On May 7, 2024, the U.S. Commerce Department revoked certain export licenses that had allowed Intel and Qualcomm to supply specified products to Huawei. The decision tightened existing restrictions on the Chinese technology company, particularly for laptop, handset, 4G and Wi-Fi-related components. It was not a blanket ban on every Intel or Qualcomm product, nor did it prohibit Huawei from using chips designed or manufactured through other channels.
The action came during the Biden administration after Huawei launched products that renewed scrutiny of its access to advanced foreign technology. Intel disclosed an expected effect on its second-quarter revenue, while Qualcomm later reported that it did not expect further product revenue from Huawei under the revoked authorization.
What changed on May 7, 2024
Huawei had been on the U.S. Commerce Department’s Entity List since May 2019. That designation generally requires companies to obtain an export license before supplying covered goods, software or technology to Huawei. It does not automatically mean that every transaction is impossible: the government can issue licenses for particular products, customers and uses.

Reuters reported that Intel and Qualcomm were among the companies affected, although Intel’s own filing described the customer only as a Chinese customer rather than naming Huawei.

Why the licenses were revoked
The immediate political trigger was Huawei’s April 2024 launch of the MateBook X Pro laptop, which used Intel’s Core Ultra 9 processor. Members of Congress criticized the Commerce Department for allowing modern U.S. technology to reach Huawei despite the company’s Entity List status.
The episode followed Huawei’s 2023 Mate 60 Pro smartphone launch, which drew attention to an advanced chip made through China’s semiconductor supply chain. Together, the products intensified debate over whether existing export controls were sufficiently restrictive.
The formal rationale was export-control and national-security policy. Commerce Secretary Gina Raimondo indicated that the government could revoke a license if it concluded that an authorized chip’s capabilities, including possible AI-related capabilities, created a security concern. That rationale should not be confused with a finding that the specific Intel processor was being used for a military application. The available reporting establishes policy concern and congressional pressure, not verified military use of that laptop chip.

What Intel’s license revocation covered
Intel said in a May 8, 2024 filing that Commerce had revoked certain licenses for “consumer-related” items exported to a customer in China. The filing did not separately identify Huawei or quantify the revenue tied to the withdrawn authorizations. Reuters connected the action to Huawei’s laptops and the MateBook X Pro.
Intel said its second-quarter 2024 revenue would remain within its previously issued $12.5 billion to $13.5 billion range but fall below the midpoint because of the license revocation. Intel did not disclose a precise Huawei-related dollar loss, so the announcement should not be turned into an unsupported estimate.

What Qualcomm’s license revocation covered
Qualcomm’s later filing provided more product detail. The revoked authorization covered 4G and certain other integrated-circuit products, including Wi-Fi products. It did not cover 5G products. Qualcomm said it did not have a license to sell 5G products to Huawei and that Huawei had already begun using its own chips in 5G-capable devices.

Qualcomm reported approximately $560 million in product revenue from Huawei during the first nine months of fiscal 2024 before the revocation. It said it did not expect further product revenue from Huawei under that authorization after May 7, 2024. The $560 million figure represents previously reported revenue during that period; it is not necessarily a full-year run-rate loss or a measure of lost profit.

If Huawei gained smartphone market share, it could take share from Chinese or international phone manufacturers that used Qualcomm chips. That creates a second-order risk beyond the direct loss of Huawei sales.

Was this a total ban on Intel and Qualcomm sales?
No. The precise description is that Commerce revoked certain licenses permitting specified products to be exported to Huawei. It did not ban Intel or Qualcomm from doing business with China generally, and it did not automatically prohibit every product made by either company from reaching every Huawei-related entity.
Whether a transaction is allowed can depend on the named entity, product classification, U.S. content or technology, manufacturing location, end user, end use and the terms of the applicable license. A license is also limited authorization, not unrestricted commercial approval.
What Huawei could use instead
The revocations increased pressure on Huawei’s ability to source foreign processors and connectivity components for smartphones and notebooks. But they did not eliminate Huawei’s ability to use its own chip designs or chips made through Chinese partners.

Possible substitutes included existing inventory, redesigns, internally developed processors, Chinese suppliers and non-U.S. suppliers. Each alternative has constraints: performance, manufacturing capacity, software compatibility, modem and connectivity capabilities, cost and the possibility that other export-control rules could apply. Huawei’s progress in domestic chips therefore does not prove that it became independent of U.S. technology.
Why the decision mattered beyond one quarter
For Intel, the immediate disclosed effect was a quarterly revenue warning, but the company did not publish a separate Huawei loss. For Qualcomm, the direct exposure was clearer because the company quantified earlier Huawei product revenue and expected no further revenue under the revoked license.
Strategically, the decision illustrated the shift toward more granular technology controls. Instead of treating restrictions only as a company-level question, regulators increasingly examine particular products, technical capabilities, end users, end uses, affiliates and supply-chain relationships. Later industry filings describe a compliance environment that can reach products and manufacturing activities connected with Huawei and its affiliates.

The U.S. objective is to slow Huawei’s access to advanced computing and communications technology. The trade-off is that restrictions can also encourage Huawei and China to replace U.S. components with domestic alternatives, while reducing sales and scale for American semiconductor companies. The May 2024 action alone does not establish either that Huawei’s chip development was stopped or that China achieved semiconductor self-sufficiency.
