It can also create a recurring expense that is difficult to justify if you only hire a few people each year.
The right choice depends less on the biggest feature list than on your hiring volume and budget. A small business may be better served by a low-cost ATS with transparent pricing, while a growing company may save more through structured interviews, automation, and better reporting. The prices and limits below were checked on August 8, 2026.

1. Greenhouse: best for structured hiring
Greenhouse is a strong option when the cost of a bad hire is much larger than the software bill. Its workflow centers on structured interview plans, interview kits, scorecards, scheduling, sourcing, candidate relationship management, reporting, analytics, and SSO.
Greenhouse now identifies Core, Plus, and Pro plans, but pricing remains customized around hiring volume and organizational complexity. Plus adds capabilities such as automation, advanced configuration, deeper reporting, texting, and a BI connector. Pro is aimed at complex global operations.

For a finance-conscious employer, the main benefit is consistency: interviewers evaluate candidates against the same criteria instead of relying on informal impressions. Ask sales whether AI, fraud prevention, advanced analytics, texting, implementation, and support are included in your quote. Do not assume they are.
2. Ashby: best for data-driven recruiting
Ashby combines an ATS, candidate CRM, scheduling, sourcing sequences, workflow automation, approvals, dashboards, and recruiting analytics. It also includes report templates, direct booking, visual scheduling, AI-assisted application review, and more than 250 marketplace integrations.
Foundations costs $400 per month for organizations with up to 100 employees, with a possible 10% annual-commitment discount. Plus covers organizations with 101 to 1,000 employees, while Enterprise is for organizations with more than 1,000 employees; both require a quote.
Ashby can make sense when recruiting data drives decisions about headcount, source performance, recruiter workload, and time to hire. Budget for the AI Notetaker add-on and, on Foundations, SSO listed at $100 per month. Ashby also sells an Analytics product for companies that want to keep their existing ATS.
3. Workable: best transparent all-around option for small and midsize businesses
Workable is one of the easier platforms to price before contacting sales. Its plans include job distribution to more than 200 job boards, a careers-page builder, candidate sourcing, ATS and talent CRM functions, self-scheduled interviews, calendar synchronization, interview kits, scorecards, reporting, resume parsing, compliance tools, and API access.
For the displayed 1–20-employee range, current public pricing is $299 per month for Standard, $599 per month for Premier, and $719 per month for Enterprise. A 15-day trial is available without a credit card.
“Unlimited active jobs” is subject to fair-usage limits, so it should not be treated as unlimited job advertising. Workable Agent uses credits: paid accounts start with 3,000 free credits, while purchased credits expire after one year and are non-refundable. The free trial does not include Workable Agent.

4. LeverTRM: best for growth companies that nurture candidates
LeverTRM combines applicant tracking with candidate relationship management. It supports automated sourcing and nurture campaigns, one-click posting to 200-plus job boards, structured scorecards, approval chains, offer letters, branded career sites, self-service scheduling, analytics, and AI-generated interview transcripts and summaries.

Pay particular attention to the career-site implementation. A simple link to a Lever-hosted site differs from a custom API implementation. The API route can remove LinkedIn Apply, resume auto-parsing, and source tracking unless those capabilities are rebuilt separately. That can turn a seemingly lower-cost technical choice into an implementation project.
5. SmartRecruiters: best for enterprise and high-volume hiring
SmartRecruiters is designed for organizations hiring across departments, locations, or countries. Its Talent Acquisition Suite can include ATS, CRM, onboarding, offer management, job distribution, SMS, dynamic scheduling, AI hiring assistance, talent matching, candidate screening, conversational AI, and advanced analytics.
The Essential plan starts at $14,995. Professional, High Volume, and Complete require a sales quote. Job-distribution and SMS limits vary by plan, and advanced analytics, sandbox access, and custom in-app guidance may be add-ons.
This is usually difficult to justify for a small employer hiring occasionally. It becomes more defensible when vacancy volume, multiple hiring teams, compliance requirements, or international workflows make manual coordination expensive.
6. iCIMS Talent Cloud: best for complex enterprise recruiting
iCIMS Talent Cloud is a modular enterprise platform rather than one fixed ATS package. Companies can use products for applicant tracking, career sites, CRM, onboarding, internal opportunity marketplaces, analytics, candidate matching, conversational interfaces, and integrations.
Pricing is custom. The implementation and configuration matter as much as the subscription because feature availability can depend on how the organization deploys the platform.
iCIMS is most suitable when recruiting is a large operational function with multiple regions, brands, job categories, or internal mobility needs. A buyer should request a total-cost estimate covering implementation, integrations, data migration, training, support, and optional modules—not only the license.
7. BambooHR Applicant Tracking: best when you also need an HRIS
BambooHR Applicant Tracking connects recruiting to employee records. Features include job-board integrations, collaborative candidate review, custom application questions and statuses, offer letters, e-signatures, background-check tracking, hiring reports, and automatic transfer of hired-candidate data into Employee Records.
BambooHR’s pricing page lists Core from $10 per employee per month. Companies with 25 or fewer employees are listed as starting at $250 per month. The displayed plans provide capacity for 5, 25, or 50 job openings, depending on the plan.
The financial advantage is reduced system sprawl: a small company may not need to buy a separate ATS and HRIS. The trade-off is recruiting depth. Businesses that depend on advanced sourcing CRM functions, large recruiting operations, or complex talent analytics may eventually need a more specialized platform.
8. JazzHR: best lower-cost traditional ATS
JazzHR focuses on straightforward applicant tracking and job-posting workflows. Features include resume parsing, email templates, LinkedIn Recruiter integration, custom workflows, knockout questions, interview guides, assessments, calendar sync, and reporting. Higher plans add AI candidate matching, automation, offers, and e-signatures.

