Zoë Hitzig, a former OpenAI researcher, is warning that advertising in ChatGPT could create a new kind of commercial pressure on users. Her concern is not evidence that OpenAI is currently inserting paid recommendations into ChatGPT’s answers or selling private conversations. It is a broader argument about whether an advertising-supported conversational assistant can preserve trust, user autonomy, and affordable access to AI.
OpenAI’s current U.S. test places clearly labeled ads below responses for some users on Free and Go plans. The company says ads do not influence answers and that advertisers do not receive users’ chats, memories, or personal details. The unresolved question is whether those safeguards can remain effective as the advertising business grows.
Who is Zoë Hitzig?
Zoë Hitzig is a former OpenAI researcher who left the company during the week of February 9, 2026. The news followed an opinion essay in The New York Times criticizing OpenAI’s move toward advertising in ChatGPT. The Verge reported that Hitzig has “deep reservations” about the company’s approach.
She should not automatically be described as a whistleblower. The available reporting establishes that she criticized the advertising direction and left OpenAI; it does not establish a specific internal disclosure or misconduct allegation.

What exactly is Hitzig worried about?
Hitzig’s criticism is more complicated than “ChatGPT should never have ads.” Her central concern is whether the business model could give a conversational assistant incentives to influence users commercially.
- Conversational systems know more about context. A user may discuss goals, anxieties, finances, health, relationships, or constraints in a way that is far more revealing than a conventional search query.
- Users may treat ChatGPT as an adviser. A sponsored placement in a social-media feed or search results page is generally understood as advertising. A message appearing directly after an assistant’s advice may be perceived as more relevant—or more trustworthy—than it really is.
- Access and influence can conflict. Advertising could help subsidize free access to expensive AI systems. But advertisers also create pressure to increase engagement, clicks, conversions, or commercial activity.
- The risk is not limited to answer generation. Even if ads cannot alter a particular answer, advertiser demand could eventually influence interface design, product priorities, commercial partnerships, or future features.
That distinction is essential: “Ads do not change answers” is a narrower claim than “ads cannot influence the product.” OpenAI is addressing the first claim. Hitzig’s warning focuses heavily on the second.
What OpenAI is testing now
OpenAI says its U.S. advertising test began on February 9, 2026. Under the current policy:

- Ads may appear for eligible users on the Free and Go plans.
- Plus, Pro, Business, Enterprise, and Edu accounts do not receive ads.
- Ads appear below the end of a ChatGPT response rather than inside the answer text.
- Ads are labeled as sponsored and visually separated from the response.
- OpenAI says ads do not influence, rank, or alter ChatGPT’s answers.
- An ad may not appear if there is no relevant match.
- Ads do not appear in the ChatGPT Atlas browser during the test.
- OpenAI says users under 18 are excluded using account information and age prediction where available.
This is a phased test, not a claim that every Free user will see an ad. The precise experience can depend on eligibility, rollout status, conversation context, and whether a relevant ad is available. The current details are documented in OpenAI’s Help Center.
How are ads selected?
OpenAI says its system may consider the context and apparent intent of the current conversation, as well as information about the ad itself. Relevant inputs can include:

- the current conversation’s context and apparent intent;
- the ad’s title, copy, and landing page;
- advertiser-provided context hints;
- advertiser targeting selections; and
- selected signals from a user’s broader ChatGPT experience when ad personalization is enabled.
Advertisers can provide hints about conversations, topics, or keywords where their product may be relevant. OpenAI says these are not exact-match keywords and do not guarantee that an ad will appear in a particular conversation. The company explains the matching process in its advertising overview.
This makes ChatGPT advertising different from a simple banner placed on a page about a particular subject. The system is designed to understand what a conversation is about and what the user appears to be trying to accomplish. That may improve relevance, but it also explains why privacy and manipulation concerns are unusually important.

OpenAI’s stated safeguards include the following:
- advertisers do not receive users’ chats, chat history, memories, or personal details;
- OpenAI says it does not sell user data;
- advertisers receive aggregated performance information, such as views or clicks;
- users can control ad personalization and clear data used for ads, according to OpenAI’s advertising materials; and
- an ad is not an endorsement, and its appearance does not mean OpenAI recommends the advertiser.
These are OpenAI’s representations and policies, not independent verification of every technical or operational safeguard. OpenAI’s published approach is available at its advertising announcement and in the Help Center.
It is also important to separate three different issues:
- Advertiser access: OpenAI says advertisers do not see the underlying conversation or personal details.
- Ad relevance: OpenAI says conversation context may be used to decide whether an ad is relevant.
- Answer independence: OpenAI says ads do not shape or modify the answer generated by ChatGPT.
Those statements can all be true at the same time. A conversation can inform ad relevance without being handed to an advertiser, and an ad can be selected based on context without changing the answer above it.

