The request is still pending, so customers do not yet have an approved two-year rate freeze.
What Xcel filed on October 9, 2026
Xcel’s Northern States Power operation submitted a Customer Rate Stability Plan covering Minnesota electric customers. If the Minnesota Public Utilities Commission (PUC) approves it, Xcel would not change electric base rates during 2027 or 2028 and would delay its next electric rate-case filing until at least November 1, 2028.

The proposal concerns electric base rates only. It does not establish a freeze on natural-gas rates, and it would not automatically prevent other portions of a customer’s bill from changing.

- Xcel requested PUC approval before January 29, 2027.
- The plan is a proposal, not an approved rate freeze.
- If the Commission rejects the plan or does not approve it, Xcel says it would file a new electric rate case in 2027.
The plan is associated with the broader PUC proceeding E002/GR-24-320. That docket includes a July 31, 2026 Commission order and subsequent petitions for reconsideration; the docket information reviewed for this article does not show approval of the new stability plan.

What would happen to rates under each outcome?
| Issue | If the plan is approved | If it is rejected or not approved |
|---|---|---|
| 2027 Minnesota electric base rates | Remain unchanged under the proposal | Xcel says it would file a new electric rate case in 2027 |
| 2028 Minnesota electric base rates | Remain unchanged under the proposal | Would be addressed through the regulatory process that follows any 2027 filing |
| Next electric rate-case filing | No earlier than November 1, 2028 | Xcel says a filing would occur in 2027 |
| Approval target | PUC decision requested before January 29, 2027 | The requested two-year plan would not take effect |
Why Xcel says it can hold base rates flat
Xcel says it can continue major construction and maintenance while postponing a general rate case. The company describes an approximately $4.5 billion Minnesota electric-system investment plan for the two-year period.
| Investment area | Amount cited by Xcel |
|---|---|
| Electric distribution | $1.4 billion |
| Clean-energy generation and battery storage | $1.1 billion |
| Transmission | $1 billion |
| Technology, fleet and property services | $600 million |
| Nuclear-plant operations | $500 million |
The figures are rounded components of Xcel’s approximately $4.5 billion headline total, so they do not add up to the exact total. They describe planned spending, not an amount that Minnesota customers are guaranteed to pay through base rates during those two years.

Tax credits and existing recovery mechanisms
Xcel says the plan depends in part on accelerating federal investment tax credits linked to five upcoming battery-storage projects. It also points to cost-recovery tools that Minnesota regulators have already approved. Those mechanisms can affect when and how particular investments are recovered, but the PUC would decide whether the proposed overall arrangement is reasonable.

“Customers value stability and predictability, and they depend on reliable electric service. This proposal delivers both,” said Bria Shea, president of Xcel Energy–Minnesota, North Dakota and South Dakota.
What the proposal could mean for your bill
A flat base rate would remove one source of scheduled increases for 2027 and 2028 if the PUC approves the plan. It does not guarantee that the total amount on every bill will stay the same. Charges outside base rates, including riders or other approved recovery mechanisms, can change under separate decisions and schedules.
For household budgeting, treat the proposal as a possible limit on base-rate changes rather than a promise of an unchanged monthly bill. Watch your bill’s separate line items and any PUC notices before assuming your total electricity cost is fixed.

Does it cover gas service?
No. The filing described here addresses Minnesota electric base rates served by Xcel’s Northern States Power operation. It does not establish a natural-gas rate freeze.
Company-reported Minnesota system figures
In announcing the plan, Xcel cited the following figures. They are company-reported 2026 claims and were not independently verified in the sources reviewed:
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
| Measure | Figure reported by Xcel |
|---|---|
| Minnesota electricity bills compared with the national average | Over 30% below the national average |
| System reliability | 99.98% |
| Electricity supply that is carbon free | Nearly 70% |
What Minnesota customers should watch next
- PUC action before January 29, 2027: The Commission must decide whether to approve, modify or reject the Customer Rate Stability Plan.
- Conditions attached to any approval: Regulators may set reporting, accounting or cost-recovery conditions. Those details would determine how the plan works in practice.
- Other bill components: Even with flat base rates, riders and other mechanisms could change total bills.
- The next rate-case date: Approval would move the next filing to no earlier than November 1, 2028; rejection or nonapproval would lead Xcel to pursue a 2027 filing, according to the company.
- The E002/GR-24-320 docket: Commission orders, reconsideration decisions and filings in that proceeding provide the formal record for the rate process.
Until the PUC acts, Minnesota electric customers should describe the plan as proposed rather than approved. The most consequential question is not whether Xcel announced a two-year pause, but whether the Commission accepts the assumptions, investment treatment and customer protections behind it.
