The 7th CPC reference in the latest employee discussions concerns a demand for casual labourers, while regular non-executive employees are covered by a separate negotiated, PRC-linked revision that is still awaiting a final Department of Telecommunications (DoT) decision.
Separately, BSNL management told the 41st National Council Meeting that Festival Advance would be resumed within one to two months after the required provision was made in SAP. That is a conditional assurance, not a payment order. The staff side has asked for at least ₹20,000 per non-executive employee, but no amount has been sanctioned.

What BSNL employees were told
The 41st National Council Meeting brief of the BSNL Employee Union recorded two important developments. Staff demanded that casual-labourer wages be revised in line with 7th Central Pay Commission scales. Management, meanwhile, said Festival Advance would be resumed within the next one to two months once the necessary provision was created in SAP, BSNL’s enterprise resource-planning system.
BSNLEU had separately reported on 2 September 2026 that Festival Advance had been discontinued for non-executive employees. It sought restoration and requested a minimum payment of ₹20,000 per employee. That figure remains a union demand, not an approved benefit.

Has the 7th Pay Commission been approved for all BSNL employees?
No. The phrase “7th Pay Commission” is being used in a specific context: the casual-labourer wage demand. It should not be read as confirmation that the 7th CPC pay structure has been implemented for BSNL’s regular workforce.
| Issue | Employees covered | Pay-setting route | Position in the latest reports |
|---|---|---|---|
| 7th CPC-linked wage demand | Casual labourers | Staff demand for wages aligned with 7th Central Pay Commission scales | Demand recorded; implementation not announced |
| Third BSNL wage/pay revision | Regular non-executive employees, with the wider revision linked to the executive PRC process | Negotiated agreement under Department of Public Enterprises policy, followed by government consideration | Agreement signed and sent to DoT; no final approval or implementation order reported |
BSNL’s regular non-executive revision therefore cannot be described as a 7th CPC rollout. The committee record links the non-executive revision to executive pay-revision implementation under Department of Public Enterprises policy, rather than directly to the Central Pay Commission.

Where the regular wage revision stands
Negotiations and staff demands in 2025
Minutes of the 30 June 2025 wage negotiation recorded the staff side’s request for a minimum 5% fitment. BSNLEU’s July 2025 statement also sought higher minimum and maximum pay for the NE3, NE8, NE9 and NE10 scales. It asked that the shorter scales accepted in this settlement not be used as the basis for the next wage revision.

SNEA reported that the wage-negotiation agreement had been signed, approved by the BSNL Board and forwarded to DoT with recommendations in February 2026. That is an important procedural step, but an association report of forwarding is not the same as a DoT approval order.

Unresolved approval and implementation
In an appeal dated 9 October 2026, NFTE General Secretary Com. Mahadev Adsul said employees were still working on pay scales that were nearly 20 years old and that DoT delay was preventing implementation. The appeal stated: “It is unjust and deplorable that BSNL employees and officers are being forced to work on pay scales that are nearly 20 years old.”
No final government notification, effective date, revised pay table or arrears calculation has been published in the available record. Until DoT issues a final order and BSNL circulates implementation instructions, employees cannot reliably calculate revised basic pay or arrears.

What the 7th CPC demand means for casual labourers
The casual-labourer proposal is a demand for alignment with 7th CPC scales, not evidence that those scales have already been granted. Any eventual decision would need an official BSNL or government communication specifying the eligible categories, wage levels, effective date and payment mechanism.
Regular non-executives should not assume that a decision on casual-labourer wages automatically changes NE3, NE8, NE9 or NE10 pay. Those scales are part of the separate negotiated wage-revision process.

Festival Advance: amount, timing and conditions
What management committed
The management statement recorded in the 41st National Council Meeting brief was conditional: “The Management stated that the issue would be considered after making the necessary provision in SAP and assured that Festival Advance would be resumed within the next one to two months.” The sequence is therefore SAP provision first, followed by resumption within the stated window.
What employees have requested
BSNLEU requested at least ₹20,000 per non-executive employee when it sought restoration on 2 September 2026. The request does not establish the eventual amount. No sanctioned figure, eligibility list, instalment schedule or disbursement date has been announced in the cited reports.
Why recovery matters
The staff-side argument is that Festival Advance can be recovered from salary in instalments, so it is not a permanent cost to BSNL. That is the union’s rationale for restoring the benefit; it is not a confirmation that management has accepted ₹20,000 or any particular repayment plan.

| Question | What is established |
|---|---|
| Has Festival Advance been restored? | Management has assured resumption after an SAP provision is made; a completed restoration order is not reported. |
| How much will employees receive? | BSNLEU requested at least ₹20,000; an approved amount is not stated. |
| When will payment be made? | Management said within one to two months after the SAP provision, subject to that condition. |
What to watch for next
- For wage revision: a DoT approval or sanction order, followed by a BSNL implementation circular.
- For pay calculations: the notified effective date, revised scale table, fitment formula and any arrears instructions.
- For Festival Advance: confirmation that the SAP provision has been created, the sanctioned amount, eligibility rules and recovery instalments.
- For casual labourers: a specific wage order rather than a general reference to the 7th CPC.
A separate pension budget item should not be confused with wage revision
DoT’s 2026–27 detailed demands included ₹4,759,500 thousand for incremental pension payments to BSNL employees who took voluntary retirement. That budget provision concerns pension obligations for voluntarily retiring employees; it does not approve the pending wage revision and does not set the Festival Advance amount.
What the current position means for employees
Employees have a signed and Board-approved wage agreement moving through the government process, but not a final implementation decision. Casual labourers have a recorded 7th CPC-linked demand, not an announced new scale. Festival Advance has a management assurance tied to SAP work, while the ₹20,000 figure remains a union request. Until formal orders are issued, claims about revised salaries, arrears or a guaranteed advance amount are premature.
