Open source attracted substantial organizational investment in 2024, but most of it was not cash paid to maintainers. A GitHub–Linux Foundation–Harvard survey estimated $7.7 billion a year in organizational contributions, largely the value of employee labor. In a separate measure, surveyed organizations reported about $162 million in financial investment; just 4% of that reported financial investment went directly to maintainers. These figures measure different things, not rival estimates of one global funding pot. Read the survey and its methodology.
The practical takeaway: open source had economic value and institutional backing, but the money did not reliably reach the people doing ongoing maintenance. For maintainers, companies, and anyone deciding how to support a project, the key question is not simply how much was invested—it is who received it, what work it supported, and whether the support can continue.
Three numbers that describe different layers of funding
“Open source funding” can mean the value of employees’ time, payments to contractors, grants to foundations, direct maintainer income, or revenue earned by a company selling a product built around open source. Treating all of these as interchangeable makes the headline figures misleading.

The $7.7 billion estimate includes contributions such as staff time. The $162 million is a reported financial subset, not a competing estimate of the same total. Neither figure should be presented as a complete global accounting: the research relies on organizational reporting, and respondents had difficulty quantifying labor hours and the budget share attributable to open source. Where the reported financial investment went
Among the survey’s reported financial investment, organizations allocated approximately:
- 57% to contractors
- 37% to foundations and projects or communities
- 4% directly to maintainers
- 1% to bounties
The percentages are rounded and may not total exactly 100%. They describe the allocation of the reported financial-investment measure, not all organizational contributions or all money in the ecosystem.
Contracting is not inherently wasteful. A company may hire specialists to deliver a defined feature, fix a vulnerability, or meet a deadline. That can produce useful work and pay skilled people. But a scoped contract is not the same as recurring support for the work that keeps a project dependable between feature requests.

Essential maintenance also includes issue triage, releases, documentation, dependency updates, security response, governance, mentoring, community moderation, and reviewing contributions that may not fit a project’s architecture. These jobs can be difficult to write into a short statement of work and may not produce an easily demonstrated deliverable. Contractor budgets and maintainer sustainability solve related but different problems.

Who gets funded—and what that funding can do
Individual maintainers
Direct payments can give maintainers flexibility to address the work they know is urgent. But donations and sponsorships often depend on visibility, personal networks, and a sponsor’s changing priorities. A maintainer may receive some income without receiving enough, or receiving it predictably enough, to make maintenance a job. Cross-border payments, taxes, and the lack of an organization to receive funds can also add friction.
Project teams and communities
Project-level money can pay multiple contributors and cover shared needs such as hosting, events, audits, and release infrastructure. It also raises practical questions: who holds the money, who decides its use, and how are contributors paid? A project may need a legal entity or fiscal host, accounting, governance rules, and a process for allocating funds.
Foundations
Foundations can provide legal and administrative structures, neutral governance, events, infrastructure, and coordinated funding. Their budgets may support important ecosystem work, but foundation revenue does not automatically become income for the maintainers doing daily work on a particular project. Check what a grant or membership actually funds rather than assuming institutional support reaches individual contributors.

Contractors and vendors
Contractors can handle specialist or clearly scoped work. Vendors may provide support, security services, integrations, or managed infrastructure. These arrangements can be effective when a buyer needs accountability and a defined outcome. The risk is that work outside the contract—especially long-term, low-visibility maintenance—remains unfunded.

Commercial open source companies
A company may employ maintainers and fund development through hosted services, subscriptions, support contracts, dual licensing, open-core features, consulting, or training. This can create salaries and dedicated teams. It does not mean every part of the wider community or every dependency receives support: the company’s roadmap and commercial incentives may differ from the needs of users who rely on the public project. Venture capital invested in such a company is funding the business, not automatically the open source commons.
What maintainers said about income
A separate 2024 Tidelift survey asked maintainers about income sources. Twenty-five percent of its respondents reported income from donation programs, compared with 24% in 2023 and 16% in 2021; 19% reported Tidelift as an income source. These are survey-sample figures, not a census of all maintainers. Respondents can report more than one source, so the percentages should not be added together. They also show whether a source brought in income—not how much, whether it was recurring, or whether it covered a living. See the survey overview and the report.
These findings complement the organizational survey but answer a different question. A large estimate of labor value does not tell us how many maintainers are paid, how many can work full-time on open source, whether income is stable, or whether money reaches less visible transitive dependencies. Nor does a reported donation establish that a project is sustainable.
Funding models and their trade-offs

No single model works for every project. A direct sponsorship may suit an individual maintainer; a team with shared expenses may need a fiscal host; a company with procurement and compliance needs may prefer a structured enterprise service; public-interest infrastructure may be a candidate for grant funding. The right question is whether the model pays the people and work that need support, with a manageable administrative burden and a realistic path to continuity.

