On January 7, 2025, the U.S. Department of Defense added Tencent Holdings, Contemporary Amperex Technology Co. Ltd. (CATL), SenseTime and other Chinese companies to its Section 1260H list of “Chinese military companies.” The companies protested, but the action was not a stock-exchange delisting or an automatic sanctions order. It was a U.S. government designation tied primarily to defense procurement and China’s military-civil fusion strategy.
What “U.S. listings” means
“U.S. listings” in the original headline refers to a U.S. government list, not listings on the New York Stock Exchange, Nasdaq or another stock exchange. The Defense Department’s formal label is the Chinese military company list, commonly called the CMC list.
The January 7, 2025 update was issued under Section 1260H of the National Defense Authorization Act for Fiscal Year 2021. The department said the list identifies Chinese military companies operating directly or indirectly in the United States and helps counter China’s military-civil fusion system.

The 2025 list contained 134 companies, according to the Associated Press. Tencent, CATL and SenseTime were among the technology, industrial and defense-related names added. The Defense Department’s announcement describes the statutory purpose and policy rationale.

Why the Pentagon uses a broad definition
Military-civil fusion is the U.S. government’s term for China’s effort to connect civilian research, companies, industrial programs and expertise with military modernization. Under that theory, a company does not have to be a conventional arms manufacturer to attract scrutiny. Affiliation with Chinese military institutions, state bodies or government-supported industrial programs can be part of the department’s analysis.
That does not establish that every listed company makes weapons or is itself a formal military organization. The designation is a U.S. legal and policy finding, and the affected companies can challenge it.
What Tencent, CATL and SenseTime said
Tencent
Tencent said its inclusion was a mistake. The company said it was neither a Chinese military company nor a contributor to China’s defense industrial base through military-civil fusion. It said it would seek reconsideration, engage with the Defense Department and consider legal measures if necessary. Tencent also emphasized that the CMC list is different from U.S. sanctions and export-control lists. Its statement and the companies’ responses were reported by the Associated Press.

CATL said it had never engaged in military-related business or activities and called the designation a mistake. It said it would engage proactively with the Pentagon and take legal action if needed to protect the company and its stakeholders.

On June 5, 2026, CATL said it had filed an administrative reconsideration request with the U.S. government and continued to seek removal. In that statement, it again denied involvement in military-related activities. CATL’s statement sets out its position.
SenseTime
SenseTime said the decision had no factual basis and that it firmly disagreed with its inclusion. The company said it believed the designation had no material impact on global operations and would work with relevant stakeholders to address the issue.
What the designation did—and did not—do

The immediate consequences were reputational damage, closer scrutiny of commercial and government relationships, and concern about future federal contracting. The designation also provides a formal route for a company to request reconsideration.

How markets reacted
The Associated Press reported that Tencent’s Hong Kong-listed shares fell 7.3% on January 7, 2025, while CATL’s Shenzhen-listed shares fell 2.84%. Those were one-day market reactions, not measures of permanent losses or proof of the designation’s long-term economic effect.

Defense-contracting consequences
The most concrete effects concern the U.S. defense supply chain rather than ordinary consumer commerce.
Restrictions beginning June 30, 2026
Under the FY2024 NDAA, the Defense Department is prohibited from entering into, renewing or extending certain contracts with companies on the CMC list beginning June 30, 2026. A 2026 corporate filing summarizing the law describes that effective date. The filing is available here.
Additional indirect-procurement restrictions in 2027
Further restrictions on certain indirect procurement involving listed companies are scheduled for June 30, 2027. The precise effect depends on the contract, corporate relationship and procurement structure; this is not a blanket ban on every private-sector purchase.

Lobbying-related limits
The FY2025 NDAA added restrictions involving lobbying relationships connected to listed companies. The Defense Department says Section 851 is in effect and can affect defense-contracting eligibility when a contractor’s lobbying firm also represents an entity on the 1260H list. Contractors should review the department’s Section 1260H compliance page and obtain legal advice for a specific arrangement.

What the current list says about Tencent and CATL
The Defense Department’s June 8, 2026 list still includes Tencent, CATL and SenseTime, so the companies’ protests had not produced removal by that date.
The department identifies Tencent as indirectly affiliated with the People’s Liberation Army. It describes CATL as indirectly affiliated with China’s Ministry of Industry and Information Technology and directly and indirectly affiliated with China’s State-owned Assets Supervision and Administration Commission. Those are the department’s stated statutory findings; they should not be rewritten as a claim that CATL is owned by the Chinese military or that either company is a conventional arms maker.

What businesses and investors should watch
- Defense contractors: review listed-company relationships involving parents, subsidiaries, suppliers, joint ventures and lobbying firms.
- Commercial partners and banks: expect enhanced screening and reputational due diligence even where no direct prohibition applies.
- Investors: distinguish this designation from sanctions, export controls and separate investment restrictions before assessing legal exposure.
- Consumers: ordinary use of Tencent services and ordinary purchases of CATL-related products were not automatically prohibited by the listing.
Bottom line
Tencent, CATL and SenseTime were placed on a U.S. Defense Department list of Chinese military companies on January 7, 2025, and the companies disputed the findings. The designation was not a stock-market blacklist, automatic Treasury sanctions or a blanket ban on doing business in America. It did, however, create reputational risk and increasingly significant Defense Department contracting restrictions. Tencent, CATL and SenseTime remained on the department’s June 8, 2026 list, while CATL said it was still pursuing administrative reconsideration.
