SpaceX won its first publicly reported U.S. Space Force contract specifically tied to Starshield communications on September 1, 2023. The one-year task order had a maximum value of $70 million and covered satellite communications services, user terminals, equipment, network management and related support.
The key qualification is that the award was not publicly described as a $70 million purchase of a separate, government-owned Starshield satellite constellation. Instead, the service component used SpaceX’s existing Starlink constellation, with Starshield serving as the government-focused product and contracting framework.

The award was a task order under the Space Force’s broader PLEO commercial-services framework. Contemporary reporting described that framework as allowing approximately $900 million in potential work orders through 2028 across multiple vendors—not a $900 million award to SpaceX alone. Air & Space Forces reported the details of SpaceX’s task order.
What the $70 million covered
The publicly described scope included:
- Starshield end-to-end satellite communications service;
- use of the Starlink satellite constellation;
- user terminals;
- ancillary equipment;
- network management; and
- related services.
“Maximum value” is an important contract term. It describes the ceiling available under the task order, not necessarily money SpaceX received immediately or was guaranteed to receive. Actual spending would depend on the services, equipment and quantities the government ordered.

The public description also does not establish the contract’s precise bandwidth allocation, per-terminal cost, service-level guarantees or final obligated amount. Those details should not be inferred from consumer Starlink pricing.
Was SpaceX building a new Starshield constellation?
Not according to the public description of this 2023 award. The task order emphasized communications through the Starlink constellation, terminals, ancillary equipment and network management. It did not publicly establish that the $70 million funded a wholly separate fleet of newly built Starshield satellites.
That does not mean Starshield is merely a marketing name for consumer internet. SpaceX describes Starshield as a broader government-focused platform built around Starlink technology and SpaceX launch capabilities. Its stated areas include communications, Earth observation and hosted payloads. The company also markets secure processing, high-assurance cryptography, classified-payload support, modular integration and optical inter-satellite links as part of the platform. These are SpaceX’s product claims and should not be treated as independent security certifications.

“Military Starlink” is a useful shorthand for orientation, but it is incomplete. The 2023 Space Force task order used the existing Starlink network for its service component, while Starshield’s stated business scope extends to purpose-built government satellites, hosted payloads, sensing and secure mission systems.
What PLEO means
PLEO stands for Proliferated Low Earth Orbit. “Proliferated” means using many satellites rather than relying primarily on a small number of large spacecraft. Low Earth orbit can support lower-latency communications, while a larger distributed network is intended to reduce the consequences of losing individual satellites.

The Space Force established a multi-vendor commercial marketplace for satellite-based services through its Commercial Satellite Communications Office. In July 2023, Space Systems Command announced multiple indefinite-delivery/indefinite-quantity awards for PLEO services. The command’s announcement describes the procurement structure.
That structure lets the government place task orders as requirements emerge. It also means the SpaceX award should not be read as SpaceX winning the entire PLEO market. Other providers were included in the broader vehicle.
Why the Pentagon wanted commercial LEO connectivity
The apparent appeal was speed, scale and access to an operating commercial network. A service-based purchase can give military users access to connectivity and terminals without waiting for the government to design, launch and operate every element itself.
Public descriptions point to several possible military uses:
- high-bandwidth connectivity for dispersed forces;
- lower-latency tactical communications;
- communications in degraded or contested environments;
- rapidly deployable terminals; and
- integration with government-owned and other commercial satellite networks.
Separate Space Development Agency material describes proliferated LEO architectures for tactical data links, military communications, missile warning and missile tracking. That provides context for the strategy, but it does not prove that every one of those capabilities was included in SpaceX’s $70 million Starshield task order.

A proliferated network is also not immune to disruption. Jamming, cyberattacks, satellite loss, gateway outages, terminal failure and access restrictions can still affect service. “Resilient” should therefore be understood as an intended architectural advantage, not a guarantee of uninterrupted communications.

The September 2023 award was the first publicly reported U.S. Space Force contract specifically associated with Starshield communications. It was not SpaceX’s first government contract and not necessarily the first classified government work connected with Starshield capabilities.
In March 2024, Reuters reported that SpaceX’s Starshield unit was building a classified satellite network for the National Reconnaissance Office under a reported $1.8 billion contract signed in 2021. Reuters described that effort as separate from the commercial Starlink broadband constellation and intended for intelligence purposes. Many details remain classified.
Those two developments should not be combined into one contract:
- 2023 Space Force task order: publicly described communications services, terminals, equipment and network management, with a $70 million ceiling.
- Reported 2021 NRO contract: classified satellite-network work reported at $1.8 billion, with limited public detail.
Why the award mattered strategically
The financial size of the initial task order was modest compared with large defense and space programs. Its strategic importance was greater than its headline value.

First, it formalized the Pentagon’s willingness to buy military connectivity from a commercial LEO provider rather than depend exclusively on traditional geostationary satellite communications or government-owned infrastructure.
Second, it strengthened SpaceX’s position as more than a launch contractor and commercial internet provider. The Starshield brand gives government customers a way to procure a security-focused offering with military equipment, contract-specific controls and broader mission options.
Third, it demonstrated the logic of the PLEO model: use commercial capacity where possible, add government-specific equipment and controls where necessary, and maintain access to multiple providers rather than treating one constellation as the entire architecture.

Dependence on one provider
A multi-vendor procurement framework does not eliminate dependence at the mission level. If a particular operation uses SpaceX terminals, software and network services, it may still become reliant on one company’s technology and operational decisions.

Control and availability
Starlink’s use in Ukraine showed that commercial satellite connectivity can have geopolitical and operational consequences. Public controversies over Starlink access should not automatically be treated as proof that Starshield has identical terms or controls. The relevant question for a defense customer is who can authorize service, prioritize traffic, alter network behavior or deny access under the specific contract.

Security claims
SpaceX markets Starshield for government and classified missions and describes high-assurance cryptography and secure processing. Marketing language is not the same as an independently documented certification. The security architecture, accreditation and isolation requirements for a particular mission would depend on government approvals and contract terms.
Interoperability
Military users may need Starshield to connect with government-owned satellites, other commercial providers and tactical networks. A service that works well on its own can still create friction if terminals, authentication, routing, data formats or command systems do not interoperate cleanly.
Cost trajectory
A relatively small initial task order can establish a platform that later receives larger orders. The important financial questions are therefore not just the original ceiling, but recurring service costs, terminal replacement, capacity increases, integration and the cost of maintaining alternatives.

Later public notices indicate that Starshield procurement continued beyond the original 2023 award. A SAM.gov notice identifies a December 11, 2025 task order involving Starshield-related terminals, ancillary equipment and service plans.
A separate 2026 SAM.gov notice describes a first “Warrior Plans” task order awarded to SpaceX for Starshield services supporting Joint Force operational requirements. These later awards show continued expansion of the relationship, but they do not change what was publicly established by the September 2023 contract.
