced, collected and recognized, rather than merely announced as a future commitment?
- Enterprise adoption: Are unrelated businesses and consumers paying for repeatable use cases, or are a few strategic counterparties funding and buying from one another?
- Productivity evidence: Do customers save time, increase output or improve revenue after promotional credits and pilot budgets end?
If a small group of companies supplies capital, sells infrastructure and purchases capacity from one another, a growing contract book is weaker evidence than a broad base of customers paying from ordinary operating budgets.

CoreWeave’s Form 10-Q states that, as of June 30, 2025, “OpenAI has committed to pay the Company up to $11.9 billion through October 2030.” The filing also warns that a substantial portion of CoreWeave’s revenue is driven by a limited number of customers, creating exposure to non-payment and non-performance.
CoreWeave’s March 10, 2025 announcement described an infrastructure agreement that expands OpenAI’s capacity to train and deliver models at scale. The announcement placed the arrangement alongside commercial relationships with Microsoft and Oracle and a joint venture with SoftBank.

In plain terms, the operating loop is:
- OpenAI needs large amounts of computing power to train and serve models.
- A cloud infrastructure provider builds or reserves GPU capacity to meet that requirement.
- A long-term commitment supports the provider’s decision to finance facilities, equipment and networking.
- The provider records service revenue as the contracted capacity is delivered.
The $11.9 billion figure is a ceiling on the stated commitment through October 2030, not a claim that $11.9 billion had already become revenue, profit or free cash flow by June 30, 2025. Investors must examine recognition timing, collection history, capital spending and the terms that could reduce or terminate the commitment.
How investors should investigate circular AI demand
1. Separate independent customers from strategic counterparties
Request a revenue bridge that distinguishes unrelated enterprises and consumers from strategic investors, affiliates, suppliers and companies with reciprocal commitments. A high percentage of independent customers generally provides stronger evidence of market demand than a similar percentage of purchases tied to a financing or supply relationship.

2. Follow the cash, not just the invoice
Compare billed revenue with collections, accounts receivable and operating cash flow. Then compare cash generated with the capital expenditure required to deliver the promised capacity. A supplier may report revenue while spending heavily on GPUs, data centers and power before collecting from the customer.
Useful checks include:
- Days sales outstanding and the age of receivables.
- Cash received from major customers during the same reporting period as recognized revenue.
- Prepayments, credits, refunds and termination payments.
- Operating cash flow after interest and maintenance spending.
- Capital expenditure per unit of contracted capacity.
3. Examine concentration and obligations
Read the top-customer disclosure and identify how much revenue would disappear if one anchor customer slowed spending. CoreWeave’s filing expressly identifies dependence on a limited number of customers as a risk.

Also inspect take-or-pay provisions, renewal assumptions, debt secured by GPUs or facilities, minimum purchase obligations and any guarantees. A commitment can support financing today while creating fixed costs that become uneconomic if the customer’s model usage, funding or strategy changes.

4. Test operational proof after incentives expire
Demand is more credible when utilization, retention and customer productivity remain strong after free credits, discounted capacity or launch incentives end. Ask for paid usage trends, repeat workloads, expansion rates and evidence that customers renew at prices covering the provider’s total cost.
Operational proof should connect to unit economics: revenue per GPU-hour, effective cost per inference or training hour, gross margin after power and hosting costs, and the utilization level required to cover debt service.
What customers should take away
Continuity depends on counterparties
A large contract can reserve capacity, but it does not remove execution risk. Before signing, review termination rights, service-level commitments, price escalators, outage remedies and the provider’s ability to keep building if financing conditions tighten. A provider that relies on one strategic customer may face pressure to delay expansion or reprioritize capacity if that customer cuts spending.
Concentration can become your service risk
If one laboratory or platform represents a large share of a provider’s revenue, its decisions can affect your availability, pricing and roadmap even when you have a separate contract. Ask whether the provider can remain solvent and adequately staffed if an anchor customer pauses orders.

Compare economic cost, not headline price
Request utilization assumptions and an effective price per inference, training hour or completed workload. Clarify how much of the quoted price depends on credits, prepayments, minimum commitments or related-party arrangements. A low introductory rate may not survive once incentives expire or utilization falls below the level assumed in the contract.
Customer due-diligence checklist
- Can the provider document independent demand from several customer groups?
- What happens to capacity and support if the largest customer reduces usage?
- Are reservations cancellable, transferable or refundable?
- Which service levels, latency targets and remedies are contractually binding?
- How are prices adjusted for power, hardware refreshes and utilization changes?
- Can your data, models and workloads be exported without punitive fees?
What developers should test before committing to a platform
Developers experience circularity through availability, pricing and lock-in rather than through financial statements. A provider may offer abundant GPUs while its economics depend on a handful of frontier labs.
NVIDIA’s 2025 Form 10-Q reported 79% year-over-year growth in first-half data-center networking revenue, driven by adoption of NVLink, InfiniBand and Ethernet among cloud-service providers and consumer-internet companies. That figure confirms strong infrastructure demand in the reported period, but it does not reveal how much usage ultimately came from independent application users rather than strategic infrastructure programs.
Portability and cancellation
Check whether workloads can move between clouds, whether GPU reservations can be canceled and what notice periods apply. Test the export path for model weights, logs, datasets, containers and orchestration settings before production deployment.
Price and latency resilience
Model the effect of an anchor customer cutting capacity. Ask whether your price, queue position or latency target changes when reserved supply is reallocated. Obtain the provider’s policy for scarce GPUs and planned hardware retirement.

Tooling and model portability
Prefer APIs, containers and deployment formats that can run on more than one provider. Document dependencies on proprietary networking, kernels, model-serving layers or monitoring tools. Portability has value even when you never exercise it because it improves negotiating leverage at renewal.
Roadmap dependence
Ask how much of the provider’s roadmap depends on one frontier laboratory’s model-training plans. A roadmap built around a single buyer can change quickly if that buyer’s architecture, funding or partnership strategy changes.

Amplitude’s 2024 Form 10-K illustrates a customer-led expansion pattern that should be evaluated separately from financing-linked infrastructure commitments. Its customers can expand by adding data, users, functionality, teams and additional digital-product use cases. That type of expansion is not automatically safer, but it provides a different evidence trail: independent buyers increase usage because the product creates value, rather than because a supplier has enabled the purchase.

These figures are not interchangeable. A payment commitment, recognized revenue increase, customer-selection rate and networking-sales growth describe different parts of the market. None alone proves that AI demand is independent, profitable or durable.
A practical decision framework
When evaluating an AI infrastructure company, platform or investment, work through this sequence:
- Map the relationships. Identify investors, lenders, suppliers, cloud partners and major customers, then mark where one company occupies more than one role.
- Reconcile commitments with recognition. Compare announced contract value with revenue recognized during each reporting period and explain the timing difference.
- Trace collections. Review receivables, cash receipts, prepayments and operating cash flow for the same customers.
- Stress concentration. Model results if the largest customer cuts usage by 25%, 50% or 100%, and include debt and facility obligations.
- Measure independent usage. Examine retention, utilization, renewal pricing and productivity among customers with no financing or ownership connection.
- Check post-incentive economics. Recalculate margins after credits, promotional pricing and minimum commitments expire.
- Preserve optionality. For a technology deployment, maintain exportable data, portable tooling and a tested alternative provider.
The result should be a view of who pays, who bears the cost, who controls capacity and what remains if strategic support disappears. That is more informative than labeling the entire market either a bubble or a guaranteed long-term winner.
