SpaceX’s widely reported plan for up to 120 Florida launches was not a proposal for 120 Starship launches from one pad. The original Starship figure combined up to 44 launches a year from Kennedy Space Center’s LC-39A with up to 76 from the proposed redevelopment of Cape Canaveral’s SLC-37. Separately, SpaceX later pursued approval for up to 120 annual Falcon 9 and Falcon Heavy launches from SLC-40.
The dispute is less about whether SpaceX should be allowed to launch frequently than about how a much busier shared range would affect rival launch providers, workers, nearby communities, airspace, roads, maritime traffic and environmental resources.
The three numbers that explain the controversy

Those figures describe upper limits considered in regulatory documents—not a guaranteed annual schedule. Actual flight rates would depend on vehicle readiness, customer demand, weather, investigations, range availability, infrastructure and separate operating approvals.

The original headline came from a July 2024 report about SpaceX’s Florida Starship ambitions. The story described a plan involving both LC-39A and SLC-37, while competitors raised concerns about the effects of adding high-frequency Starship operations to an already busy launch range. TechCrunch reported the original 2024 framing.

Where the proposed operations would take place
Kennedy Space Center and Cape Canaveral Space Force Station are adjacent but distinct federal facilities, with different agencies, infrastructure and approval processes.

What SpaceX proposed at LC-39A
At LC-39A, SpaceX proposed Starship/Super Heavy launch, landing and supporting infrastructure. The FAA’s final environmental review analyzes up to 44 Starship/Super Heavy launches per year.
The proposal is not limited to launches. Depending on the mission profile, a Super Heavy booster could land at LC-39A, land on an Atlantic droneship or be disposed of in the ocean. Starship could return to LC-39A, use a droneship or land in designated ocean areas. Static fires, testing, landings, safety operations and associated airspace or maritime closures can also affect the range even when a particular activity is not counted as a launch.
The FAA has completed a Final Environmental Impact Statement and Record of Decision for the LC-39A proposal. However, the FAA says completion of the environmental review does not guarantee that SpaceX will receive a vehicle-operator license. SpaceX must still satisfy applicable safety, risk and financial-responsibility requirements, and obtain the relevant airspace and operational approvals. See the FAA’s LC-39A project page.
What was proposed at SLC-37
The Department of the Air Force’s draft EIS evaluated rebuilding SLC-37 for Starship/Super Heavy operations. It considered up to 76 launches and 152 landings per year: 76 Super Heavy landings and 76 Starship landings.

That is a proposed maximum in a draft environmental document, not proof that SpaceX has been authorized to conduct those operations or will reach that cadence. The SLC-37 document should also be kept separate from the FAA’s LC-39A decision because the sites are in different facilities and involve different government processes.
SLC-37’s location is central to the competitive concern. It is near ULA’s SLC-41 and Blue Origin’s SLC-36, so SpaceX activity could affect neighboring operators through range-safety procedures, personnel-clearance requirements, airspace restrictions and other coordination needs even when they are not sharing the same launch pad. 1. Shared range access
A launch range is more than a collection of independent pads. A mission may require evacuation of personnel, road closures, maritime safety zones, airspace restrictions, tracking support and emergency-response readiness. Those measures can affect nearby facilities and other launch schedules.
Blue Origin, ULA and other commenters raised concerns that frequent Starship operations could make it harder to plan and conduct their own missions. Those are operational concerns expressed in the comment process; they do not, by themselves, establish that SpaceX would routinely block competitors or that competitors would be unable to launch.
2. Schedule reliability and customer confidence
Launch customers value predictable access. If a neighboring operation creates repeated holds, pad-clearance requirements or range conflicts, a provider may have less control over its schedule even when its own vehicle and pad are ready.

