Wisconsin Physicians Service Insurance Corporation (WPS), a federal Medicare contractor, disclosed that files copied from its MOVEit file-transfer system may have exposed personal or protected health information connected to 946,801 current people with Medicare. The unauthorized copying occurred from May 27 through May 31, 2023, but CMS and WPS announced notifications on September 6, 2024. Medicare coverage and benefits were not interrupted, but affected people should use the free protection offered in their notice, monitor their credit and healthcare records, and watch for impersonation scams.
What happened in the WPS data breach?
WPS was performing Medicare administrative services for the Centers for Medicare & Medicaid Services (CMS), including work involving Medicare Part A and Part B claims. It was not simply a consumer health insurer breach limited to WPS policyholders.
The incident involved a critical vulnerability in Progress Software’s MOVEit Transfer file-transfer platform. Progress disclosed the vulnerability on May 31, 2023. Unauthorized parties could access and copy files transferred through vulnerable MOVEit systems between May 27 and May 31.
WPS patched its system in early June 2023. Its initial investigation did not find evidence that an unauthorized party had obtained files. After receiving new information, WPS conducted another review with a third-party cybersecurity firm in May 2024. That review found that an unauthorized party had copied files before the patch was applied.

WPS told CMS on July 8, 2024, that some of the copied files contained personal information. CMS and WPS announced the affected-person notifications on September 6, 2024.
SecurityWeek linked the event to the broader MOVEit exploitation campaign associated with the Cl0p ransomware group. However, the CMS notice describes unauthorized copying through a software vulnerability. It does not establish that WPS systems were encrypted, that WPS paid a ransom, or that WPS was directly extorted.
How many people were affected?
CMS said that 946,801 current people with Medicare were mailed notices. “Nearly 950,000” is a reasonable rounded description, but 950,000 is not the exact count.
The affected population should not be described as exactly 950,000 Wisconsin residents. WPS is associated with Wisconsin, but the records involved Medicare administrative services and were not necessarily limited to people living in Wisconsin. CMS also said some records may have come from audits of healthcare providers visited by people who were not Medicare beneficiaries.

What information may have been exposed?
The copied files may have included the following information. CMS did not say that every affected person had every data category in the files.

The strongest primary-source description is that an unauthorized party copied files. That does not establish whether all of the information was publicly posted, sold, or used.
Were Medicare benefits or coverage affected?
No. CMS said Medicare coverage and benefits were not affected. The breach did not represent an interruption to Medicare services.

Exposed identity information, Medicare identifiers, claims details, and medical-service information can be used in identity theft, medical identity theft, fraudulent claims, or targeted phishing. CMS said it was not aware of identity fraud or improper use directly resulting from the incident at the time of its notification. That was a statement about what was known then, not a guarantee that the data can never be misused.

What affected people should do
- Read the mailed notice. It should explain whether a replacement Medicare card is being issued and how to enroll in the protection offered for the incident.
- Enroll in the free protection described in the notice. CMS said WPS was providing 12 months of complimentary Experian identity-protection and credit-monitoring services. The notice said recipients did not need to provide a credit card or other payment method. Use the dedicated enrollment process in the letter rather than signing up through a generic paid page.
- Verify contact details independently. The CMS notice listed an Experian incident line at 833-931-5700 and engagement number B130492. Compare those details with your official letter because contact information can change. Do not trust an unsolicited caller simply because they know your name or Medicare-related details.
- Check your credit reports. Use the official AnnualCreditReport.com website or call 1-877-322-8228. Look for unfamiliar accounts, inquiries, addresses, and other activity.
- Consider a fraud alert or credit freeze. Monitoring alerts you to certain activity; it does not prevent someone from applying for credit. A fraud alert asks creditors to take extra identity-verification steps. A credit freeze generally provides stronger protection against new-account fraud, but you must temporarily lift it when applying for legitimate credit.
- Review healthcare records. Check Medicare Summary Notices, Explanation of Benefits statements, provider bills, prescription records, and durable medical equipment orders. A clean credit report does not rule out medical identity theft.
- Replace your Medicare card if instructed. CMS said new cards and numbers would be issued where a Medicare Beneficiary Identifier may have been affected. Continue using the existing card until the replacement arrives. Then destroy the old card and give the new number to your healthcare providers.
What to do if you find suspicious activity
- Contact the relevant credit bureau or creditor using contact information you find independently.
- Report identity theft through the Federal Trade Commission’s IdentityTheft.gov.
- File a police report when appropriate.
- Save notices, emails, account records, screenshots, bills, and claim documents.
- Contact Medicare at 1-800-MEDICARE (1-800-633-4227) for general Medicare questions or to report questionable Medicare activity.
Medicare card replacement: key questions
Can I use my old Medicare card?
Yes. CMS said recipients should continue using their existing card until the replacement card arrives.
Will everyone who received a notice get a new card?
Not necessarily. CMS said replacement cards and numbers would be issued where Medicare identifiers may have been compromised.
Will my Medicare coverage change?
No. CMS said the incident did not affect Medicare coverage or benefits.

How to avoid follow-up scams
A breach notification can create a second wave of fraud attempts. Someone may pretend to be from Medicare, WPS, CMS, or Experian and claim that you must pay to protect your benefits.
- Do not pay an unsolicited caller for “Medicare protection.”
- Do not provide your full Medicare number, Social Security number, bank details, password, or one-time code to an unexpected caller or message.
- Do not click links in unexpected texts or emails.
- Do not rely on caller ID alone.
- Independently find official CMS, Medicare, WPS, or Experian contact information before calling back.
CMS said the incident-related monitoring did not require a credit card or other payment method. A demand for payment should be treated as a warning sign.

Not receiving a letter does not by itself prove that you were or were not affected. Possible explanations include that you were not in the affected group, CMS had outdated or insufficient contact information, or you moved or changed your name after the relevant records were created.
CMS said it posted a substitute notice for people whose contact information was insufficient or out of date. Use official CMS or Medicare contact channels rather than responding to unsolicited callers who claim to have breach information.

Free protection versus paid identity monitoring
The first step should be the free Experian protection described in an official WPS or CMS notice. Do not pay for a generic service if you are eligible for the incident-related offer.
AnnualCreditReport.com provides free credit reports, not continuous paid monitoring or comprehensive identity-theft insurance. IdentityTheft.gov is a free FTC recovery resource if misuse occurs.
After the free monitoring period ends, some people may choose a paid service such as Aura, LifeLock, or IdentityForce. Compare renewal pricing, family coverage, insurance, medical-identity monitoring, data-broker removal, and cancellation terms. A paid plan cannot undo the exposure, replace a credit freeze, or eliminate the need to review Medicare and healthcare records.
What remains unknown
The available notice does not establish that every affected person had a Social Security number or Medicare identifier exposed. It also does not establish that all copied data was publicly disseminated, that WPS systems were encrypted, that a ransom was demanded or paid, or that every affected person experienced identity theft.
The practical response is therefore targeted rather than alarmist: use the free protection offered, check credit and healthcare records, replace a Medicare card if instructed, and treat unexpected breach-related communications as potential phishing.
