WooCommerce includes three customer-facing shipping methods: Flat Rate, Free Shipping, and Local Pickup. They work through shipping zones, which decide what each customer can select at checkout. Core WooCommerce does not calculate live carrier rates or print shipping labels by itself; those functions require separate extensions or fulfillment services.
The most reliable approach is to build shipping in layers: product data and packaging assumptions, shipping zones, checkout methods, advanced pricing rules, and finally carrier rates or label fulfillment where necessary.

Plugins should therefore be chosen by the problem they solve, not simply because they are labeled “shipping plugins.” A rate calculator, a rule engine, a label printer, and a multichannel fulfillment platform are different tools.

A shipping zone is a geographic area with its own shipping methods and prices. Zones can use countries, states or provinces, regions, continents, and postal or ZIP codes.

Each customer matches only one zone. WooCommerce uses the first matching zone in the list, so specific zones must be placed above broad zones. For example, a ZIP-code zone for local delivery will not work if it sits below a zone covering the entire United States.
A typical U.S. setup might look like this:
- Local delivery or pickup ZIP codes.
- United States.
- U.S. territories, if supported separately.
- Canada.
- Other international destinations.
Leave destinations without a shipping method if the store does not serve them.
Exact setup path
- Go to WooCommerce → Settings → Shipping → Shipping zones.
- Select Add zone and enter a name.
- Select the zone regions or restrict the zone by postal codes.
- Select Add shipping method.
- Choose Flat Rate, Free Shipping, Local Pickup, or an installed extension.
- Select Continue, configure the method, and save.
- Drag zones into the correct order if necessary.

Set up the three built-in WooCommerce methods
Flat Rate Shipping
Flat Rate lets you define a standard charge per order, per item, or by shipping class. It is a good choice when products have similar packaging costs or when you intentionally subsidize shipping with a stable customer-facing price.
- Open WooCommerce → Settings → Shipping → Shipping zones.
- Edit the relevant zone.
- Select Add shipping method → Flat Rate.
- Edit the method.
- Enter a customer-facing title and choose the tax status.
- Enter the cost and configure any shipping-class costs.
- Save changes.
A formula such as 10 + ( 2 * [qty] ) represents a $10 base cost plus $2 for each item, subject to the method’s configured calculation behavior. Check the current Flat Rate documentation for version-specific formula syntax and labels.
Flat Rate can overcharge small orders and undercharge large or distant orders. Consider another method when weights vary substantially, packaging is incompatible, or products are oversized, fragile, hazardous, refrigerated, or otherwise expensive to handle.
Shipping classes for product-specific costs
Shipping classes group products with similar shipping characteristics, such as Standard, Bulky, Fragile, Heavy, Oversized, or Refrigerated. A class does not calculate shipping independently; it works with a method such as Flat Rate.

- Add a class name and optional slug or description.
- Save it.
- Edit a product and assign the class in its shipping settings.
- Return to the relevant Flat Rate method and enter the class cost.
Products without a class may use the method’s “no shipping class” cost. Mixed-class carts need a deliberate calculation policy. Shipping classes are not packaging boxes and do not automatically account for dimensional weight. Check that variations carry the correct weight, dimensions, and class.

Free Shipping
Free Shipping can apply to everyone in a zone, orders above a minimum amount, valid coupons, or a combination of those requirements.
- Create or edit a shipping zone.
- Select Add shipping method → Free Shipping.
- Edit the method and choose the requirement.
- Enter a minimum order amount if needed.
- Decide whether coupons qualify.
- Save changes.
“Free” means the customer does not see a shipping charge. The merchant still pays postage, so the cost must come from product margin, a higher order value, or a deliberate subsidy. The profitable threshold depends on average order value, gross margin, packaging, returns, and destination mix.
Free Shipping may appear alongside Flat Rate by default. To hide paid methods when free shipping is available, use suitable custom code or an extension; do not assume the core setting will always do this. WooCommerce documents this behavior in its Free Shipping customization guide.
Local Pickup
Local Pickup is for customers collecting an order from a store, warehouse, farm, restaurant, or depot. It is different from Local Delivery, where the merchant or a local courier takes the order to the customer.
WooCommerce documents both classic checkout and block-based checkout behavior. The newer block-based Local Pickup option may be managed separately rather than added to a shipping zone in exactly the same way as legacy checkout. Review the current core shipping documentation for the checkout type in use.
When you need a WooCommerce shipping plugin
Table Rate Shipping: complex but predictable rules
WooCommerce Table Rate Shipping is designed for combinations of destination, weight, price, item count, shipping class, and class-specific quantities. It can calculate per order, per item, per line, or per class, depending on the configured rules.
Example rules might be $8 below 5 lb, $12 from 5–10 lb, and $18 above 10 lb, with a bulky-product surcharge. This is useful when internal shipping costs are predictable but actual carrier quotes are unnecessary.

The trade-off is maintenance. Overlapping ranges, missing ranges, and mixed-cart logic can create unexpected results. The extension page showed a $119 one-year plan and a $238 two-year price discounted to $190.40 on August 18, 2026; verify current pricing before purchase.

Distance Rate Shipping: local delivery
WooCommerce Distance Rate Shipping calculates charges using driving distance or travel time, with optional weight, cart-value, item-count, and handling-fee conditions. It suits prepared food, equipment rental, and merchant-operated local delivery.
It requires a Google account, an API key, billing-enabled Google Maps services, and mapping APIs. Google may charge beyond applicable usage allowances. It is not a substitute for USPS, UPS, FedEx, or DHL rates. The product page showed $99 per year and $198 for two years discounted to $158.40 on August 18, 2026.
Live carrier rates
Use live rates when destination, package size, carrier, and service level materially change the postage cost. Accurate product weights, dimensions, origin information, packaging assumptions, and carrier credentials are prerequisites.

