Enroll by December 15 for coverage that starts January 1, or by January 15 for coverage that starts February 1, provided you pay the first premium. After January 15, you generally need a qualifying Special Enrollment Period (SEP). Medicaid and CHIP applications remain available year-round.
The exact deadline for proof is in your Marketplace Eligibility Notice. Typical HealthCare.gov windows are 90 days for an information mismatch, 95 days for citizenship or immigration verification, and 30 days to confirm a loss-of-coverage SEP. Coverage cannot be used until eligibility is confirmed and the first premium is paid.

Federal Marketplace dates at a glance
| Action | Federal Marketplace timing | Coverage effective date |
|---|---|---|
| Open Enrollment begins | November 1 | Depends on the date you select a plan and pay the premium |
| Enroll for January 1 coverage | By December 15 | January 1 |
| Open Enrollment ends | January 15 | Applications by this date generally produce February 1 coverage |
| Outside Open Enrollment | January 16 through October 31 | Only if you qualify for an SEP; Medicaid and CHIP are available year-round |

Can you enroll after January 15?
Usually only if a qualifying life event gives you a Special Enrollment Period. An SEP is not an extension of Open Enrollment; it is a separate eligibility pathway with event-specific timing and, often, document checks. The Marketplace evaluates the event, the date it occurred or will occur, and whether your household information supports eligibility.
Common events that can create an SEP
- Loss of qualifying health coverage, including an expected loss.
- A move that makes you eligible under Marketplace rules.
- Marriage.
- Birth or adoption of a child.
- Divorce when the divorce causes loss of coverage.
- Death of a household member when that death causes loss of coverage.
- Gaining U.S. citizenship.
- Leaving incarceration.
- Certain qualifying service or disaster situations.
Rules differ by event. A move, marriage, birth, or loss of coverage may have different effective-date rules and proof requirements, so use the eligibility result for your specific application rather than a generic SEP calendar.
How much time does an SEP give you?
| Qualifying circumstance | Timing stated in federal guidance | What to verify |
|---|---|---|
| Many losses of qualifying coverage | Select a plan within 60 days before the expected loss or within 60 days after coverage ends | The exact coverage-end date and whether the prior plan was qualifying coverage |
| Loss of Medicaid or CHIP | May allow 90 days after the loss | The termination date and any notice explaining the loss |
| Other SEP events | Event-specific | The Eligibility Notice, which controls your deadline and effective date |
The 60-day period is common, not universal. Do not wait for the final day if your event is approaching; selecting a plan early leaves time to resolve a verification request or an incorrect date.
Open Enrollment versus a Special Enrollment Period
| Question | Open Enrollment | Special Enrollment Period |
|---|---|---|
| Calendar window | November 1–January 15 for the federal Marketplace | January 16–October 31 only when a qualifying event applies |
| Eligibility basis | No qualifying event is required | A qualifying event and its required timing must be established |
| Look-back or look-forward period | None | Often 60 days before or after a coverage loss; other events have their own rules |
| Proof | May be requested for income, citizenship, or immigration information | May also require proof of the qualifying event |
| Document deadline | The date in your notice; typical mismatch windows are 90 or 95 days | Often 30 days to confirm a loss-of-coverage SEP, plus any deadline in your notice |
| When coverage can be used | After eligibility is confirmed and the first premium is paid | After eligibility is confirmed and the first premium is paid |
Effective dates can vary within both pathways. The notice generated for your application is the controlling instruction for your case.

What documents might the Marketplace request?
A request normally concerns one of three areas:
- Income: Evidence supporting the household’s expected annual income.
- Citizenship or immigration status: Documents that resolve a status mismatch.
- Special Enrollment eligibility: Proof that the event happened, or will happen, within the allowed period.
Examples of loss-of-coverage proof
When the event is a coverage loss, a termination or coverage-end notice is the most direct evidence if it identifies the insured person and the date coverage ends. Keep the entire notice, including pages that show the plan, covered household members, and effective date. If the notice is unavailable, follow the Marketplace instructions for an alternative explanation rather than substituting an unrelated bill.
Use the exact date on the notice
SEP timing depends on dates. Distinguish the date you received a letter, the date coverage ends, and the date a new plan starts. Entering the wrong one can produce an ineligible result or a request for additional proof.
If you cannot obtain a document
HealthCare.gov allows a letter explaining the circumstances for consideration when requested documents are unavailable. Explain what happened, identify the household member and event, and state the relevant dates. A letter is a request for consideration, not an automatic substitute; submit any official evidence you can obtain as soon as possible.

