OpenAI announced on April 14, 2024, that it was opening its first Asian office in Tokyo and appointing Tadao Nagasaki as president of OpenAI Japan. The appointment put a technology executive with more than 12 years at Amazon Web Services in charge of commercial and market engagement, local team-building, and the company’s Japan expansion. OpenAI paired the announcement with a Japanese-optimized GPT-4 model and examples of business and government use. This is a historical account of the 2024 move; the announcement does not establish Nagasaki’s current role or the model’s present availability.
What OpenAI announced in Tokyo
OpenAI’s April 14, 2024 announcement combined three moves: a Tokyo office, its first office in Asia; Nagasaki’s appointment as president of OpenAI Japan; and a custom GPT-4 model optimized for Japanese-language use. The company said the office would help it work with Japanese businesses, government, and research institutions. OpenAI’s announcement described Nagasaki’s remit as commercial and market engagement, alongside building local teams in areas including global affairs, go-to-market, communications, and operations.
The title “president of OpenAI Japan” and the remit matter: this was more than an office-opening or public-relations role. It placed local sales and market development alongside policy engagement and organizational build-out.

GeekWire reported that Nagasaki had spent more than 12 years at Amazon Web Services and previously held a Japan-focused leadership role at F5. That background points to experience in cloud and technology markets and in serving Japanese organizations—useful context for a company seeking enterprise adoption. The reporting supports describing him as a former AWS Japan executive; it does not warrant turning that into a broader, more specific formal title without additional evidence. GeekWire’s April 15, 2024 report also quoted Nagasaki describing the move as “day one again.”

For enterprise AI, local leadership can help bridge product capability and the practical work of adoption: building executive relationships, navigating procurement and security reviews, coordinating implementation, and understanding how Japanese-language products need to perform in real workflows. Those are strategic implications of his experience and assigned remit, not proof of particular sales outcomes.
Why Japan was a strategic market
OpenAI cited Japan’s technology leadership, service culture, and openness to innovation as reasons for establishing a local presence. It also emphasized collaboration with government, businesses, and research institutions. The commercial case is broader: Japan has major corporate and manufacturing sectors, demand for Japanese-language tools, and organizations that may need local support before adopting AI at scale. Japan’s role in international AI-policy discussions and concerns about workforce constraints also make public-sector and productivity use cases relevant context; they should not be mistaken for reasons OpenAI specifically said were decisive.
A local office can make it easier to adapt products and support to customer expectations, develop partnerships, and engage with institutions. It also brings costs and complexity. Enterprise and public-sector adoption requires attention to security, procurement, governance, and integration—not just a model that performs well in demonstrations. OpenAI’s announcement established the intended local structure, not how quickly those challenges would be resolved.

What OpenAI said about its Japanese GPT-4 model
OpenAI described a custom GPT-4 model optimized for Japanese. It said the model improved Japanese translation and summarization, cost less, and could run up to three times as fast as GPT-4 Turbo. Those are company claims from the announcement, not independently established comparative results. The company offered early access to local businesses and said it planned to make the model more broadly available through its API in the coming months. That wording did not mean every ChatGPT user could select it as a general consumer feature.
The announcement’s product point was localization: better handling of Japanese-language work such as translating and summarizing text. For a business evaluating such a tool, a speed or quality claim alone would not answer whether it handles the company’s documents, terminology, writing conventions, and review requirements reliably. Nor does the 2024 announcement establish that this particular model remains available or was not later superseded.
Which Japanese organizations did OpenAI name?
OpenAI cited Daikin, Rakuten, and TOYOTA Connected as companies using ChatGPT Enterprise for tasks including business-process automation, data analysis, and internal reporting. The announcement did not provide contract values, deployment sizes, or independently audited results, so the examples show the kinds of use cases OpenAI was highlighting rather than the scale or commercial success of each deployment.
For the public sector, OpenAI pointed to Yokosuka City. The company said the city had made ChatGPT available to almost all employees and that 80% reported productivity improvements. This was a reported employee figure presented by OpenAI; the announcement does not establish it as an independently measured productivity gain or supply enough survey detail to interpret it as a general result for other organizations.

That example tied the Japan strategy to public-sector learning as well as private enterprise sales.

What the appointment signaled about OpenAI’s ambitions
The move suggested an effort to turn global product interest into locally supported enterprise and institutional adoption. Nagasaki’s commercial remit, the planned local teams, the Japanese-language model, and the named company and government examples together indicate a strategy spanning sales, localization, partnerships, and policy engagement. This is an inference from the announcement, not evidence that the strategy had already produced durable contracts or productivity gains.
The appointment also sat within a competitive infrastructure push. GeekWire’s 2024 report placed the Tokyo expansion amid contemporaneous cloud and AI investments: AWS was reported as contributing $25 million to an AI-focused U.S.-Japan university partnership and planning about $15 billion of investment in Japan by 2027, while Microsoft had announced a $2.9 billion cloud-and-AI infrastructure investment in Japan. These were figures reported at the time, not current investment totals, and they provide market context rather than direct evidence about OpenAI’s results.
As of the 2024 announcement, the significance was the combination of executive leadership, local presence, and Japanese-language product work. The cited sources establish the launch and the intentions OpenAI described; they do not establish Nagasaki’s position, Tokyo office staffing, model availability, or the outcomes of the Japan strategy in 2026.
