Trump Met Intel CEO Lip-Bu Tan After Demanding His Resignation. Craig Barrett Called Intel’s 14A Investment Strategy “A Joke.”

President Donald Trump demanded that Intel CEO Lip-Bu Tan resign on August 7, 2025. Four days later, the two met at the White House, and Trump publicly struck a friendlier tone, saying Tan and administration officials would continue discussing proposals for Intel. The meeting did not announce Tan’s departure or a completed rescue plan. Separately, former Intel CEO Craig Barrett called a reported proposal to wait for customers before investing fully in Intel’s next-generation 14A manufacturing process “a joke.”

What happened between Trump and Intel’s CEO?

On August 7, 2025, Trump publicly described Tan as “highly conflicted” and called for his immediate resignation. It was a presidential demand, not a corporate removal: Intel’s board, rather than the president, controlled the company’s CEO appointment. Tan had become CEO on March 18, 2025, after previously serving on Intel’s board. CNBC reported on Trump’s demand and Tan’s response; Intel announced Tan’s appointment.

The dispute centered on scrutiny of Tan’s investments in Chinese technology companies and his earlier tenure as CEO of Cadence Design Systems. Cadence pleaded guilty in July 2025 to illegal exports of chip-design technology to China involving conduct from 2015 through 2021, when Tan led the company. That timing does not establish that Tan personally directed or took part in the exports. Senator Tom Cotton also questioned Intel’s board about Tan’s investments, potential military connections involving some companies, and disclosure or divestment of relevant interests. These were allegations and questions, not a finding that Tan had committed an export-control violation.

Tan told employees he had operated to the highest legal and ethical standards during more than four decades in the industry. Intel said the company, its board, and Tan were committed to advancing U.S. national and economic security. Those statements showed the board’s support for its CEO; they did not, by themselves, settle every political or governance concern. Tan’s statement to employees is available from Intel.

The August 11 White House meeting softened the rhetoric

Tan met Trump at the White House on August 11, 2025, with Commerce Secretary Howard Lutnick and Treasury Secretary Scott Bessent. The meeting is recorded in the official U.S. government daily compilation. Afterward, Trump called it “very interesting,” praised Tan’s success, and said Tan and Cabinet officials would develop proposals for Intel and continue discussions. Intel described the meeting as candid and constructive and reiterated its commitment to U.S. technology and manufacturing leadership.

The change was in tone, not a disclosed resolution. Trump did not announce Tan’s resignation, publicly establish that his earlier concerns had been disproved, or lay out a complete financing or manufacturing agreement. The White House discussion should not be conflated with a later, separately announced administration-Intel agreement on August 22. Intel’s announcement of that later agreement dates it after the meeting.

What Barrett meant by “a joke”

In a separate August 10 essay, former Intel CEO and chairman Craig Barrett criticized the reported idea that Intel should hold back on full investment in its planned 14A process until customers committed to using it. Barrett called that wait-for-customers-first approach “a joke.” His target was the timing and logic of the investment decision—not proof that Intel had canceled 14A, nor evidence that he spoke for Intel’s current board. Barrett’s proposal and comments were published by Fortune.

Intel 14A was planned as a next-generation manufacturing process after 18A. The underlying problem is circular: prospective foundry customers may hesitate to commit volume until a process roadmap, capacity, and delivery prospects look credible, while Intel may hesitate to fund expensive development and capacity without customers. Advanced process development takes years, so waiting can make a foundry offer less convincing. But investing ahead of firm demand risks adding costs and capacity the company may struggle to fill.

That makes Tan’s reported position understandable as a capital-discipline argument rather than simple opposition to 14A. Intel was financially constrained, and customers judge a foundry on economics, yield, performance, and reliable delivery—not just a technology announcement. Barrett emphasized the opposite risk: without visible investment, Intel might not win the commitments needed to justify it. Intel’s own Q1 2025 comments cited about $18 billion in gross capital investment and $8 billion to $11 billion in net capital expenditure for that year, underscoring the scale of capital decisions already facing the company. Intel’s earnings-call comments provide those figures.

Barrett’s proposed $40 billion plan was not a financing commitment

Barrett estimated Intel needed roughly $40 billion in new capital to be competitive. He suggested that large customers—including Nvidia, Apple, and Google—could invest, potentially receiving equity, guaranteed supply, a second source to TSMC, and more supply-chain security in return. He also argued for immediate investment in advanced technologies such as High-NA EUV and backside power delivery, and for policy measures such as tariffs to encourage domestic use of advanced U.S.-manufactured chips.

Those were Barrett’s prescriptions, not announced terms from Intel or commitments from the named customers. His proposal also raised real trade-offs: customer money could align incentives and help make capacity credible, but customers may prefer the scale, ecosystem, yields, and established relationships of other foundries. Government or customer-backed capital can support strategic goals, but it does not remove the need for commercial discipline. Barrett favored preserving Intel’s integrated design-and-manufacturing capabilities rather than automatically splitting the company.

Why the dispute mattered beyond one CEO

Intel’s manufacturing plans have significance for Washington because the company has been described as the only U.S. company with leading-edge logic research and manufacturing capability. Its foundry ambitions intersect with domestic production, supply-chain resilience, defense concerns, and the effectiveness of semiconductor subsidies. Intel’s stated strategy under Tan emphasized restoring product leadership, expanding Intel Foundry, and improving manufacturing execution. Intel outlined that strategy in a company statement.

That context explains why a personnel dispute quickly became a debate over industrial policy and capital allocation. The stakes are not only whether Intel spends more or less on 14A, but whether it can show customers and policymakers a credible path to advanced manufacturing while managing the costs and execution risks.

What the episode does—and does not—show

  • Trump demanded Tan’s resignation, but the demand was not a board vote or a formal CEO removal.
  • Tan and Intel defended his record and the company’s national-security commitments; that response was not an independent verification of every detail of his investment history.
  • The White House meeting was followed by a more positive public tone and further promised discussions, not an immediately disclosed comprehensive rescue plan.
  • Barrett’s $40 billion estimate and customer-investment concept were his recommendations, not committed capital or an Intel financing announcement.
  • The criticism concerned when to invest in 14A relative to customer commitments. The cited evidence does not establish that 14A was canceled.

For readers following Intel as a business or investment, the useful distinction is between the political drama and the operating question underneath it: can Intel fund and execute an advanced foundry roadmap that customers will trust, without spending ahead of demand to a degree its finances cannot sustain? The August 2025 events sharpened that question; they did not answer it.
