The U.S. Treasury Department sanctioned Beijing-based Integrity Technology Group on January 3, 2025, alleging that infrastructure tied to the company supported cyber operations attributed to Flax Typhoon, a Chinese state-sponsored threat group. The action is an OFAC sanctions designation—not a criminal conviction and not a blanket ban on all Chinese cybersecurity companies.
What the U.S. sanctioned
Treasury’s Office of Foreign Assets Control (OFAC) designated Integrity Technology Group, Incorporated, a cybersecurity company based in Beijing. The designation was made under Executive Order 13694, as amended by Executive Order 13757, which allows sanctions against cyber-enabled activity that threatens U.S. national security, foreign policy, economic health, or financial stability.
Treasury said the company’s infrastructure was used in activity attributed to Flax Typhoon. The public announcement does not establish that Integrity Technology Group commanded every operation, that every employee participated, or that every company product was involved.

Who is Flax Typhoon?
U.S. authorities describe Flax Typhoon as a Chinese state-sponsored malicious cyber group active since at least 2021. Reported targets have included government, education, critical infrastructure, critical manufacturing, information technology, and other organizations in North America, Europe, Africa, and Asia, with a particular focus on Taiwan.
Threat-intelligence companies and governments may use different names or define activity clusters differently. Flax Typhoon should not be confused with other “Typhoon”-named groups, including Volt Typhoon and Salt Typhoon.
What Treasury alleged
Treasury said that between summer 2022 and fall 2023, Flax Typhoon actors used infrastructure tied to Integrity Technology Group while exploiting multiple victims. The actors allegedly exchanged information with that infrastructure during their operations.

Treasury also said that in summer 2023 the group compromised multiple servers and workstations at an unnamed California-based entity. The activity reportedly involved:
- Exploiting publicly known vulnerabilities for initial access;
- Using VPN software and remote-desktop protocols;
- Using legitimate remote-access tools to maintain control; and
- Communicating through infrastructure associated with Integrity Technology Group.
These details reflect the U.S. government’s public attribution and evidentiary explanation. The Treasury notice does not disclose every victim, technical indicator, contract, server, or internal communication underlying the designation, and it is not a judicial finding after a public trial.

What OFAC sanctions mean in practice
The designation generally blocks Integrity Technology Group’s property and property interests that are in the United States or in the possession or control of U.S. persons. U.S. persons generally may not conduct transactions with the designated company or deal in its blocked property unless an exemption or OFAC authorization applies.
The restrictions can also affect transactions routed through the United States and entities owned directly or indirectly, in the aggregate, at least 50% by blocked persons. That ownership rule means screening only the vendor’s brand name may not be enough.

The designation is not automatically:
- A worldwide criminal ban;
- A prohibition on all dealings with China;
- A ban on every product or service associated with Integrity Technology Group; or
- A finding that every employee, subsidiary, customer, or Chinese cybersecurity company is sanctioned.
The answer for a particular transaction depends on the parties, ownership structure, payment route, U.S. involvement, goods or services, and any applicable license or exemption. Financial institutions and other businesses can face sanctions exposure for certain transactions involving designated persons, and civil sanctions enforcement can involve strict-liability standards in relevant circumstances.

Organizations should consult OFAC’s current designation information, applicable licenses and guidance, and qualified sanctions counsel before continuing a potentially affected transaction.

What companies and financial teams should do
- Check counterparties. Search vendor, customer, reseller, consultant, hosting, software, and payment records for Integrity Technology Group and relevant aliases or legal entities.
- Review ownership. Investigate subsidiaries and beneficial owners rather than screening only the company’s familiar trading name.
- Map payment routes. Identify U.S. banks, U.S. persons, intermediaries, and U.S.-origin services involved in the transaction.
- Pause and escalate uncertain transactions. Preserve contracts, invoices, account records, communications, and approval documents while sanctions counsel reviews the situation.
- Investigate network exposure. Review DNS, VPN, remote-desktop, and outbound-connection logs for suspicious activity associated with the relevant campaign or infrastructure.
- Reduce intrusion risk. Patch internet-facing systems, prioritize vulnerabilities in CISA’s Known Exploited Vulnerabilities catalog, rotate exposed credentials, and investigate privileged accounts if compromise is suspected.
- Report appropriately. Coordinate with legal counsel and the relevant financial, regulatory, or law-enforcement channels when a sanctions or cyber incident may have occurred.
Cybersecurity tools can help identify suspicious activity, but they do not determine sanctions compliance by themselves. A company may need both technical incident-response expertise and sanctions advice.

The action shows how the United States is using financial sanctions not only against named hackers or threat groups, but also against alleged commercial or corporate enablers whose infrastructure or capabilities support state-sponsored cyber activity.
It followed a broader public attribution effort. On September 18, 2024, the FBI, Cyber National Mission Force, NSA, and Five Eyes partners published a joint advisory describing Flax Typhoon’s tactics, techniques, and procedures and discussing Integrity Technology Group’s alleged role. Treasury later referenced the designation as part of a continuing series of cyber-related sanctions involving Chinese actors and alleged enablers; see its related sanctions announcement.

For businesses, the policy shift increases the importance of integrating cybersecurity, procurement, third-party risk, payments, and sanctions screening. A vendor may create risk not only because of what its software does, but also because of its ownership, infrastructure relationships, or role in a sensitive supply chain.
What remains undisclosed
The public record cited in the designation does not provide a complete account of the evidence or prove that Integrity Technology Group directly operated every Flax Typhoon intrusion. It supports a narrower conclusion: U.S. authorities alleged that infrastructure tied to the company supported activity attributed to the group.
Companies should therefore avoid both extremes—assuming that every product or employee is malicious, or assuming that the designation has no relevance unless the exact company name appears on an invoice. The practical question is whether a proposed transaction, counterparty, ownership chain, or service involves blocked property or a prohibited dealing under current OFAC rules.