Why critical open source can remain underfunded
Open source has a free-rider problem: many organizations and individuals can benefit from a project without paying for it. The beneficiaries who gain most commercially may not be the people who contribute money. A company may depend on a long chain of packages but struggle to identify which maintainers to fund or how much each should receive.
Other barriers reinforce the mismatch:
- Dependencies are hard to see. Software supply chains include transitive packages, not just the prominent framework an engineering team chose.
- Procurement expects a vendor. Purchasing systems are built around contracts, invoices, and deliverables, not volunteer communities or individuals without a legal entity.
- Maintenance benefits are indirect. Prevented outages and avoided vulnerabilities are valuable, but they can be harder to attribute than a new feature.
- Funding follows visibility. Stars, downloads, and personal reputation can attract support without reliably measuring criticality or need.
- Money and work can be misaligned. A grant might pay for an audit but not remediation; a company might pay for a feature while release engineering and documentation remain unpaid.
A project can therefore be indispensable without having a market price that automatically routes money to its maintainers. The existence of a commercial product built on open source does not guarantee that the upstream project is funded, and a large foundation budget does not prove that individual contributors are paid.
How companies can make funding more accountable
Organizations that depend on open source can improve their decisions by measuring more than sponsorship totals. A practical internal record can include:

- Contractor spending, foundation memberships, grants, sponsorships, and security-program costs as distinct categories.
- Dependencies by criticality and maintenance risk, including transitive dependencies.
- Whether funded work supports individuals, project operations, a foundation, a vendor, or a commercial company.
- What outcomes the funding supports: release reliability, unresolved security work, documentation, additional maintainers, governance, or reduced backlog.
- Whether the commitment is recurring, restricted to a deliverable, or dependent on one sponsor.
These measures help distinguish paying for software work from sustaining a public project. They also make it easier to assess whether a contribution addresses a project’s actual needs rather than simply producing a visible announcement or a one-off deliverable.

What maintainers can evaluate before choosing a funding route
For maintainers, the most useful funding option is one that fits both the work and the people who need to receive the money. Before setting one up, consider:
- Predictability: Is support recurring, one-time, or tied to a grant period?
- Control: Can funds cover routine maintenance, or only a named feature or audit?
- Recipient and administration: Can the money go to an individual, a team, or a project account? What tax, accounting, or legal responsibilities follow?
- Geographic eligibility: Can all intended recipients use the platform or program?
- Resilience: Would the project remain viable if its largest sponsor withdrew?
- Governance and succession: Who decides how shared funds are spent, and what happens if a lead maintainer steps away?
- Visibility bias: Does the route serve less visible but critical dependencies, or only projects with an existing audience?
Recurring support can help with planning, but it is wise to diversify rather than rely on one sponsor. Explain maintenance needs—such as release work, security response, triage, and documentation—not only desired features. If legal or tax administration is a barrier, a fiscal host may help, subject to its current eligibility and terms. Keep project funds distinct from personal income where appropriate, and make governance and succession plans before shared funding grows. A sponsorship page is a tool, not a complete sustainability plan.
So, was open source well funded in 2024?
It was receiving substantial organizational investment, but the evidence does not show that this investment was evenly distributed or that it reliably paid maintainers. The $7.7 billion estimate reflects broad organizational contribution, much of it labor; the $162 million captures a reported financial subset; and the 4% direct-maintainer share applies only to that subset. Separate maintainer-survey findings show that some respondents had income from donation programs or Tidelift, but not whether that income made their work sustainable.
The core gap was not a lack of economic value. It was the absence of a dependable way to convert that value into durable, appropriately distributed support for the people and projects that keep open source working.
