WhatsApp marketing works best as a permission-based way to start and manage customer conversations—not as a place to blast every phone number in a database. A small business can often begin with the WhatsApp Business app; a team that needs automation, integrations, or multiple agents will usually need the WhatsApp Business Platform, directly or through a provider.
Before budgeting or building a campaign, check the rules for your recipients’ countries. Platform pricing, message limits, template requirements, and feature availability can vary or change. One especially important US-specific qualification: Twilio documents that US end users could not receive business marketing template messages beginning April 1, 2025. Confirm current availability with Meta and your provider before relying on WhatsApp for US promotions.
What WhatsApp marketing is—and what it is not
WhatsApp marketing uses WhatsApp Business products to attract leads, answer pre-sale questions, recommend products, support purchases, send relevant updates, and encourage repeat business. A customer might discover a business through an ad, ask a question in chat, receive help choosing a product, and later get an order update or an opted-in promotion.

A phone number collected for delivery is not automatically permission to send promotions. Scraping numbers, buying lists, adding people to groups without consent, or using unofficial automation can violate customer expectations and platform rules.

WhatsApp can be useful when customers have questions or need help deciding. It supports rich media and interactive conversation, and a business can combine automated steps with human assistance. But a read receipt is not a sale: aggressive or irrelevant messages can prompt blocks and reports, reduce delivery, and damage trust.
Choose the right WhatsApp product

Meta describes the Business app as a way for smaller businesses to manage conversations directly and the Business Platform as an option for programmatic communication. A provider can add a ready-made shared inbox, automation builder, or campaign tools; direct Cloud API access may suit a technical team that wants more control.
Consider moving to the Platform when manual handling becomes a bottleneck, several agents need shared access, or campaigns and customer events must trigger messages automatically. Ask any provider who owns the WhatsApp Business Account (WABA), phone number, templates, customer data, conversation history, and integrations—and how you can export or migrate them. Coexistence between an app and Platform setup may be available in some circumstances, but confirm eligibility and onboarding requirements before planning around it.
Platform terms in plain language
- WABA: the WhatsApp Business Account used for Platform activity.
- Business portfolio: Meta’s container for business assets and permissions.
- Cloud API: Meta-hosted API access for sending and receiving messages programmatically.
- Provider: a technology vendor that may help with onboarding, an inbox, integrations, or messaging operations.
- Template: a pre-approved message format generally needed for business-initiated messages outside the customer-service window.
- Customer-service window: the period after a customer messages the business in which service replies can be sent under the applicable rules.
- Quality rating and messaging limits: platform signals and controls that can affect a business’s ability to reach users. Do not assume a fixed send allowance.
Get permission before you message
Collect opt-ins through places where customers already interact with you: a website or checkout form, booking flow, QR code on a receipt or package, lead ad, loyalty enrollment, or a customer-initiated chat. Explain who will message, that WhatsApp is the channel, what kinds of messages to expect, and how to stop them. State a realistic frequency if you can.
“Yes, send me product launches, personalized offers, and back-in-stock alerts from [Business] on WhatsApp. I can opt out at any time by replying STOP.”
A vague checkbox such as “I agree to receive communications” leaves important questions unanswered. Keep a record of the phone number, date, source, consent wording, and form or campaign version. Provide an opt-out route and maintain a suppression list so an opted-out contact is not accidentally re-added.
Do not assume that consent to email also covers WhatsApp, or that a support conversation authorizes later promotions. A number supplied for an order, appointment, or account is not, by itself, a marketing subscription. Rules differ by country and sector; healthcare, finance, political messages, alcohol, gambling, supplements, and other regulated areas deserve additional policy and legal review.

On the Business Platform, the published categories are marketing, utility, authentication, and service. Marketing includes promotions, launches, recommendations, win-back messages, and sales-oriented cart reminders. Utility messages communicate a non-promotional update tied to a transaction or customer action, such as an order or appointment update. Authentication messages deliver verification codes. Service messages are replies to a customer who initiated a conversation.

