Oracle is not independently taking over TikTok’s global algorithm. Under the U.S. structure announced on January 23, 2026, TikTok USDS Joint Venture LLC says it will retrain, test, and update the recommendation system using U.S. user data. Oracle is a 15% managing investor, the cloud-infrastructure provider, and the venture’s trusted security partner.
The arrangement is intended to address more than where TikTok stores information. It also raises questions about who controls model training, software updates, content ranking, audits, and the relationship between the new U.S. entity and ByteDance.
The short version
- The plan was reported as a proposed framework on September 22, 2025, then formalized through TikTok’s January 23, 2026 announcement of a new U.S. joint venture.

What changed, and when?
On September 22, 2025, reporting described a proposed arrangement in which Oracle would help oversee and retrain a U.S. version of TikTok’s recommendation system. That report should not be treated as the final transaction.
On January 23, 2026, TikTok announced that TikTok USDS Joint Venture LLC had been established with Oracle, Silver Lake, MGX, and other investors. The venture says its safeguards cover U.S. user data, algorithm security, software assurance, content moderation, and trust and safety. The announcement also says the structure applies to TikTok and other U.S. apps and websites, including CapCut and Lemon8.

The distinction matters: the 2025 story described a proposed framework; the 2026 announcement described the newly formed U.S. entity and its stated responsibilities.
What does “retraining the algorithm” mean?
TikTok’s recommendation system ranks videos for each user. In general, recommendation systems can use signals such as viewing time, skips, likes, follows, searches, device information, location signals, and characteristics of the content itself. TikTok has not publicly disclosed through this announcement the exact fields, model architecture, training pipeline, or governance rules that will apply to the U.S. system.
In practical terms, retraining could mean starting with a licensed or copied version of an existing model and adjusting it with U.S. behavioral and content data. It could also involve testing whether recommendations perform appropriately for American users, updating the model as trends change, and imposing separate access controls on the model and its training data.

The confirmed claim is narrower: the U.S. joint venture says the recommendation algorithm will be retrained, tested, and updated on U.S. user data.
Is Oracle taking over TikTok’s algorithm?
Not according to the available official description.
Oracle is one of three managing investors, alongside Silver Lake and MGX, and each has a 15% stake. TikTok identifies Oracle as the trusted security partner and says the recommendation algorithm will be secured in Oracle’s U.S. cloud environment.
That describes a major infrastructure and security role, not proof that Oracle independently owns TikTok’s global recommendation technology or personally designs every ranking rule. A more accurate summary is:

- Oracle: provides the cloud environment and trusted-security support.
- The U.S. joint venture: operates the U.S. security-sensitive functions and says it will retrain, test, and update the recommendation system.
- ByteDance and TikTok’s global organization: remain connected to the broader ecosystem through ownership, interoperability, and certain commercial functions.
The announcement does not provide a complete decision-rights matrix showing who can approve model changes, access model weights, change ranking policies, or authorize software releases.

What happens to ByteDance?
ByteDance retains a 19.9% stake in the joint venture. TikTok also says its global entities will continue to manage interoperability and certain commercial activities, including advertising, marketing, and e-commerce.
That means ByteDance is not described as disappearing from the broader TikTok ecosystem. The intended arrangement separates security-sensitive U.S. functions from other global and commercial operations, but the public announcement does not fully explain the technical and legal boundary between them.
For example, it remains unclear how data, software dependencies, moderation labels, content metadata, model updates, and technical support will move—or not move—between the U.S. venture and global TikTok entities.

Why the algorithm matters more than data storage
Storing data in a U.S. cloud environment addresses one category of concern: who hosts and potentially accesses account and behavioral information. The recommendation system raises a separate question: who can influence what users see?
The algorithm determines which videos receive distribution, which creators gain visibility, and which political, cultural, or commercial narratives reach large audiences. That is why the U.S. debate has focused not only on data access but also on whether ByteDance—or the Chinese government—could influence recommendation outcomes or retain operational control over the software.
TikTok’s announcement treats data protection and algorithm security as separate safeguards. A U.S. data center alone would not answer who approves model updates, controls ranking policies, administers the system, or reviews the code that determines recommendations.
Will American users get a different feed?
Possibly, but the scale and timing of any change are not yet established.