| Verification issue | Typical window | Potential consequence of missing it |
|---|---|---|
| Information mismatch, such as income | 90 days | Premium tax credits or other savings can be reduced or removed |
| Citizenship or immigration status | 95 days | Marketplace coverage or financial assistance can be affected |
| Loss-of-coverage SEP proof | 30 days | The SEP can be denied or coverage can be ended |
| Other requested proof | The date printed in your notice | The specific eligibility or savings decision in that notice |
For SEP proof, HealthCare.gov generally gives applicants 30 days after they pick a plan to send documents. That plan-selection window does not replace a different deadline printed in your notice; follow the earlier or more specific instruction when the two differ.
How to submit documents correctly
- Read the Eligibility Notice first. Record each requested item and its due date. Notices can contain separate deadlines for different verification issues.
- Match each document to the requested information. Check names, dates of birth, coverage dates, and household members before uploading.
- Upload clear scans or photos online. Online submission is generally the fastest route. Make every page readable, including corners and continuation pages.
- Mail photocopies if necessary. Never mail original documents. Keep the originals and a complete copy of everything sent.
- Save confirmation. Retain upload receipts, screenshots, mailing tracking, and the date submitted until the Marketplace resolves the issue.
- Pay the insurer after confirmation. The Marketplace determines eligibility, but the insurer receives the first premium. Coverage is not usable until both eligibility is confirmed and that payment is made.
HealthCare.gov says applicants must send requested documents before they can start using their coverage. Uploading a file alone does not activate insurance if the verification remains unresolved.
What happens if you miss the document deadline?
Missing a deadline can reduce or remove premium tax credits, cost-sharing savings, Marketplace coverage, or more than one of these. HealthCare.gov also says late documents may still allow you to re-qualify, so submit them even after the printed date and explain the delay when the system permits an explanation.

A practical enrollment checklist
- Identify the coverage year. Decide whether you need the current year or the next year before starting an application.
- Check the calendar. If the date is November 1–January 15, use Open Enrollment. If it is January 16–October 31, identify the qualifying event before applying.
- Write down the event date. For a loss, record the expected or actual final day of qualifying coverage.
- Prepare household information. Gather everyone applying, expected annual household income, and any citizenship or immigration details requested.
- Collect event proof. Keep a termination notice or other official record ready if the Marketplace asks for it.
- Submit readable copies. Upload online when possible; mail photocopies only.
- Track every deadline. Use the Eligibility Notice rather than a calendar estimate. Typical periods are 90, 95, or 30 days depending on the issue.
- Confirm eligibility and pay. Wait for the eligibility decision, then pay the first premium directly to the insurer before using care.
Common problem scenarios
Your coverage ends next month
You may be able to choose a Marketplace plan during the 60 days before the expected loss. Enter the future end date accurately and keep the employer or insurer notice showing that date. A plan selected too early or with an incorrect date can trigger additional verification.
You lost Medicaid or CHIP
A loss can allow up to 90 days after termination under the federal guidance. Keep the termination notice and check whether the Marketplace requests separate proof of the loss or household income.
Your income estimate does not match government records
Respond within the typical 90-day mismatch period shown by HealthCare.gov. Explain changes in employment, hours, or household composition and upload the records requested in the notice. The Marketplace may adjust savings while the mismatch is unresolved.
Your citizenship or immigration record is not matching
The typical period listed by HealthCare.gov is 95 days. Submit the specific status document requested, with all pages legible. If a document is unavailable, use the notice’s instructions for an explanatory letter.

You are unsure whether an event qualifies
Apply through the Marketplace and answer the event questions precisely. The resulting Eligibility Notice will state whether an SEP applies, what proof is required, and the applicable deadline. Do not select an event merely because it sounds similar to a listed example.
Where to get enrollment help
Use the Marketplace checklist to prepare your application and documents. HealthCare.gov also provides a way to find local trained Marketplace assistance. Before sharing sensitive information, confirm the helper’s licensing or authorization, the states served, privacy practices, required disclosures, and any referral terms.
For a federal Marketplace application, the safest sequence is: determine the coverage year, use the correct Open Enrollment or SEP route, submit requested proof by the notice deadline, wait for confirmation, and pay the first premium directly to the insurer.

Frequently Asked Questions
What if the deadline printed in my Eligibility Notice differs from a general 30-, 90-, or 95-day period?
Use the date in your own Eligibility Notice. The general periods are typical HealthCare.gov windows, while the notice controls the request attached to your application.
Can I send original documents by mail?
No. Send photocopies and keep the originals. Uploading clear copies online is generally faster.
Who receives the first premium after Marketplace approval?
Pay it directly to the insurance company selected in your Marketplace plan. Marketplace approval alone does not make the coverage usable.
Is Medicaid or CHIP limited to Open Enrollment?
No. Applications for Medicaid and CHIP are available year-round, even when the federal Marketplace is outside its November 1–January 15 Open Enrollment period.