- UPS Shipping Method: provides live UPS parcel rates, including negotiated rates, for domestic and international shipments. It requires an active UPS account and API credentials, the server’s SimpleXML extension, and lists a 150 lb per-package limit. It does not handle freight or print labels. The page showed $109 for one year and a discounted $174.40 two-year plan; its listed version was 3.9.11 on August 18, 2026.
- FedEx: use the current official options in WooCommerce’s premium shipping extension directory. Current pricing, version, API requirements, and service coverage should be checked directly because those details change.
Live rates improve cost alignment but can fail because of invalid addresses, API outages, expired credentials, unsupported packages, or bad product data. They also do not automatically solve label printing.

WooCommerce core does not provide live carrier rates or label printing. Keep these functions separate:

WooCommerce Shipping is a separate label and fulfillment service. It can buy and print labels from the dashboard, add tracking, and support selected USPS, UPS, DHL Express, and FedEx services according to current WooCommerce documentation. It does not display live checkout rates to shoppers.
The product page showed free installation and use, with label charges paid when labels are purchased. It also showed U.S.-based availability, U.S.-dollar requirements, version 2.3.11, and compatibility signals including WooCommerce 10.7+, WordPress 6.9+, and PHP 7.4+ on August 18, 2026. These are volatile product-page details and should be rechecked before purchase.

Conditional and multi-carrier plugins
Conditional-shipping plugins control when methods appear. They can hide pickup for distant customers, suppress a carrier for oversized or restricted goods, or prevent free shipping when a particular product is in the cart. They do not necessarily calculate live rates.
Multi-carrier tools can combine USPS, UPS, FedEx, DHL, or other services, potentially avoiding several separate extensions. Compare rate calculation, label printing, tracking, carrier-account requirements, API limits, subscriptions, international coverage, packaging logic, checkout-block support, and HPOS compatibility. A single interface may be cheaper and easier to operate, but it also creates dependence on one vendor and can add complexity to checkout.
Fixed rates versus live rates
Choose fixed rates when
- Shipping cost is predictable.
- Products have similar sizes and weights.
- Stable prices are more valuable than exact postage recovery.
- The business can absorb geographic variation.
Choose live rates when
- Carrier charges vary significantly by destination.
- Customers need service-level choices.
- The store ships nationally or internationally.
- Product weights and dimensions are reliable.
Live rates can surprise customers and may disappear during an API failure. Fixed rates are simpler but can quietly erode margin on heavy or distant orders. Many stores use a limited number of clearly named choices rather than exposing every carrier service.

Recommended setup workflow
- Define the model: identify origin locations, service areas, carriers, pickup and delivery options, label workflow, and special products.
- Clean the data: verify store address, currency, selling and shipping locations, product weight, dimensions, shipping class, tax settings, and package assumptions.
- Create zones from narrow to broad: for example, local ZIP codes, United States, Canada, then international destinations.
- Start with the simplest method: use core Flat Rate, Free Shipping, or Local Pickup before adding paid extensions.
- Add rules only when needed: use shipping classes for basic product differences and Table Rate for multiple deterministic conditions.
- Add live rates when actual carrier variation justifies them: choose the carrier extension that matches the operational carrier.
- Set customer-facing names: use labels such as “Standard shipping — 3–5 business days” or “Local pickup — ready in 24 hours,” but make delivery promises based on actual fulfillment performance.
- Separate fulfillment: connect WooCommerce Shipping, a carrier portal, or a fulfillment platform if labels and tracking are required.
Testing checklist
Test before launch and after major catalog, plugin, or carrier changes:
- Local, domestic, international, and unsupported destinations.
- ZIP codes at each zone boundary.
- Light, heavy, oversized, and restricted products.
- Every shipping class and mixed-class carts.
- Carts just below and above the free-shipping threshold.
- Virtual-only carts.
- Mobile checkout and checkout blocks, if used.
- Live-rate API credentials and fallback behavior.
Troubleshoot common shipping problems
“No shipping methods available”
- Confirm that the destination matches a configured zone.
- Check that the zone is enabled and contains an active method.
- Move specific zones above broad zones.
- Confirm the item is physical and has required data.
- Check carrier credentials, origin address, weights, and dimensions.
- Confirm that the carrier supports the destination and package.
- Review extension debug logs and WooCommerce logs for API errors.

The price is wrong
Check for incorrect units, missing dimensions, a wrong origin, an incorrect class, duplicate base and per-item charges, overlapping table-rate ranges, unexpected taxes or handling fees, and packaging settings that do not match the actual box.
Free Shipping appears with paid shipping
This can be expected. Free Shipping may appear alongside other methods unless an extension or custom code changes the behavior.
Live rates fail intermittently
Possible causes include carrier outages, rate limits, expired credentials, firewall or hosting restrictions, SSL/TLS problems, invalid addresses, unsupported services, or plugin incompatibility. Check logs, test credentials, keep an appropriate fallback rate where possible, and change one setting at a time.
Checkout rates work but labels do not
A rate extension and a label-printing tool are separate systems. Pair the rate calculator with WooCommerce Shipping, a carrier portal, or a fulfillment platform.
