Steam is owned and operated by Valve Corporation, the privately held Bellevue, Washington company that also makes games and hardware. Gabe Newell, Valve’s co-founder and president, is widely regarded as its leading or controlling owner, but Valve does not publish a current, authoritative shareholder table. Tencent and Microsoft do not appear to own Steam.
There is a second distinction that matters to consumers: buying a game on Steam generally gives you a contractual license to access it, not unrestricted ownership of the underlying software.

Steam is Valve’s platform, not a separate public company
Steam is more than an online shop. It provides game and software distribution, updates, account authentication, cloud features, multiplayer services, community tools, user reviews, Workshop content and marketplace functions. Valve also sells hardware such as Steam Deck and Valve Index.

In ordinary language, Steam is Valve’s digital distribution and services platform—not an unrelated company that Valve merely supplies.

Who owns Valve?
Valve is privately held rather than listed on a public stock exchange. That means it does not have to publish the same regular shareholder filings or ownership breakdowns required of public companies such as Microsoft or Tencent.
Gabe Newell co-founded Valve and remains its president. Current public reporting commonly describes him as Valve’s largest or controlling shareholder. However, the exact percentages held by Newell, employees or other private shareholders are not established by a current public cap table. Estimates repeated online may be historical, inferred or based on private-company information.
So the careful answer is: Newell is the key owner and controlling figure associated with Valve, but available public information does not prove that he owns 100% of the company. Saying “Gabe Newell owns Steam” is informal shorthand for saying that he owns a major interest in Valve, the company that owns Steam.

Does Tencent own Steam?
No current evidence reviewed shows Tencent owns Steam or Valve. Tencent invests in and controls stakes in many game businesses, which is a common source of confusion. Its investor-relations site describes a separate publicly listed technology company; it does not identify Valve as a Tencent subsidiary.

Because Valve is private, it is more precise to say that Tencent’s ownership of Steam has not been established publicly than to claim a verified “zero percent” stake. Steam’s own agreement names Valve Corporation—not Tencent—as the service provider and contracting party.
Does Microsoft own Steam?
Microsoft does not appear to own Valve or Steam. Valve’s founders previously worked at Microsoft, but that employment history is not an ownership relationship. Valve remains a separate private company.
Who owns the games listed on Steam?
Valve does not automatically own every game sold through Steam. Valve owns its platform technology and its own games. Third-party publishers and developers generally own or license the intellectual-property rights in the games they distribute through Steam.

Do you own games you buy on Steam?
Under the Steam Subscriber Agreement, “Content and Services” are licensed, not sold. The license is generally non-exclusive and for personal, non-commercial use unless additional permission applies. It does not transfer title or copyright ownership to you.
In practice, your access usually depends on your Steam account and, for some titles, the Steam client or an internet connection. This does not mean every game requires continuous online access. Some games support Steam Offline Mode, while others require third-party DRM, another launcher, online authentication or publisher-operated multiplayer servers.
Consumer-protection rules can vary by country, and a license does not erase statutory rights such as applicable refund or digital-content protections. But the contractual baseline is access under license—not ownership of an unrestricted software copy.
Who receives money when you buy a Steam game?
Your payment is part of a transaction involving the platform, the relevant publisher or developer, taxes and a payment processor. Valve’s agreement says payment processing may be performed by Valve Corporation or by Valve GmbH, a wholly owned Valve subsidiary, depending on your location, payment method and regional arrangements. The entity shown on a receipt can therefore vary by geography.

A bank, card network, PayPal or regional acquiring company that handles the payment does not thereby own Steam. Likewise, Valve’s role as distributor does not mean it owns the underlying rights in every third-party game.

A sale of Valve would be a hypothetical corporate event, not a current fact. It could transfer Valve’s assets, contracts and platform operations to a new owner. The new owner could amend the Steam Subscriber Agreement, privacy terms, refund procedures, regional policies or account practices, subject to applicable law.
That would not automatically mean every game disappears or that every customer receives a refund. Outcomes could depend on the buyer’s transition plan, each publisher’s licensing rights, local law and the technical requirements of individual games.
What if Steam shuts down?
Valve’s agreement is not a blanket promise that every purchase will remain playable forever. A shutdown or major service change could affect account authentication, downloads, cloud saves, Workshop content and multiplayer services. A game might continue working offline if its files and DRM permit it, while another could depend on a third-party launcher or server that no longer operates.

A game being removed from the store is also not automatically the same as removing it from every existing library. Access can nevertheless be affected by licensing restrictions, technical changes or publisher decisions.
For any important game, check:
- whether it uses third-party DRM or another launcher;
- whether it supports Steam Offline Mode;
- whether multiplayer depends on publisher servers;
- whether cloud saves are essential; and
- whether the publisher requires a separate account.
These checks describe current dependencies; they cannot guarantee future access.
Bottom line
Valve Corporation owns and operates Steam. Gabe Newell is Valve’s co-founder, president and widely reported controlling owner, but the exact private ownership breakdown is not publicly disclosed. Tencent and Microsoft do not appear to own Steam. When you buy a game, you generally receive a license to access it under Steam’s terms, while the underlying game rights usually remain with Valve or the third-party publisher.
