OpenAI’s India strategy is now bigger than a single office. The company announced on August 22, 2025, that it planned to open its first Indian office in New Delhi later that year and build a local team. By February 2026, OpenAI described New Delhi as an existing presence and said it planned additional offices in Mumbai and Bengaluru later in 2026.
For Indian consumers, businesses and developers, the expansion combines local pricing, data-residency options, education initiatives, enterprise partnerships and planned AI infrastructure. The exact New Delhi opening date, address, staff size and internal responsibilities have not been publicly established in the cited announcements.
What OpenAI announced
OpenAI said it would establish its first India office in New Delhi and create a local team to serve Indian users and partners. The company described the move as part of its ambition to “build AI for India, with India.” Indian officials presented the decision as recognition of the country’s growing role in digital innovation and AI adoption.
The original announcement was a plan, not confirmation that the office had formally opened on August 22, 2025. In February 2026, however, OpenAI referred to an existing New Delhi presence. That supports describing New Delhi as part of OpenAI’s current India footprint, while avoiding an unsupported claim about the exact opening date.

TechCrunch reported the original office announcement, while OpenAI’s February 2026 update provided the later status.

The Mumbai and Bengaluru offices remained plans in the cited February announcement. Their confirmed opening dates, addresses and staffing should not be assumed.
Why India matters to OpenAI
India offers OpenAI several overlapping advantages: a large internet-connected population, a substantial base of students and developers, major technology and IT-services companies, and a growing enterprise market. OpenAI said in February 2026 that India had more than 100 million weekly ChatGPT users. That is an OpenAI-reported figure, not an independently audited market-share measurement.
India is also pursuing domestic AI capacity through its IndiaAI agenda and related initiatives. A local presence can help OpenAI work with government stakeholders, enterprises, educational institutions and developers while adapting commercial and compliance arrangements to Indian requirements.
Pricing and payments are another part of the strategy. Lower local pricing and support for payment methods such as UPI can reduce barriers in a price-sensitive market, although users should always check the current checkout price rather than rely on a historical launch figure.

ChatGPT Go connected the consumer strategy to the office announcement
OpenAI launched ChatGPT Go in India on August 18, 2025, shortly before announcing the New Delhi office. At launch, Go cost ₹399 per month including GST and offered more messages, larger file uploads, expanded image generation, advanced data analysis and longer memory than the Free plan. Credit-card and UPI payments were supported, and the plan was initially restricted to India.
That ₹399 figure should be treated as the India launch price, not automatically as the price in August 2026. OpenAI later made Go available worldwide and announced global reference prices of $8 per month for Go, $20 for Plus and $200 for Pro, while noting that local pricing can vary. Check OpenAI’s current pricing page before subscribing.

Enterprise infrastructure was already developing before the office
The New Delhi announcement did not start OpenAI’s India strategy. In May 2025, OpenAI announced data residency in India for ChatGPT Enterprise, ChatGPT Edu and the API Platform. The goal was to help eligible organizations address data-sovereignty, security and compliance requirements.
Data residency does not mean that every ChatGPT user’s data is automatically stored in India. It applies to the specified business products and arrangements. It also does not answer every governance question, including retention, subprocessors, cross-border processing or model-training settings. OpenAI says customer data from business plans and the API is not used to train models by default unless the customer opts in. Details should be reviewed for the organization’s exact product and contract.

OpenAI’s data-residency announcement therefore matters to enterprise buyers, developers and educational institutions more directly than to ordinary consumer subscribers.
Tata and TCS partnership adds a separate infrastructure layer
In February 2026, OpenAI and Tata Group announced a strategic collaboration involving planned AI-ready data-center capacity through TCS’s HyperVault business. The announcement described an initial 100 megawatts of capacity with potential to scale to 1 gigawatt.
The companies also described a planned ChatGPT Enterprise rollout across Tata Group, beginning with hundreds of thousands of TCS employees. TCS said it intended to use Codex in an AI-native software-development strategy, and OpenAI said it planned to expand certifications in India, with TCS as the first participating organization outside the United States.
This is distinct from the New Delhi office. An office is a corporate and local-team presence; proposed data-center capacity is infrastructure. The 100-megawatt figure is a planned capacity announcement, not proof that all of that capacity was already operational.

Education and workforce development
On August 25, 2025, OpenAI announced its Learning Accelerator in India. It described plans to distribute approximately half a million ChatGPT licenses and training opportunities to educators and students over six months through partnerships. The program also referred to education access, OpenAI Academy activity and support for Indian-language use.
OpenAI separately highlighted education partnerships and more than 100,000 ChatGPT Edu licenses in India. These figures describe planned or announced distribution, not measured improvements in learning outcomes. Access to an AI tool and evidence that it improves education are different claims.

OpenAI has said the local team will better serve users and partners, and its India activity includes policy, partnerships, education, enterprise and developer engagement. It had policy and partnerships personnel connected to India before the office announcement.
It is reasonable to expect the New Delhi presence to emphasize government relations, public policy, partnerships, education and market development. Bengaluru could be especially relevant to technology and developer activity, while Mumbai could support enterprise and commercial relationships. However, this division of responsibilities is an informed inference, not a publicly confirmed organizational structure.

The cited announcements do not establish:
- the exact New Delhi opening or inauguration date;
- the office address, size or employee count;
- the number of engineers hired in India;
- the precise balance between policy, sales, partnerships and engineering;
- confirmed opening dates for Mumbai and Bengaluru; or
- when all proposed infrastructure will become operational.
What this means for Indian users and businesses
For individual subscribers
India-specific pricing and UPI support may make paid access easier, but availability and price are separate from the office announcement. Compare the current Free, Go, Plus and Pro offerings at checkout. A local office does not guarantee that every model, feature, language capability or support channel will be India-specific.

For enterprises
Companies should assess the exact product, data-residency region, data classes, retention rules, training settings, subprocessors and cross-border processing terms. India data residency may help with procurement and compliance, but it is not a complete data-governance policy.
For developers
The API and Codex-related initiatives may create more opportunities for Indian software companies and IT-services firms. API pricing, quotas, residency eligibility and technical terms remain separate from ChatGPT subscriptions.
For educators
Institutional access may be available through partnerships or ChatGPT Edu, but schools and universities should evaluate privacy, age appropriateness, academic-integrity rules, teacher training and evidence of educational benefit before broad deployment.

OpenAI’s India push places it alongside Google, Meta, Anthropic, Microsoft and other AI providers competing for consumers, developers, cloud workloads and enterprise contracts. India’s local technology ecosystem and government focus on domestic AI capacity make the country strategically important beyond subscription revenue.
For OpenAI, the office is therefore best understood as one visible part of a wider market strategy: local relationships, consumer distribution, enterprise compliance, education programs and infrastructure partnerships. None of those elements alone proves long-term commercial success, but together they explain why a New Delhi office matters.
