A $17,500 settlement involving three Ocean County, New Jersey, gas stations shows why drivers should verify the per-gallon price on the pump before authorizing a transaction. County officials said digital displays at the stations did not match the prices actually charged. The agreement requires corrected displays, certified repair vendors, repair records and a follow-up verification meeting. It resolved municipal complaints through mediation and is described by the county as a civil and administrative settlement, not a criminal conviction.
What happened at the three New Jersey stations?
On September 29, 2026, Ocean County announced a binding consent agreement with station owner Rajinder Chandi after a joint investigation found multiple state Weights & Measures violations and what officials described as deceptive business practices. The stations were:

According to the Ocean County Department of Consumer Affairs, digital gas-pump displays did not strictly match the per-gallon prices charged to customers. News 12 independently reported the same penalty, locations and corrective obligations.
The $17,500 payment resolves pending municipal-court complaints in Toms River and Lakehurst through mediation. The available announcements do not establish a criminal conviction.

Why can a gas-pump display show a different price?
A fuel-price change may pass through several connected systems before a customer sees it. In a typical arrangement, a point-of-sale system sends pricing to a forecourt controller, which then communicates with the dispenser and a roadside or pump-top LED sign. Remote sign controls can add another point where an update might fail or be delayed.
That technology explanation comes from secondary reporting and does not mean every station uses the same setup. In this case, county officials established that the displayed prices and charged prices did not match; they did not publicly attribute the mismatch to one specific hardware or software failure.

| Requirement | What it means |
|---|---|
| Correct the displays | Pump and related price displays must match the prices charged per gallon. |
| Use certified repair vendors | Future repairs must be performed by vendors certified by the New Jersey State Office of Weights and Measures. |
| Send repair documentation | Records must be submitted to Ocean County within 10 days. |
| Attend verification | The owner must participate in a county verification meeting. |
| Follow consumer and measurement laws | The stations must comply with New Jersey Consumer Affairs and Weights & Measures requirements. |
Ocean County Commissioner Robert S. Arace, the department’s liaison, said the county is committed to protecting residents and visitors while they make purchases at the pump. Consumer Affairs Director Ronald Heinzman said the department will continue enforcing consumer-protection and weights-and-measures statutes.
Can a gas station charge more than the price on the sign?
A roadside marquee is an important price advertisement, but the price shown at the dispenser and the amount authorized at checkout are the figures a driver must compare before paying. The Ocean County case demonstrates that a displayed price can be wrong in practice. If the pump shows a different amount from the roadside sign, pause and ask the attendant to clarify the price before inserting a card or starting the fueling transaction.
| Where you look | What it shows | Best use | Evidence to keep |
|---|---|---|---|
| Roadside marquee | Advertised fuel price intended to attract drivers | Compare stations before turning in | Photo, if safe and lawful |
| Pump display | Price programmed for the dispenser | Verify before authorization | Photo of grade and price |
| Receipt | Final per-gallon charge and total | Confirm what was billed | Paper or electronic receipt |
The settlement does not establish a universal rule that every roadside price is legally binding under every circumstance. It does show why checking the pump and retaining the receipt matters when the advertised and charged prices differ.

How should you respond if the pump price is wrong?
- Stop before authorizing payment. Compare the roadside sign, pump display and any price shown on the card-reader screen.
- Ask for clarification. Tell the attendant exactly which display differs and request the correct per-gallon price.
- Document the discrepancy. Record the station address, pump number, fuel grade, date and time. Take a photograph only from a safe location and without obstructing traffic.
- Keep the receipt. The receipt can show the actual per-gallon charge, taxes or fees and the transaction time.
- Escalate if it is not corrected. Contact the relevant county consumer-protection or weights-and-measures office, and provide the station details and supporting documents.
Which agencies check gas prices and dispensers in New Jersey?
Ocean County’s Division of Weights and Measures operates under New Jersey Statutes Title 51. The division certifies commercial weighing and measuring devices, inspects gasoline dispensers and conducts scanning audits for pricing accuracy. The state Office of Weights and Measures also certifies repair vendors and oversees measurement standards.
A complaint may therefore involve both local and state authorities. Give officials the station’s exact location, the fuel grade, the displayed and charged prices, and copies of receipts or photographs. Those details help investigators distinguish a one-time display error from a broader pricing or equipment problem.
Has New Jersey seen similar display problems before?
SlashGear’s retrospective report says the state’s Office of Weights and Measures found a display mismatch at a South Orange station in 2010 and issued a $9,800 penalty. The same report says a 2018 statewide inspection cited stations for faulty or illegible LED price-per-gallon displays, missing required pump prices or numbers that were the wrong size. Those historical figures are reported by SlashGear, not newly announced Ocean County totals.

What should drivers take away from the fine?
Price-comparison habits can save money, but the roadside sign is only the first checkpoint. Verify the dispenser before payment, make sure the fuel grade is the one advertised, and retain the receipt whenever something looks inconsistent. The Ocean County agreement also shows that correcting a display may require certified technicians, documented repairs and government verification rather than a simple sign change.

Frequently Asked Questions
What information should I include in a gas-price complaint?
Provide the station name and street address, pump number, fuel grade, date and time, the advertised and charged prices, and a copy of the receipt. Photos of the sign and pump can help if they were taken safely.
Can I dispute a gas charge with my card issuer?
First ask the station for a correction and preserve the receipt. If the merchant will not resolve a documented pricing error, you can ask your card issuer about its dispute process and submit the transaction records it requests.

Who certifies gas-pump repair companies in New Jersey?
The New Jersey State Office of Weights and Measures certifies vendors for repairs covered by the settlement. The agreement requires the affected owner to use those certified vendors for future work.
Why should I photograph the pump before fueling?
A photo can preserve the fuel grade, per-gallon price and pump number as they appeared at the time. It is especially useful when a display changes before you receive the final receipt.
