On September 12, 2024, the Washington State Department of Commerce announced approximately $37 million in grants for 46 clean-energy projects. The portfolio included a $750,000 wave-power award to Seattle’s Oscilla Power, a $700,000 carbon-utilization award to Tacoma’s Homeostasis Systems and a $500,000 battery-housing materials award to Renton’s Seiksui Aerospace.
This was not a single startup funding round. It combined $14 million for research, development and demonstration with $23 million for a broader solicitation covering planning, construction, resilience and community-energy projects. Commerce said approximately $29 million came from Washington’s Climate Commitment Act (CCA), supplemented by other state funds.
The three technology-company grants
Oscilla Power: ocean-wave energy
Seattle-based Oscilla Power received $750,000 to develop and demonstrate an enhanced drivetrain for an ocean-wave energy converter. The award supports marine renewable-energy technology at the development and demonstration stage; the announcement does not establish commercial deployment, utility-scale operation or proven cost competitiveness.
Homeostasis Systems: carbon utilization for battery materials
Tacoma-based Homeostasis Systems received $700,000 for a pilot using atmospheric carbon dioxide to develop carbon materials for battery-cell markets. Commerce’s description supports describing this as carbon utilization and materials development. It does not, by itself, establish a commercial carbon-capture plant, a finished battery product, durable carbon removal or guaranteed emissions reductions.

Seiksui Aerospace: thermoplastic battery housings
Renton-based Seiksui Aerospace received $500,000 to develop thermoplastic solutions for battery-storage housings in clean-energy vehicles. The project concerns enclosure materials rather than battery-cell chemistry, cathodes or anodes. Commerce uses the spelling “Seiksui Aerospace.”

The rounded total should not be read as private capital raised by recipients. These are public grants. An award can help fund technical work and reduce early financing risk, but it does not prove customer demand, commercial viability, completed construction or follow-on investment.

Carbon capture is several different technologies here
- Point-source capture: Grays Harbor Carbon Capture studied capture at a natural-gas power plant.
- Direct air capture: Polar Defense proposed obtaining carbon dioxide from ambient air.
- Novel capture materials: Eastern Washington University’s pilot uses a metal-organic framework.
- Carbon utilization: Homeostasis Systems is developing materials from atmospheric carbon dioxide.
- Biomass and sequestration: Carbon Containment Lab combined woody biomass conversion with a sequestration feasibility study.
Capturing carbon at a facility is not automatically atmospheric carbon removal. Turning carbon dioxide into a product may delay its return to the atmosphere, but the climate benefit depends on the energy used, lifecycle emissions, product durability and eventual carbon fate.

Why the Climate Commitment Act matters
Commerce identified approximately $29 million of the portfolio as coming from Washington’s Climate Commitment Act, the state’s cap-and-invest program, with other state funding covering the balance. The grants were intended to support emissions reduction, resilience, economic development and the clean-technology supply chain.
The funding was politically salient because Initiative 2117, a November 2024 ballot measure that would have repealed the CCA, was pending when the grants were announced. Voters rejected the initiative in November 2024. That political result does not determine whether any individual project met its technical or commercial goals.

What the announcement does—and does not—show
- It shows that Commerce selected 46 projects for approximately $37 million in public awards on September 12, 2024.
- It does not establish that every agreement was executed, every dollar disbursed or every project completed.
- It does not provide project milestones, follow-on private investment, commercial deployments, jobs created or measured emissions reductions.
- It does not make all 46 recipients startups: the portfolio includes companies, universities, public agencies, utilities, nonprofits and community organizations.
As a portfolio, the awards reveal a broad strategy: Washington funded frontier technologies such as wave power, direct-air capture and perovskite solar alongside practical projects involving microgrids, backup power, agrivoltaics and industrial decarbonization. The grants mark an opportunity to test and build these projects, not a final verdict on their market success.
