On an ₹18,000 basic-pay starting point, a 3.833 fitment factor gives ₹68,994, while a 4.00 factor gives ₹72,000. The difference is ₹3,006 a month in basic pay. These are employee-body proposals, not an approved 8th Central Pay Commission (CPC) pay scale.
How the ₹3,006 difference is calculated
The comparison applies each proposed multiplier to the same ₹18,000 baseline:

- 3.833 × ₹18,000 = ₹68,994, or about ₹69,000 when rounded.
- 4.00 × ₹18,000 = ₹72,000.
- ₹72,000 − ₹68,994 = ₹3,006 in monthly basic pay.
The ₹3,006 figure is arithmetic derived from the proposals, not a separate estimate or an official salary announcement. It compares basic pay only; it does not calculate take-home pay.
What the two fitment factors represent
A fitment factor is a multiplier used in a proposal to translate a pay baseline into a proposed revised basic-pay figure. In this comparison, the proposals use the same ₹18,000 starting basic pay but specify different factors and rounded minimum-pay amounts.

| Proposal | Factor | Result on ₹18,000 | Proposal status |
|---|---|---|---|
| NC-JCM Staff Side | 3.833 | ₹68,994 exact arithmetic; the proposal describes minimum pay as ₹69,000 | Staff-side proposal, not an adopted Commission scale |
| BPMS | 4.00 | ₹72,000 | Draft proposal dated 16 April 2026, not an adopted Commission scale |
The NC-JCM Staff Side briefing proposes 3.833 to fix existing employees’ pay and increase existing pensioners’ pensions. It describes the proposed minimum pay as ₹69,000, which is ₹6 above the exact product of ₹18,000 and 3.833. Read the NC-JCM Staff Side meeting briefing.
BPMS’s draft requests a 4.00 multiplication factor and minimum pay of ₹72,000. Read the BPMS draft proposal.

Is 3.833 or 4.00 official for the 8th CPC?
Neither factor is established as the Commission’s final decision in the cited official material. The figures come from employee-body proposals; they should not be described as an approved factor or a confirmed salary for an individual employee.
The Government of India’s 8th CPC website says the Commission was constituted by notification dated 3 November 2025. It lists Justice Ranjana Prakash Desai as chairperson, Prof. Pulak Ghosh as part-time member and Shri Pankaj Jain as member-secretary.

What the timeline says—and what it does not
The Commission’s Terms of Reference give it 18 months from its constitution to make recommendations and allow it to submit interim reports as matters are finalized. The Commission’s Terms of Reference are dated 3 November 2025.
The PMO said recommendations would normally be expected to take effect from 1 January 2026, following the usual ten-year cycle. That expected effective date is not proof that recommendations have been completed or that a factor, pay matrix or revised salary has been approved. The PMO also described the Commission as “a temporary body.” Read the PMO announcement of 28 October 2025.

How the 7th CPC provides context
For historical context, the Press Information Bureau reported that the 7th CPC’s 2.57 factor was applied across all levels and that the lowest-level starting salary became ₹18,000. That is a record of the previous implementation, not evidence that the 8th CPC will choose a similar factor. Read the PIB release on 7th CPC implementation.

What this comparison can tell you about your salary
The calculation shows how far apart these two proposals are on the shared ₹18,000 minimum-pay baseline. It cannot establish an individual employee’s future basic pay. A proposal’s minimum-pay arithmetic does not determine how a future pay matrix would place each employee, and it does not account for allowances, deductions, pension amounts or take-home salary.
