Copper is not literally about to run out, but the mine projects currently operating or announced may not keep pace with demand later this decade. The International Energy Agency (IEA) describes a potential 30% supply deficit by 2035 in its cited pipeline assessment, while the International Copper Study Group (ICSG) forecasts refined-copper surpluses in both 2026 and 2027. Investors therefore need four charts that separate the long-term project problem from near-term market balance.
1. Mined supply versus demand through 2035
The IEA’s 2026 chart comparing mined supply with demand through 2035 is the clearest structural starting point. It places the expected mine-output path beside demand under the IEA’s stated scenario, making the potential gap visible without mixing mine production with refined-metal statistics.

In the IEA base case, mined supply peaks at a little over 24 million tonnes in the late 2020s, then falls below 19 million tonnes by 2035. The IEA attributes the decline to worsening ore grades, asset retirements and reserve depletion. The chart is a scenario outlook, not a guaranteed copper-price forecast: demand, permitting, technology, recycling and project timing can all change the path.

- Check whether the supply line represents mined copper while the demand line uses the scenario’s demand definition.
- Look for the year in which the lines separate, rather than treating the entire 2026–2035 period as one balance.
- Interpret the widening gap as a call for new supply, higher secondary production or slower demand growth—not as proof that copper will be unavailable.
The chart answers the long-horizon question investors usually mean when they ask whether copper is “running out”: known mine capacity may decline faster than the market’s expected requirements, even though geological resources remain.

2. Existing and announced mines versus 2035 primary requirements
The IEA project-pipeline chart tests whether mines already operating or publicly announced can meet 2035 primary requirements. “Primary requirements” means total demand net of secondary supply, with refining losses accounted for. That definition matters because comparing mine output directly with total refined demand would overstate the apparent shortfall.
The IEA’s 2025 assessment says that “the current copper mine project pipeline points to a 30% supply deficit by 2035.” This is a pipeline case built on the projects and assumptions available to the agency, not a certainty that a 30% physical shortage will occur.

What the pipeline chart reveals
- Project timing: Mines take years to permit, finance, build and ramp up, so a project announced today may not close a gap that appears later this decade.
- Supply quality: Existing operations can lose output as grades decline, even when headline mine capacity appears stable.
- Definition discipline: Primary requirements already allow for secondary supply, so recycling must not be counted twice when assessing the gap.
Use this chart to track whether new projects are being added quickly enough to replace declining assets and cover demand growth. Treat the result as scenario-dependent: project cancellations, expansions, permitting changes and stronger recycling can materially alter the outcome.

3. Near-term mine growth and the refined-copper balance
The ICSG April 2026 forecast supplies the short-term counterweight to the IEA’s structural warning. World copper mine production is expected to rise 1.6% in 2026 and 2.3% in 2027. Refined copper is forecast to record a surplus of about 96,000 tonnes in 2026 and 377,000 tonnes in 2027.

A refined surplus over the next two years does not disprove a long-term supply concern. The forecasts use different horizons and supply definitions: mine growth measures newly extracted material, while the refined balance also reflects smelter output, secondary material, demand revisions and inventory changes.
Why the balance can change
- Unexpected mine disruptions can remove production quickly.
- Refinery outages or operating changes can alter refined availability even when mines perform as expected.
- Recycling and other secondary supply can rise or fall with prices and scrap availability.
- Demand revisions, especially in major consuming economies, can turn a projected surplus into a smaller surplus or deficit.
- Inventory movements can shift the timing of a shortage without changing underlying mine capacity.
ICSG cautions that actual balances can deviate because of unforeseen developments. Its forecast also notes that China’s apparent demand does not include several categories of unreported stocks, which limits how precisely the published balance captures Chinese inventory.

4. Reported stocks and prices as a market-tightness check
The fourth chart should be a time series built from ICSG selected copper statistics, combining reported stocks with observed prices and annotations for major production or demand events. ICSG’s recurring statistics cover production, usage, stocks, prices and trade.

Build the chart so it can be interpreted
- Choose the specific exchange or warehouse series and identify it in the title or caption.
- Label stock units, price currency, contract and observation dates.
- Plot stocks and prices on clearly identified axes; do not imply that one scale measures the other.
- Annotate mine disruptions, refinery issues, major demand shocks and periods of visible stocking or destocking.
- Record whether each observation is an exchange-reported stock or a broader estimated inventory measure.
Falling reported stocks alongside rising prices can indicate tightening visible supply, while rising stocks and weaker prices can signal softer demand or replenishment. Neither pattern is conclusive by itself. Stocks can move because metal changes warehouses, crosses borders, is bought for precautionary reasons or is released during destocking. A stock draw therefore does not prove a structural deficit.

No authoritative single copper-price target was published. Prices are best used here as an observed market signal, with the exact series, exchange and date documented so readers know what the chart actually measures.
How to compare copper outlook charts without mixing signals

- World mine production and the timing of new project additions.
- Refined usage and the ICSG projected balance.
- Secondary supply, including the role assigned to recycling.
- Reported stocks by exchange or warehouse, with units and dates.
- Prices tied to a named contract and observation period.
- Project approvals, delays, expansions, cancellations and operating disruptions.
The combined signal is more useful than any single line. The IEA’s project-pipeline case highlights a possible structural deficit by 2035; the ICSG forecast shows that the market can still have refined surpluses in 2026 and 2027. That apparent contradiction is the central fact investors should watch, not a reason to choose one forecast and ignore the other.