When a customer messages a business, a 24-hour customer-service window opens under the published model. The window is for service replies; it is not a blanket permission to send unlimited promotions for free. Business-initiated messages outside the applicable window generally require an approved template. Check the current Meta pricing and category rules before launching.
Classify a message by what it actually says, not just the template name. “Your order has shipped—buy another item today and get 20% off” mixes an operational update with a promotion. Keep the shipping notice and marketing offer separate. Twilio’s template guidance explains that classification affects pricing and mixed utility-and-marketing content may be treated as marketing.
Write templates that are clear and useful
A template needs an appropriate category and language, a concise body, sensible variables with example values, and a button or link only when it helps the customer act. State the reason for the message up front, use one main call to action, and make sure the landing page matches the promise. Avoid fake urgency, excessive capitalization, vague identities, misleading discounts, and variables that make the message hard to understand.
Marketing example: “Hi {{1}}, the {{2}} you viewed is back in stock. See available sizes and order here: {{3}}. Reply STOP to stop promotional updates.”
Utility example: “Your appointment with {{1}} is confirmed for {{2}} at {{3}}. Reply 1 to confirm or 2 to reschedule.”
A template can be rejected or reclassified because its category does not fit, its offer or claim is misleading, its variables lack clear examples, or its content conflicts with policy. Approval is not guaranteed. Do not repeatedly submit near-identical versions to get around a rejection; correct the underlying issue.
Plan for costs, not a single advertised rate
Meta’s published Platform pricing is based on delivered messages, recipient market, and message category. The pricing model changed on July 1, 2025, moving relevant business-initiated messages toward per-template-message pricing. Rates are not one global price, and the published schedule may change. Review the live Meta rate card for your destination markets rather than budgeting from an old article.

Your actual operating cost can include:
- Meta fees: based on delivered messages and applicable market and category rates.
- Provider fees: a subscription, seats, per-message charges, markup, minimum commitment, or a combination.
- Implementation: number and account setup, verification, templates, CRM or ecommerce integration, and testing.
- Operations: campaign creation, compliance review, customer support, and monitoring.
Use this planning framework:
Monthly cost = Meta message charges + provider and software fees + implementation costs + support labor

Estimate delivered marketing, utility, and authentication messages separately against their current market-specific rates, then add provider and staffing costs. Do not treat the service window as a way to avoid promotional fees: service replies and marketing campaigns are different use cases. Meta’s pricing page describes the 24-hour window and its treatment under the published model.
Provider prices are also variable. For example, Twilio’s pricing page separates provider charges from Meta fees; check the live page and your contract for an actual quote. Compare the complete bill, not a headline per-message number.
Build a WhatsApp funnel around customer intent
- Awareness: Use a website button, QR code, social post, or click-to-WhatsApp ad to invite a voluntary chat. Measure qualified conversations, not only clicks.
- Qualification: Ask a small number of useful questions—such as product, location, timing, or budget—and carry the answers forward. Let complex cases reach a person.
- Consideration: Share accurate availability, product information, images, FAQs, or booking options. Help the customer resolve a real uncertainty rather than sending generic persuasion.
- Conversion: Make the next action easy: a catalog item, checkout link, appointment selection, or human sales assistance. Use a discount only when it is the right response to the obstacle.
- Fulfillment: Send relevant order, delivery, or appointment information in the correct category. Keep promotions out of operational notices.
- Retention: Offer useful education, replenishment reminders, loyalty information, or relevant new-product updates to customers who have opted in.
Practical campaign strategies
Click-to-WhatsApp lead generation
Ads on Facebook or Instagram can open a WhatsApp conversation, reducing the steps between an ad and a question. This can work for consultations, local services, education, real estate, or products that need explanation. Optimize for qualified chats, appointments, and sales—not cheap conversation starts alone.

Use a catalog, clear product details, and human assistance to narrow choices. Keep stock, prices, shipping details, and checkout links accurate; a catalog cannot compensate for unreliable inventory or a broken purchase path.
Cart recovery without automatic discounting
First identify why the customer stopped: shipping cost, payment failure, uncertainty, or a need to compare. A concise reminder and an offer of help may be more useful than an immediate coupon. Promotional follow-up needs the appropriate permission and category. Suppress contacts after repeated non-response rather than turning abandonment into an endless sequence.
Appointments and bookings
Confirm the booking, collect missing details, offer rescheduling, and send a reminder or preparation instructions. Make cancellation and human help straightforward. This is often more valuable than sending a generic promotion to every past customer.
Replenishment and repeat purchase
Use purchase history and plausible product-use timing to send a reminder when it may help. Ask whether the timing and item remain relevant; do not assume a customer still uses a product. Regulated items require additional care.

Segmented launches, loyalty, and win-back
Segment by stated interest, purchase history, location, language, lifecycle stage, or engagement. A relevant message to a small group is often a better use of the channel than a database-wide blast. Cap frequency conservatively and suppress inactive contacts.

