Short answer: The European Commission is investigating Google’s use of publisher and YouTube content for artificial-intelligence purposes, but it is not investigating a formal product or legal entity called “Google Zero.” The phrase is a publishing-industry nickname for a feared search environment in which Google answers more questions itself, reducing the clicks—and potential revenue—that websites receive.
The formal antitrust investigation opened on December 9, 2025. It examines Google’s AI-generated search features, including AI Overviews and AI Mode, as well as the use of YouTube content to train generative-AI models. As of the latest available Commission material through August 2026, this remains an investigation—not a final finding that Google broke EU law.
What “Google Zero” means
“Google Zero” is not the name of a Google service. It is shorthand used by publishers, technology commentators, and media businesses to describe a possible decline toward zero outbound traffic from Google Search.

The idea builds on the older concept of a zero-click search. A user searching for a calculation, weather forecast, definition, map result, product detail, or other straightforward fact may get the answer directly on the results page without visiting an external website. AI-generated answers expand that concern to more complicated questions.

With AI Overviews, Google can display an AI-generated summary in or around Search results. AI Mode is a more conversational search experience that allows follow-up questions and produces a synthesized response. They are related but not identical products, and their availability and presentation can vary by country, account, device, and date.
The concern is not that every website will literally receive zero visitors. Rather, publishers fear that Google could increasingly become the destination instead of a gateway to the wider web. If users get a satisfactory answer without clicking, a publisher may lose advertising impressions, affiliate conversions, subscriptions, donations, registrations, or opportunities to build a direct relationship with that reader.
Some searches are naturally better suited to an immediate answer, and a zero-click result is not automatically harmful. The economic issue is what happens when the same model is applied to reporting, reviews, recipes, research, health information, travel advice, tutorials, and other work that websites spend money and time producing.

What the EU investigation actually covers
On December 9, 2025, the European Commission opened a formal antitrust investigation into Google’s possible use of online content for AI purposes. The Commission is examining two connected areas.
1. Publisher content and AI Search
The Commission is assessing whether Google:
- Uses online publishers’ content to power AI Overviews and AI Mode.
- Provides suitable compensation for that use.
- Gives publishers a meaningful way to refuse AI use of their content.
- Places publishers in a difficult position because declining AI use could affect their visibility or access to Google Search traffic.
That last point is central to the “Google Zero” concern. A nominal opt-out may not be commercially meaningful if a publisher depends heavily on Google for discovery and fears that refusing one use of its content could damage its ordinary Search visibility.
The Commission is not simply conducting a statistical review of whether website traffic has fallen. Its competition-law inquiry concerns possible unfair conditions, access to important content, compensation, opt-out rights, and the effects on competition in AI markets.
2. YouTube content and AI training
The YouTube issue is separate from the question of whether Google’s Search answers reduce clicks, but it is part of the same investigation.
The Commission is examining whether Google:
- Requires creators to grant permission for uploaded YouTube content to be used for purposes including generative-AI training.
- Does not offer a separate compensation system for that use.
- Does not allow creators to refuse AI-training use while continuing to upload normally.
- Restricts rival AI developers from obtaining equivalent access to YouTube content.
These are matters under examination, not established findings of illegality. YouTube creators also have a different relationship with Google from independent web publishers because YouTube’s terms, monetization system, upload conditions, and platform dependence create a distinct fact pattern.
The Commission’s stated competition concern is that Google may have preferential access to valuable data while rival AI developers cannot obtain comparable material. That makes the case broader than a dispute about whether one publisher should receive a licensing payment.

Why this is an antitrust case, not simply a copyright case
Copyright may be relevant to the use of online articles, videos, images, or other material, but the Commission’s investigation asks a different primary question: whether Google’s position in Search, video, and AI enables it to impose unfair conditions or gain an advantage over competitors.
Possible competition concerns include:
- Dependence on Google traffic: Publishers may rely on Google Search to reach audiences.
- Control of valuable data: Google operates major Search and YouTube platforms that contain or index large volumes of content.
- Vertical advantage: Google may use information available through its platforms to improve its own AI services.
- Rival access: Competing AI developers may not have equivalent access to the same content.
- Unfair conditions: Publishers or creators may face a choice between allowing a use they dislike and risking reduced discoverability.
The Commission’s public summaries refer to possible issues under Article 102 of the Treaty on the Functioning of the European Union, which addresses abuse of a dominant position. Opening an investigation does not prove that Google has abused a dominant position, infringed Article 102, or violated copyright.

Copyright, contract, privacy, platform terms, media regulation, and competition law can overlap, but a successful claim under one area would not automatically establish a violation under all the others.
Is the EU investigating publishers’ lost traffic?
Not directly in the simple sense suggested by the headline.
Traffic displacement is the economic context behind “Google Zero.” If Google provides a more complete answer on its own results page, users may have less reason to visit the source. Lower referral traffic can affect advertising revenue, paid subscriptions, affiliate income, donations, and the ability to convert casual visitors into loyal audiences.
But a drop in traffic alone does not establish an antitrust violation. Traffic can change because of social platforms, direct visits, email newsletters, browser behavior, seasonality, algorithm updates, changing consumer habits, or the way a search result is presented.
The legal question is whether Google’s conduct may amount to anticompetitive exploitation or foreclosure. The Commission has not, in the available material, announced a finding that Google caused a particular percentage decline in publisher traffic.

