On April 24, 2025, Ed Martin, then acting U.S. attorney for the District of Columbia, sent the Wikimedia Foundation a letter questioning whether its activities were consistent with its federal tax-exempt status. The letter alleged that foreign actors could manipulate Wikipedia and asked about the foundation’s editorial and trust-and-safety practices. It was an inquiry—not an IRS revocation, a court ruling, or a finding that Wikipedia published propaganda.
What happened in April 2025
Martin’s letter concerned the Wikimedia Foundation, the nonprofit that operates Wikipedia and supports other collaborative projects. The letter was dated April 24; The Washington Post reported on it the following day, and Wikimedia issued a public statement. Reporting at the time said the foundation was asked to respond by May 15, 2025. The Washington Post’s account and a circulated copy of the letter describe a request for information, not a court case or an order to take Wikipedia offline.
The distinction matters: questioning an organization’s eligibility for tax exemption does not itself change that status. The reporting cited here does not establish that the IRS revoked Wikimedia’s exemption or made a final determination about it.

According to reporting on the letter, Martin alleged that foreign actors could manipulate Wikipedia content, including accounts of historical events and biographies of current and former U.S. leaders. He argued that presenting propaganda as educational information could be inconsistent with Wikimedia’s charitable mission and raised national-security concerns. Those assertions were allegations in the letter, not findings established by a court, the IRS, or an independent investigation.

The letter sought information about the foundation’s editorial process, trust-and-safety measures, defenses against foreign influence, and how its content-governance practices relate to its educational purpose. The request put pressure on Wikimedia to explain how a nonprofit that supports a volunteer-edited encyclopedia addresses manipulation. It does not, on the evidence cited in the contemporaneous reporting, establish a specific foreign operation or show that the foundation knowingly promoted propaganda.
What 501(c)(3) status means
Section 501(c)(3) of the Internal Revenue Code covers organizations organized and operated for qualifying purposes such as charitable and educational work. Tax exemption is not a government guarantee that every statement an organization publishes is neutral, accurate, or free from controversy. Nor does a political dispute over an organization’s content, by itself, prove a tax-law violation.
The IRS explains that 501(c)(3) organizations are prohibited from intervening in political campaigns for or against candidates. That rule is distinct from the question of whether a particular article is biased or whether an organization discusses contentious political subjects. The IRS’s guidance on campaign intervention describes the restriction; a definitive assessment of Wikimedia’s compliance would depend on the applicable law and evidence, not on the label “propaganda” alone.

Could a U.S. attorney revoke the exemption?
Martin’s letter was not a revocation order. The IRS is the federal agency that administers tax-exempt status. A U.S. attorney’s office may raise concerns or act within its own legal authority, but the reporting cited here does not establish that Martin’s office could unilaterally cancel Wikimedia’s 501(c)(3) exemption, that the IRS had opened an examination, or that an IRS referral had been made.
A letter requesting information, an IRS examination, a formal determination, and a final change in tax status are different procedural steps. The available accounts establish the first: an inquiry from the U.S. attorney’s office. They do not establish a later IRS or court action. Wikipedia and the Wikimedia Foundation are not the same thing
Wikipedia is the encyclopedia; the Wikimedia Foundation is the nonprofit that operates it and supports related projects. Much of Wikipedia’s content creation and editorial work is carried out by volunteers under community-developed policies. The foundation supports the project, but that does not mean it makes every edit or exercises conventional top-down editorial control over every article. That distinction also limits what can be inferred from a dispute over an article or a contributor’s conduct. A platform’s policies may aim for accuracy and neutrality, but those aims are not proof that every page meets them; conversely, an allegation about content is not automatically evidence that the foundation violated tax rules.

How Wikimedia responded
The foundation’s statement, as reported by The Washington Post, said Wikipedia aims to inform rather than persuade and that its policies seek to make information accurate, fair, and neutral. The report also said the statement described a community of nearly 260,000 volunteers and a project with more than 65 million articles. Those figures and the policy description were reported as part of Wikimedia’s statement; they do not independently establish the neutrality of each article.
The Post reported that the statement did not directly acknowledge or answer Martin’s letter. The material cited here does not establish whether Wikimedia later responded by the reported May 15 deadline.

The letter came amid criticism of Wikipedia from conservative politicians, commentators, and advocacy organizations, as well as disputes over how the encyclopedia handles politically sensitive sources and topics. The Washington Post described Martin’s claims as echoing concerns in a March 2025 Anti-Defamation League report about alleged antisemitic and anti-Israel bias. That report was an advocacy organization’s assessment, not a government finding.
The dispute also followed a 2024 decision by volunteer editors to downgrade the ADL’s reliability rating for coverage related to the Israeli-Palestinian conflict, citing its advocacy role. That editorial decision and the ADL’s subsequent criticism are separate events; neither, on its own, proves the other’s claims. A source rating for coverage of a particular subject should not be generalized to all material from that organization.
Other criticism reported at the time included claims by Wikipedia co-founder Larry Sanger that the platform leans left, a Manhattan Institute analysis that described “suggestive evidence” of mild-to-moderate left-leaning language about U.S. public figures, criticism from the Media Research Center of source-reliability ratings, and Elon Musk’s public attacks on Wikipedia. These are different kinds of claims and assessments, produced by actors with different methods and perspectives. They should not be treated as interchangeable proof that Wikipedia is biased, nor as proof that it is not.
What revocation could mean—and what it would not automatically mean
If a nonprofit lost federal tax-exempt status, it could face federal income-tax consequences, changes affecting the tax treatment of donations, added compliance costs, and fundraising or reputational effects. The practical effects would depend on the legal basis and circumstances. Loss of the foundation’s tax status would not, by itself, amount to an order closing Wikipedia: the organization’s finances, the website’s infrastructure, volunteer editing, and related services are connected but not identical.
A government action based on protected editorial viewpoint could raise First Amendment questions, while tax-exempt organizations remain subject to neutral tax rules. Any legal dispute would turn on the authority invoked, evidence of a violation, the procedures used, and whether enforcement discriminated against a viewpoint. The contemporaneous coverage also quoted critics who interpreted the inquiry as pressure on an independent information source; those were their interpretations, not findings about the government’s motive.
What is established and what remains unresolved
- Established by contemporaneous reporting: Martin sent a letter to the Wikimedia Foundation questioning compatibility with 501(c)(3) status and seeking information; reporting gave May 15, 2025, as the response deadline.
- Not established by the cited material: that the IRS revoked Wikimedia’s exemption, that a court found Wikipedia to be propaganda, that Wikimedia was ordered offline, or that the foundation failed to respond.
- Still material to the outcome: whether an IRS referral or examination followed, whether later formal action occurred, and what basis and evidence any such action relied on.
For readers concerned about donations, this episode alone is not evidence that Wikimedia had lost its tax-exempt status. The letter raised a question and requested information; the available reporting does not document a completed tax proceeding.