Education and support
Setup instructions, product-care guidance, troubleshooting, and onboarding can help customers get value and reduce repeat support work. Automate straightforward status checks and FAQs, but route complaints, refunds, sensitive questions, safety issues, failed payments, and high-value leads to trained staff.

A good outbound message answers five questions: Why am I receiving this? Why does it matter now? What action can I take? What happens if I do nothing? How can I stop this kind of message?
A practical structure is context → benefit → action → expectation or opt-out. Keep paragraphs short, use the customer’s language, and avoid pretending that an automated promotion is a personal note from an employee. Use personalization only when the underlying data is accurate and appropriate.
A basic automation should include a welcome, a clear menu or intent question, relevant FAQ or product branches, a way to book or buy, human handoff, a fallback, opt-out handling, and CRM updates. If a bot fails twice, stop repeating itself and offer a person. Do not make customers restart or repeat details at handoff. Avoid collecting personal data the workflow does not need.
Measure outcomes—and protect channel health
Track the whole path from acquisition to support, not just message reads:
- Acquisition: cost per conversation, cost per qualified conversation, lead-to-appointment rate, and lead-to-sale rate.
- Messaging: delivery, reads, clicks, replies, button actions, opt-outs, template rejection, blocks or reports where available, human handoff, and first-response time.
- Commercial: revenue per conversation, conversion by segment, average order value, repeat purchase, cart-recovery revenue, customer acquisition cost, and support cost per resolved conversation.
Read rate is not revenue, and last-click attribution can over-credit WhatsApp when email, search, or paid social also influenced the purchase. Where feasible, compare an exposed group with a holdout group to estimate incremental sales. Track complaints and opt-outs as indicators of whether your strategy is sustainable, not as numbers to hide.
Meta has announced controls intended to reduce marketing-message overload, including limits influenced by user engagement and feedback. Do not promise a fixed number of messages you can send to every recipient. Review Meta’s announcement and current account guidance; availability and implementation can vary.
Compliance and privacy checklist
- Record a clear WhatsApp opt-in and its source; do not infer marketing consent from a transaction or support query.
- Identify the business and describe message types and expected frequency.
- Make opt-out requests easy to submit and reliably suppress the contact.
- Use the right message category and approved template where required.
- Review the offer, link, landing page, and claims before sending.
- Limit staff access, protect customer data, define retention practices, and handle deletion or complaint requests.
- Check applicable laws where recipients live, including privacy and marketing rules, and sector-specific restrictions.
WhatsApp’s platform rules do not replace legal advice. Requirements can differ across the United States, Canada, the UK, EU, Brazil, India, and other markets. Seek legal review for regulated sectors, sensitive data, purchased data, cross-border programs, or high-volume campaigns.
Common problems and what to do
- Messages are not delivering: Check recipient eligibility, template status and category, account messaging limits, quality indicators, and market-specific restrictions. Pause the affected campaign rather than repeatedly retrying.
- A template is rejected: Confirm the category matches the content, make the business and purpose clear, provide sensible variable examples, remove misleading claims, and check policy restrictions.
- Engagement is weak: Reassess whether the audience opted in for this content, whether the segment has a relevant need, and whether timing and frequency are appropriate. Do not respond by sending more often.
- Quality or account standing declines: Pause broad sends, review complaints and opt-outs, suppress inactive contacts, narrow the audience, and improve relevance and support coverage. Follow the current account remediation guidance.
- The bot frustrates customers: Add a human route, improve the fallback, pass context to the agent, and stop asking for information already supplied.
- Costs exceed the plan: Separate Meta charges from provider fees, compare delivered volume by category and country, and review software seats, integrations, and staff time.
How to choose a provider
Compare the official onboarding path, WABA and number ownership, app coexistence eligibility, Meta-fee transparency, vendor markup, subscription and seat fees, campaign segmentation, automation, API and webhook access, CRM integrations, history export, data retention, support, migration process, and contract terms. Avoid any vendor promising unlimited sends, guaranteed template approval, or a way around consent and delivery controls.
Examples of products in different parts of the market include Twilio for developer-oriented communications APIs, WATI for managed inbox and workflow tools, respond.io for shared conversation management, 360dialog for WhatsApp-focused provider infrastructure, and Brevo for teams already using its broader marketing tools. These are examples, not endorsements or a ranking. Features, fees, availability, and provider relationships change; verify current terms and whether the product fits your use case.