Job-board eligibility and third-party restrictions can affect posting and syndication. Also ask which features use consumption-based pricing. Add-on usage may increase the total beyond the subscription, so compare the expected annual cost—not just the headline plan.
9. Breezy HR: best simple option with a free tier
Breezy HR offers branded career sites, job-board distribution, candidate pipelines, interview guides, scorecards, references, e-signatures, recruiter portals, multiple pipelines, nurture campaigns, approvals, offer management, and HRIS integrations, depending on plan.
The Bootstrap plan is free. Current paid annual prices shown are $273 per month for Growth and $439 per month for Business; monthly billing is higher. Paid plans include unlimited users, candidates, and customer support.

The free plan is useful for testing a hiring workflow, but it is not unlimited recruiting. Bootstrap allows only one active pool or position, and its pricing page specifies unlimited access to candidates added within the last 30 days—not unlimited access to every historical candidate. SMS, AI, and onboarding are optional add-ons.
10. Zoho Recruit: best for customization and staffing workflows
Zoho Recruit supports ATS pipelines, job-board posting, career sites, resume parsing, candidate portals, client and vendor portals, custom workflows, Blueprint automation, assessments, scorecards, interview scheduling, built-in telephony, WhatsApp, reporting, AI matching, and more than 200 integrations.
There is a Free edition, paid Standard and Enterprise editions, and a 15-day fully featured trial. The Free edition allows one active job per recruiter license. The current pricing page lists 10 active jobs for Standard and 20 for Enterprise.
Zoho can be attractive for startups and staffing agencies that need customization at a lower entry point. Hiring-manager and employee licenses are sold in packs of 10. Add-ons are not supported in the Free edition, data migration costs extra, and the account moves to the Free plan after the trial unless it is upgraded.

How to choose recruiting software without overspending
- Count hiring activity, not just employees. Record how many roles you expect to open, how many candidates each role attracts, and how many people need access. A free plan with one active position may be enough for occasional hiring but not seasonal recruiting.
- Separate software cost from hiring cost. Include setup, migration, job-board advertising, background checks, texting, AI credits, e-signatures, integrations, training, and premium support.
- Calculate the break-even point. If software costs $3,600 per year, it must save at least $300 per month in recruiter time, agency fees, advertising waste, or avoidable hiring mistakes to break even financially.
- Check the HRIS boundary. If you already use BambooHR or another HR platform, confirm whether the ATS transfers hired-candidate data automatically. Paying for duplicate employee records creates both expense and administrative risk.
- Test the real workflow. During a trial, create a job, publish it, import a resume, schedule an interview, collect scorecards, send an offer, and export the data. A polished demo may not reveal friction in those steps.
- Ask about data retention and cancellation. Confirm how you export candidates, scorecards, reports, and attachments if you leave. Also check whether unused credits expire and whether annual commitments are refundable.
Which recruiting software is cheapest?
Zoho Recruit and Breezy HR offer free starting options, but both impose meaningful limits. JazzHR has the lowest clearly stated paid annual starting price among the traditional ATS options in this comparison at $1,000 per year. Workable has transparent monthly pricing but starts at $299 per month for the displayed employee range. BambooHR may be more economical overall if you need both recruiting and employee records.
Price alone is not enough. A $0 plan that forces manual exports, limits you to one active role, or lacks the integrations you need can cost more in staff time than a paid system.

- Is pricing based on employees, recruiters, active jobs, users, candidates, or hiring volume?
- Are implementation, data migration, training, and support included?
- Do job-board postings include paid advertising, or only distribution?
- Which AI, SMS, analytics, onboarding, and e-signature features are add-ons?
- Do unused credits expire?
- What happens to candidate data after cancellation?
- Can hiring managers participate without buying full recruiter licenses?
- Does the system support the countries, languages, privacy rules, and retention periods you need?

They do not remove the need for human review, structured decision-making, appropriate validation, and compliance oversight. AI should assist hiring—not make unchecked employment decisions.
