Basic pay is the rupee amount an employee earns before separate allowances. Grade pay was the fixed hierarchy and fitment amount used in the Sixth Central Pay Commission (6th CPC) pay-band system. Pay level is the numbered band in the Seventh CPC (7th CPC) pay matrix; it replaced grade pay as the status label, while the employee’s exact basic pay is the rupee value in a cell within that level.
The Eighth Central Pay Commission (8th CPC) has been constituted, but as of 26 October 2026 its official material does not publish a final pay matrix, fitment factor or new grade-pay equivalents. Those figures should not be treated as approved salary changes.

These terms describe different parts of India’s Central Government pay structure. Basic pay is an amount, grade pay was a legacy component and hierarchy marker, and pay level is a classification in the current matrix.
| Term | What it is | Role in hierarchy | Position after 7th CPC |
|---|---|---|---|
| Basic pay | A rupee amount shown in a pay-matrix cell | Forms the base for percentage-linked items and pay progression | Continues as the core pay figure |
| Grade pay | Fixed rupee amount attached to a 6th CPC pay band | Signalled post hierarchy and provided a fitment element | Subsumed into the 7th CPC matrix; no longer a separate component |
| Pay level | A numbered band containing a vertical series of cells | Determines status in the 7th CPC hierarchy | Current status label under the 7th CPC structure |
A level is therefore not the same as basic pay. “Level 6” identifies the band; ₹35,400, ₹36,500 or another value in that band identifies the employee’s basic pay at a particular stage.

What exactly is basic pay?
Basic pay is the employee’s core monthly pay before allowances such as House Rent Allowance and other separately calculated benefits. The 7th CPC treats it as the base to which percentage-linked items can apply. In the pay matrix, it is the rupee amount printed in the selected cell.
Basic pay can rise through the annual increment, promotion or a financial upgradation. Two employees in the same pay level can therefore have different basic-pay amounts because they occupy different vertical cells.

What was grade pay under the 6th CPC?
Grade pay belonged to the 6th CPC pay-band model. It was a fixed rupee amount attached to a pay band and helped indicate the relative hierarchy of posts. The 7th CPC report describes it as both a hierarchy marker and a fitment benefit.

Grade-pay numbers did not always represent identical status across the system. The same ₹5,400 grade pay appeared in two different pay bands and converted to different 7th CPC levels. Grade pay was merged into the new matrix when the 7th CPC took effect, so it should be used only when discussing a legacy 6th CPC record.
What is a pay level in the 7th CPC matrix?
A pay level is the numbered, horizontal position in the 7th CPC hierarchy. Each level contains a vertical progression of basic-pay cells. The matrix’s horizontal dimension reflects functional status, while its vertical dimension reflects progression within that status.
The 7th CPC summary states that “Grade Pay has been subsumed in the pay matrix” and that status, previously determined by grade pay, is now determined by the level. The report’s concise formulation is: “The Level would henceforth be the status determiner.” Annual progression is generally 3% from one cell to the next. Promotion or a non-functional financial upgradation normally moves an employee to a higher level.

How do I convert old grade pay to a 7th CPC pay level?
Use the old pay band together with the grade-pay figure. Grade pay alone is insufficient where the same number existed in more than one band.
- Locate the employee’s 6th CPC pay band (for example, PB-2 or PB-3).
- Confirm the grade-pay amount on the old pay record.
- Use the official 7th CPC mapping to identify the corresponding level and entry basic pay.
- For the employee’s actual fixation, identify the applicable cell rather than stopping at the level number.
| 6th CPC grade pay and band | 7th CPC level | Entry basic pay in that level |
|---|---|---|
| ₹1,800 | Level 1 | ₹18,000 |
| ₹4,200 | Level 6 | ₹35,400 |
| ₹4,600 | Level 7 | ₹44,900 |
| ₹4,800 | Level 8 | ₹47,600 |
| ₹5,400 in PB-2 | Level 9 | ₹53,100 |
| ₹5,400 in PB-3 | Level 10 | ₹56,100 |
| ₹6,600 | Level 11 | ₹67,700 |
| ₹7,600 | Level 12 | ₹78,800 |
The ₹5,400 example is the critical warning: PB-2 maps to Level 9, while PB-3 maps to Level 10. Always verify the band on the legacy order or service book.
What is Level 6 basic pay?
Level 6 is the 7th CPC band associated with a ₹4,200 grade pay in the 6th CPC mapping. Its entry basic pay is ₹35,400. “Level 6” alone does not tell you the employee’s current basic pay, because later cells in the same level are higher.

What has the 8th Pay Commission confirmed so far?
The official 8th CPC site says the commission was constituted by a Government of India notification dated 3 November 2025. Its stated composition is one chairperson, one part-time member and one member-secretary, with recommendations due within 18 months of constitution.
The site lists Justice Ranjana Prakash Desai as chairperson, Prof. Pulak Ghosh as part-time member and Pankaj Jain as member-secretary. Stakeholder visits were listed for Mumbai, Bengaluru, Jaipur and Chandigarh during 2026, showing that the process is active.
However, the official pages reviewed do not publish a final 8th CPC pay matrix, fitment factor, revised minimum pay or grade-pay equivalents. Estimates from employee groups or other organisations must be labelled as proposals, not government-approved figures.

The Cabinet’s Terms of Reference say the recommendations would normally be expected to take effect from 1 January 2026, following the usual ten-year cycle. That is an expectation about timing, not evidence that a revised salary table has already been implemented.

What should an employee check on a pay document?
- For a current record, find the numbered pay level and the exact basic-pay cell.
- For a 6th CPC record, record both the pay band and grade pay.
- Keep allowances separate from basic pay when estimating gross salary.
- Do not use an internet estimate as an 8th CPC fixation order unless the Government publishes it.
Frequently Asked Questions
Is pay level the same as basic pay?
No. Pay level is the numbered hierarchy band, while basic pay is the rupee amount in a particular cell of that band. Employees in one level can have different basic-pay amounts as they move through increments.
Why can the same grade pay map to two different levels?
The 6th CPC used pay bands as well as grade pay. ₹5,400 in PB-2 maps to Level 9, whereas ₹5,400 in PB-3 maps to Level 10, so the band is essential for accurate conversion.
Does grade pay still appear in a current Central Government salary?
Not as a separate 7th CPC pay component. It was subsumed into the pay matrix, with status now represented by the pay level.
Has the 8th CPC fitment factor been announced?
No final fitment factor appears in the official 8th CPC material reviewed through 26 October 2026. Numbers circulated by associations or analysts should be identified as proposals or estimates.