That could affect:
- What appears in the For You feed.
- How readily users discover international creators and trends.
- Distribution of news, political, and social content.
- Creator reach, engagement, and monetization.
- Advertising performance and audience targeting.
- TikTok Shop and other e-commerce activity.
At the same time, TikTok says interoperability is intended to preserve a “global TikTok experience,” including discovery for U.S. creators and global operations for businesses. That is an objective, not proof that the feed will remain unchanged.
It would be premature to say that the U.S. app will have a completely new algorithm, that American users will stop seeing foreign content, or that the change will automatically make TikTok safer. The announcement does not provide measured before-and-after recommendation data.
What data will be used?
The venture says the algorithm will be trained, tested, and updated on U.S. user data, and that U.S. user data will be protected in Oracle’s secure U.S. cloud environment. It also describes third-party audits and certifications based on standards including the NIST Cybersecurity Framework, NIST 800-53, ISO 27001, and CISA security requirements for restricted transactions.
However, “U.S. user data” is not fully defined in the announcement. Important unanswered questions include:
- Does it mean only data generated by people physically located in the United States?
- How are tourists, expatriates, and users who routinely cross borders treated?
- Can U.S. creator content be used in non-U.S. model training?
- Will historical training data be discarded, retained, or transformed?
- Can content metadata, engagement signals, or moderation labels cross between entities?
- Can ByteDance provide technical updates after the initial model is licensed or copied?
- Does U.S. cloud hosting prevent every relevant data flow from leaving the country, or only place specified systems there?
The official statement supports the existence of a U.S. data and security program, but it does not publish a complete cross-border data-flow map.
What does source-code review prove?
TikTok says the venture will review and validate source code on an ongoing basis with Oracle’s assistance. That could improve software assurance, but source-code review alone does not prove that recommendations are unbiased, politically neutral, immune to manipulation, or free of insecure dependencies.
A meaningful assessment would need to clarify whether auditors can examine:

- Application source code.
- Model-training code and model weights.
- Data pipelines and access logs.
- Deployment infrastructure and software-update mechanisms.
- Content-moderation tools.
- Third-party libraries and other dependencies.
The announcement does not specify the scope of the reviews or publish independent audit reports. Certification can confirm that specified controls exist without answering whether recommendation outcomes are manipulated or politically biased.

TikTok says the joint venture will have a seven-member board with a majority-American composition. The listed directors include TikTok CEO Shou Chew, representatives connected to Silver Lake, MGX, Oracle, and Susquehanna, as well as independent technology and security executives.
The venture appointed Adam Presser as chief executive officer and Will Farrell as chief security officer.
Board composition, however, is not the same as day-to-day technical control. Readers should distinguish between:
- Who governs the company at board level.
- Who can access production systems and model weights.
- Who approves model-training data and ranking changes.
- Who controls advertising, marketing, and e-commerce.
- Who owns or licenses the underlying intellectual property.
The public announcement does not provide a complete answer to each question.
Potential benefits and trade-offs
Potential benefits
- Data residency: U.S. user data is intended to remain protected in Oracle’s U.S. cloud environment.
- Separate security controls: The venture says it will apply a dedicated privacy and cybersecurity program.
- Model-specific governance: Retraining on U.S. data could reduce reliance on systems operated directly from China.
- Auditability: The venture promises third-party audits, certifications, and ongoing source-code review.
- Continuity: Users and businesses can continue using TikTok rather than moving to an entirely new application.
These are stated safeguards and objectives, not independently demonstrated outcomes.
Trade-offs
- Less global context: A U.S.-focused model might better reflect American behavior but perform less effectively with international trends, multilingual content, and cross-border communities.
- U.S. data is not the same as U.S. control: Software architecture, intellectual property, business rules, and technical dependencies may still originate outside the United States.
- Cloud location is not operational independence: Hosting systems in the United States does not by itself reveal who administers them, controls encryption keys, approves updates, or changes ranking policies.
- Opacity may remain: The announcement does not publish model cards, training-data documentation, independent recommendation tests, or ranking-change logs.
The key unresolved questions
- What exactly is being retrained? The full model, selected components, model weights, or only parts of the ranking pipeline?
- Which data is included? The announcement does not specify the size, source, fields, retention period, or geographic definition of the U.S. training set.
- Who can approve updates? The public materials do not identify every person or entity with authority over model changes and software releases.
- How independent are the audits? It is not yet clear whether audits cover source code, model behavior, data access, political bias, recommendation manipulation, or only cybersecurity controls.
- How will interoperability work? Preserving global discovery and commercial activity may require software or data exchanges that complicate the security boundary.
- What role can ByteDance retain? Its 19.9% stake and the continuing role of TikTok’s global entities make the practical limits of its involvement especially important.
- When will users see a measurable change? The announcement does not establish a complete migration or retraining timetable.
What users, creators, and advertisers should watch
- Updates to TikTok’s privacy policy and data-processing disclosures.
- Explanations of where recommendation data is stored and how it is used.
- Noticeable changes in the For You feed, especially in international or political content.
- Changes to creator analytics, distribution, monetization, or appeals procedures.
- New content-moderation rules or transparency reports.
- Independent audit reports, model documentation, or software-assurance findings.
- Regulatory filings, congressional testimony, and further statements from Oracle, TikTok USDS, or U.S. regulators.
For creators and advertisers, a change in recommendation ranking could matter even if the app’s interface looks identical. Distribution, audience composition, campaign performance, and brand-safety decisions can change through backend systems without a visible redesign.
Bottom line
TikTok’s U.S. joint venture says it will retrain, test, and update the recommendation algorithm using U.S. user data, with Oracle providing the U.S. cloud and trusted-security environment. That is a more consequential change than simply moving TikTok’s data to American servers, but it is not proof that Oracle alone controls the algorithm or that ByteDance has been fully removed.
The arrangement creates a U.S.-specific governance and infrastructure framework. Whether it produces a genuinely independent, more transparent, or noticeably different TikTok experience will depend on details the public announcement does not yet provide: the training data, model architecture, access controls, update process, audit scope, and boundaries between the U.S. venture and TikTok’s global operations.