That creates a strategic concern for ULA and Blue Origin. SpaceX’s larger operational footprint and high flight rate could give it more experience and schedule flexibility, while rivals become more dependent on a range whose capacity must accommodate all operators. The available documents establish these concerns and the potential for market concentration, but they do not prove unlawful exclusion or guarantee a specific competitive outcome.
3. Sonic booms and rocket noise
Starship operations could produce rocket noise, landing noise and sonic booms. The FAA’s noise analysis distinguishes ordinary launch noise from sonic-boom exposure and identifies modeled cumulative sonic-boom impacts that could exceed land-use compatibility thresholds in communities including Cape Canaveral, Cocoa Beach, Cocoa and parts of Titusville.
A modeled regulatory impact is not the same thing as a finding of measured physical damage. It indicates that the expected noise exposure may conflict with applicable compatibility criteria. The FAA noise appendix provides the analysis.
4. Cumulative environmental effects
Commenters also argued that Starship activity should be considered alongside Falcon launches and other operators’ missions. The potential cumulative effects include noise, sonic booms, traffic, tourism, ecological resources, socioeconomic conditions and repeated disruptions to access.
The important question is therefore not simply whether one Starship flight is acceptable. It is how often the range must close roads or airspace, clear personnel, restrict maritime traffic and deploy safety resources when all launch providers’ activity is considered together. The FAA’s public and agency involvement appendix records these concerns.

How crowded is Florida’s launch range?
The Space Coast is already one of the world’s busiest launch regions. FAA environmental material states that the combined highest annual number of launches from Kennedy Space Center and Cape Canaveral had reached 93 in 2024, while the environmental baseline included more previously approved activity.
Separate reporting from Air & Space Forces said the Space Coast recorded 109 launches in 2025. That figure should be read with care because launch totals can differ depending on whether they include only orbital launches, all launches, both facilities, and which calendar-year methodology is used. The publication’s analysis discusses the range’s growth and infrastructure challenge.
The practical constraint is not just whether 120 additional vehicles could physically lift off. The range must coordinate pads, tracking systems, safety corridors, airspace, roads, ports, emergency response, environmental resources and neighboring operators. Higher cadence can make the system more productive, but it can also leave less slack when weather, technical problems or investigations interrupt the schedule.

Environmental review is not permission to fly
Several approvals and coordination steps may be relevant to the proposed operations:

- NEPA environmental review and a decision document;
- an FAA vehicle-operator license or license modification;
- vehicle safety and mishap-risk reviews;
- financial responsibility and indemnification compliance;
- airspace and maritime coordination;
- Space Force approval for redevelopment and use of military-range infrastructure;
- NASA coordination for activity at Kennedy Space Center; and
- potential wildlife, historic-preservation and coastal-consistency consultations.
A Final EIS or Record of Decision establishes the environmental-review outcome for the action considered. It does not mean that SpaceX can immediately launch at the analyzed maximum, and it does not turn a maximum into a forecast.
Why higher cadence could help—and hurt
More launches could expand capacity for Starlink, national-security missions and commercial customers. Reusable vehicles and more frequent operations could improve utilization and generate operational learning. A larger schedule could also give customers more opportunities to fly after weather or technical delays.
Those benefits are not automatic. Higher activity could also mean more sonic booms and rocket noise, more road, airspace and maritime closures, greater demands on range personnel and tracking systems, and more pressure on emergency-response and environmental resources. Nor does a higher flight rate automatically guarantee lower customer prices: pricing depends on vehicle costs, contracts, insurance, mission requirements and market conditions.

SpaceX’s Florida plans illustrate the tension between two goals. The United States needs much greater launch capacity, particularly as commercial and national-security demand grows. At the same time, that capacity must remain usable and predictable for multiple providers.
A launch provider can be affected without sharing SpaceX’s pad. A personnel evacuation, airspace closure, maritime restriction or range-safety hold can alter another company’s schedule. That is why competitors’ objections focus on procedures and cumulative effects rather than simply on SpaceX’s right to operate.
As of August 16, 2026, the clearest status distinction is this: the FAA has completed environmental review for the LC-39A Starship proposal; the SLC-37 material supplied here is a draft EIS describing a proposed redevelopment; and a separate FAA action addresses a potential 120-launch Falcon cadence at SLC-40. None of those statements should be compressed into “SpaceX has been approved for 120 Starship launches a year from Florida.”