Why conversational advertising raises a different trust problem
Traditional advertising usually operates in an environment users recognize as commercial. ChatGPT occupies a less settled role: it can function as a search tool, tutor, writing assistant, planner, researcher, or adviser.
That role creates several possible boundary problems:
- A user asks for vacation advice and sees a travel ad below the answer. That is relatively ordinary contextual advertising.
- A user discusses financial stress, medical concerns, grief, or relationship problems, and later sees an ad apparently connected to inferred interests. Even if the ad is technically separate from the answer, the experience may feel intrusive.
- A shopping conversation reveals sensitive personal information. It may be difficult to determine where ordinary commercial intent ends and sensitive context begins.
- An ad is visually close to the answer and uses similar language, leading a user to interpret it as ChatGPT’s recommendation.
- A product is not mentioned in the answer, but the surrounding conversation makes the placement appear endorsed.
These are risk scenarios, not proof that OpenAI is currently using conversations improperly. They explain why Hitzig’s objection is about the structure of the relationship between user and platform, rather than simply the location of an ad.
The unresolved questions
OpenAI’s current separation between answers and ads addresses an important technical concern. It does not settle every question about advertising in a conversational product.
Can sensitive information spill into later personalization?
OpenAI says ads may use current conversational context and selected broader signals when personalization is enabled. The public policy materials do not establish that sensitive information from every conversation can never influence later ad personalization. Users therefore need clearer information about how sensitive contexts are excluded, how long signals are retained, and what happens when a conversation changes direction.

How reliable is sensitive-context detection?
Automated systems may fail to recognize emotional vulnerability, health concerns, political discussions, or financial distress. A conversation can also begin as ordinary shopping research and gradually disclose highly personal information. The effectiveness of any exclusion policy depends on how reliably those boundaries are detected.
Can the separation survive commercial scale?
Ads may remain outside individual answers while still influencing broader decisions about interface design, engagement goals, measurement, or product development. The important future test is whether the separation remains meaningful if advertisers want more interactive formats, conversational commerce, or stronger conversion tools.
Who is accountable when targeting goes wrong?
Users may reasonably want to know why an ad appeared, what signals were used, how to challenge an inappropriate placement, and whether an incident can be independently audited. Transparent explanations and meaningful appeal channels would matter as much as the initial policy promise.
Senator Edward Markey’s January 22, 2026 letter raised related questions about sensitive conversations, personalization, testing, and commercial use. The letter is an oversight document: it identifies issues for OpenAI to answer, but does not establish that OpenAI engaged in the practices it questions.

For users deciding whether to stay on a free or paid tier, the current choice is relatively straightforward:

OpenAI has not been assigned a general price comparison here, and plan pricing and availability can change. Users should check the current information at ChatGPT before paying.
Paying for an ad-free plan may make sense for someone who uses ChatGPT frequently or considers the separation between advice and advertising especially important. It may not be worthwhile for an occasional user, and it does not answer Hitzig’s broader objection to the advertising model itself. A paid plan can remove ads from that account while leaving unresolved questions about the platform’s long-term incentives.

OpenAI says current-conversation context may be used for relevance, while personalization controls concern broader signals. The exact controls and behavior should be checked in the account’s current settings and Help Center documentation.
What Hitzig’s alternative means—and what it does not
The available reporting supports a cautious description: Hitzig is calling for structures that could preserve broad access to powerful AI without exposing users to the same manipulation risks associated with conventional advertising.
That does not establish that she proposed a specific nonprofit, cooperative, public-utility, or subscription replacement. The broader policy question is whether affordable access can be funded through a mix of subscriptions, business products, public-interest models, or other structures without making commercial influence central to the user experience.
The bottom line
Zoë Hitzig’s criticism should be read as a warning about incentives and future failure modes, not as proof that ChatGPT ads currently change answers or that OpenAI is selling private conversations.
OpenAI’s present position is that ads are clearly labeled, placed below answers, unavailable on several paid and organizational plans, and separated from answer generation. It also says advertisers do not receive chats, memories, or personal details.
The harder question is whether those boundaries will remain credible as conversational advertising becomes more sophisticated. For users, the most important safeguards to watch are not just the position of today’s ad card, but the handling of sensitive context, the clarity of sponsorship labels, independent auditing, user controls, and whether commercial pressure gradually changes the product around the answers.
