Yes. A secret Foreign Intelligence Surveillance Court (FISC) order dated April 25, 2013, compelled Verizon Business Network Services to provide call-detail records to the National Security Agency (NSA) each day for a three-month period. The order covered call metadata—not the conversations themselves—and did not establish that every Verizon Wireless customer was included.
The order behind the headline
On June 5, 2013, The Guardian reported on a leaked FISC order provided by Edward Snowden. The order directed Verizon Business Network Services to produce records on an ongoing daily basis for communications handled by its systems from April 25 through July 19, 2013. The exact order was one part of a wider bulk telephony-metadata program that the government said had operated since 2006 and was renewed through separate orders. The House committee report on the USA FREEDOM Act recounts the disclosure and its legislative context.
“Millions” conveyed the scale of the broader collection, but the disclosed order did not specify an exact number of people affected. It is more accurate to say that it required production of a large body of records than to treat a particular headcount as established by that document.

The records were telephony metadata: information about calls rather than what callers said. The order’s described categories included originating and receiving numbers, unique identifiers, and the date, time, and duration of calls, along with related routing information. The Justice Department’s filing describing the order explains these categories and the limits described by the government.

Those limits matter: the disclosure was not evidence that the NSA listened to every Verizon call. But metadata is not necessarily innocuous. Patterns of calls can reveal relationships, routines, and associations even when the content is unknown. That is a privacy implication of the data, not a claim that the order authorized content interception.
Which Verizon customers did it cover?
The order named Verizon Business Network Services. It covered records for communications handled by that entity’s systems, including domestic calls and calls between the United States and other countries. It did not, on its own, prove that the government collected records from every Verizon Wireless subscriber. Later litigation involving Verizon Wireless subscribers likewise noted that the disclosed order specifically named Verizon Business Network Services and did not conclusively establish that the plaintiffs’ wireless records had been collected. The D.C. Circuit filing is available through GovInfo.
So “Verizon” is fair shorthand for the company named in the headline, but readers should not turn it into a claim about every Verizon customer or every type of Verizon service.

Who ordered the records, and under what authority?
The order was issued by the Foreign Intelligence Surveillance Court under Section 215 of the USA PATRIOT Act, the business-records provision of the Foreign Intelligence Surveillance Act (FISA), codified at 50 U.S.C. § 1861. The FBI used that authority to apply for a FISC order for “tangible things”; Verizon was compelled to produce the records, which were supplied to the NSA for the program. The NSA did not simply issue an order directly to Verizon.
This was a FISC order, not an ordinary criminal warrant from a conventional trial court. Calling the order “forced” is accurate in the sense that Verizon faced a legal directive rather than an ordinary voluntary request. The order was nevertheless issued through a court process. The controversy concerned the breadth and secrecy of the government’s legal interpretation, and whether it was lawful—not whether a court order existed at all.
The particular order covered a defined 90-day period and required daily production during it. That should not be confused with the broader program, which the NSA says began in 2006 and was reauthorized repeatedly. The NSA’s FISA overview describes the government’s account of that program and its rules.

Why collect call records in bulk?
The government said broad access to telephony metadata could help investigators find links between known or suspected foreign-terrorist identifiers and people in the United States, including connections not previously known to investigators. The NSA described the aim as identifying a U.S. nexus to a foreign terrorist threat.

These are the government’s stated controls; their existence does not settle whether the program was necessary, effective, or legally justified.
The central policy trade-off was breadth versus privacy. Broad collection could make records available to search for previously unknown connections, but it also placed calling-pattern information about people not suspected of wrongdoing into a government-held database. Critics questioned whether such collection fit Section 215’s requirement that records be relevant to an authorized investigation, and raised First and Fourth Amendment concerns. They also objected to the secrecy of the FISC process, where challenges to the government’s position were limited compared with an ordinary adversarial court case. The Privacy and Civil Liberties Oversight Board reviewed the Section 215 telephone-records program and the FISC’s operation.

Did courts settle whether the program was legal?
No single, simple court ruling ended the dispute. Courts reached different conclusions or addressed different questions and procedural stages: some accepted the government’s interpretation or declined to block the program in the case before them, while other judges found serious statutory or constitutional problems. It would be misleading to say without qualification that courts declared the program either wholly legal or wholly illegal.
The controversy fed into public oversight, litigation, declassification, and congressional action. The government’s security rationale and its claimed safeguards remained contested against objections about mass collection, the meaning of statutory relevance, and the privacy risks of building a database of ordinary people’s call patterns.
What changed after the disclosure?
In March 2014, President Barack Obama said the government should no longer hold telephone records in bulk. Congress then enacted the USA FREEDOM Act, signed June 2, 2015. The law prohibited bulk collection under Section 215 and shifted toward a model in which records remained with providers and the government sought them using specific selection terms, subject to the law’s requirements. It did not end every form of government access to telephone records or surveillance.

A transition provision allowed the legacy bulk system to continue for up to 180 days while the replacement was put in place. The Justice Department and Office of the Director of National Intelligence described that transition and the new provider-held approach. The Verizon order disclosed in 2013 is therefore a historical record of the former model, not evidence that the same order remains active today.
Section 215 should also not be confused with Section 702, a distinct foreign-intelligence authority, or with other tools such as pen-register orders, national security letters, and ordinary criminal subpoenas or warrants. They have different legal frameworks and are not what the disclosed Verizon order concerned.
Why the disclosure still matters
The story exposed a secret legal interpretation and made the distinction between call content and call metadata central to a public debate. It also showed how a provider could be compelled to turn over records without the public knowing about the order at the time. The ensuing oversight and statutory changes reshaped the Section 215 system, even as broader arguments about intelligence collection, secrecy, privacy, and security continued.