Effects can also differ by query type, country, device, publisher, and Search feature. Some sites may benefit from being cited in an AI answer or may gain brand exposure and follow-up visits even if total traffic declines. A large publisher with strong direct traffic, subscriptions, or a recognizable brand may be more resilient than a small site whose audience depends mainly on search referrals.
How the two EU proceedings fit together
A separate EU proceeding began on November 13, 2025 under the Digital Markets Act. It concerns Google’s “site reputation abuse” policy and the demotion of certain publisher websites that use commercial partner content.
The Commission is examining whether that ranking policy is compatible with the DMA obligation to provide fair, reasonable, and non-discriminatory access conditions. Google has said the policy is intended to address ranking manipulation.
This DMA proceeding concerns publisher ranking and access to Search visibility. The December 2025 antitrust investigation concerns the use of online content for AI and possible effects on publishers, creators, and rival AI developers.

They are related because both involve Google’s influence over publishers, but they are legally distinct. Calling both matters a single “Google Zero investigation” obscures what each proceeding is examining.

What has the EU decided so far?
As of the latest available Commission material through August 2026, the December 2025 AI-content matter remains an investigation.
That distinction matters. An investigation is not the same as:

- A final infringement decision.
- A fine or remedy.
- An order to change AI Overviews or AI Mode.
- A completed appeal.
The Commission could ultimately close the matter, accept commitments, impose behavioral or other remedies, issue an infringement finding, or take another procedural path. The investigation could also take years. None of those outcomes should be presented as settled before the Commission announces one.

The EU has taken other action involving Google under the DMA, including matters concerning search-data sharing and publisher access. Those developments provide broader regulatory context, but they do not automatically resolve the separate AI-content antitrust investigation.

Traffic and revenue pressure
Publishers that rely on search referrals may face pressure if users increasingly consume answers without visiting source pages. The consequences depend on the business model:
- Advertising businesses may lose impressions and page views.
- Affiliate sites may lose product clicks and commissions.
- Subscription publishers may lose opportunities to convert readers.
- News organizations may lose repeat visitors and registrations.
- Independent creators may lose discovery, mailing-list signups, and sponsorship value.
Those effects are not automatic, and they are not uniform. Search remains one source of audience, not the only one.
Compensation and meaningful choice
A publisher may reasonably want payment for the use of its work in AI systems. But compensation is only part of the issue. An opt-out may be difficult to exercise if refusing AI use also threatens ordinary Search visibility.
That is why the Commission is examining whether publishers have a genuine choice rather than merely a technical setting. A control that exists on paper may have limited commercial value if using it carries a significant discoverability penalty.
Audience diversification
For a publisher or creator, the practical response is not to assume that another SEO tool will restore every lost click. It is to measure traffic carefully and build channels that Google does not control, such as:
- Email newsletters.
- Memberships and subscriptions.
- Direct navigation and recognizable branding.
- Apps or communities.
- Social audiences.
- Partnerships and repeat-user products.
Publishers should distinguish a change in Google referrals from a change in total business performance. A site may lose search visits while retaining revenue through direct subscribers, or gain visibility but fail to convert that visibility into sustainable income.
What it could mean for ordinary users
AI Search can be convenient. A user may get a useful summary faster, ask follow-up questions, and avoid opening several pages to find a basic answer.
The trade-off is that users may visit fewer original sources. Visiting a source lets readers inspect methodology, authorship, corrections, supporting evidence, context, and competing interpretations. A synthesized answer can make that process less visible, especially when a user accepts the summary without checking its citations.
A more closed information environment could also make the web less financially sustainable. If the businesses producing original reporting, reviews, research, and practical guidance cannot convert attention into revenue, fewer organizations may be able to keep producing that work.
That does not mean every AI answer is inaccurate or every external click is valuable. It means convenience and source independence can pull in opposite directions, and the balance matters for both users and the businesses that supply information.

How to monitor the issue without misreading headlines
When a new article says the EU is “going after Google Zero,” check four things:
- What is the formal subject? It should refer to Google’s use of online content for AI, not to a product named Google Zero.
- Which proceeding is involved? The December antitrust investigation and November DMA publisher-ranking proceeding are separate.
- What stage has been reached? An opened investigation is not a final infringement decision.
- What harm is being discussed? Traffic displacement, content access, compensation, creator consent, and rival-AI access are related but not identical issues.
For publishers measuring their own exposure, Google Search Console can show impressions, clicks, queries, and pages, while Google Analytics can help separate organic, referral, direct, and conversion traffic. Neither tool alone proves that AI Overviews caused a change. Server logs, newsletter data, revenue records, seasonality, and other acquisition channels may also be necessary.
The bottom line
“Google Zero” is a warning label for a possible shift in how the web is funded, not an official Google product or EU case name. The European Commission is investigating whether Google’s use of publisher and YouTube content for AI gives it unfair advantages, imposes inadequate compensation or opt-out conditions, and harms competition from rival AI developers.
The investigation is important to publishers, creators, AI companies, and users because it connects two issues: Google may answer more questions without sending users outward, while also using third-party content to strengthen its own AI systems. But the EU has not, in the available material through August 2026, concluded that Google violated EU law, ordered changes to AI Search, or imposed a “Google Zero” remedy.
