The UK government designated the North East as its second AI Growth Zone on 16 September 2025. The zone covers two separate sites—Cobalt Park in North Tyneside and a proposed data-centre campus at Cambois near Blyth in Northumberland—and was announced with projections of up to £30 billion in private investment and more than 5,000 jobs. Those are potential and projected outcomes, not a record of money spent or jobs already created.
Cobalt Park is also expected to host part of Stargate UK, a separate OpenAI, NVIDIA and Nscale infrastructure partnership. As of August 2026, the North East remains a designated zone, while regional consultation and skills initiatives have progressed; additional AI Growth Zones have since been announced elsewhere in the UK.
What did the government announce?
On 16 September 2025, the Department for Science, Innovation and Technology named the North East as the UK’s second AI Growth Zone. The announcement formed part of wider UK–US technology investment news. It designated a regional framework for coordinating AI infrastructure and related development; it did not grant blanket planning permission to every proposed data-centre project in the region.

Where are the two sites?
Cobalt Park, North Tyneside
Cobalt Park is a business and technology location in North Tyneside, near Newcastle. It already has data-centre infrastructure and connectivity, and is expected to host part of Stargate UK. A government taskforce announcement described ready-to-use data centres, direct subsea fibre connections and office space at the site. The operator also described a potential route to expand power capacity to approximately 500 MVA; that is a stated potential, not confirmation that this capacity is already available or contracted. Cambois near Blyth, Northumberland
The second location is the Cambois site near Blyth, associated with a large data-centre development by QTS, backed by Blackstone. The government and North East Combined Authority said Blackstone had committed £10 billion to the development. This project is distinct from the Stargate UK deployment at Cobalt Park, even though both sit within the wider regional growth-zone story. The Combined Authority’s announcement describes the regional investment plans.

What an AI Growth Zone does—and does not do
The government’s policy is intended to help coordinate the infrastructure and conditions needed for large AI workloads. That can involve power access, planning coordination, skills and local economic development. AI data centres need substantial, reliable electricity as well as land, fibre connectivity, cooling systems and supporting infrastructure. The policy guidance describes a broader ambition to bring forward sites capable of supporting at least 500 MW of AI compute capacity or associated power access; that is a policy signal, not a statement that every designated zone has secured or operates that amount. The government’s AI Growth Zones policy paper explains the intended approach.
- Designation is not planning permission. Individual projects still need the relevant planning decisions, environmental scrutiny, grid arrangements and other approvals.
- Coordination is not a guarantee of power. A zone label does not itself create grid capacity or settle who will fund network upgrades.
- Private investment projections are not public spending totals. The headline figures relate to anticipated private investment and possible development, not a government cheque of that amount.
How Stargate UK fits in
Stargate UK is a private-sector infrastructure partnership announced on 16 September 2025 by OpenAI, NVIDIA and Nscale. It is intended to provide UK-based compute infrastructure for OpenAI models and support UK AI-compute capability. OpenAI said the programme would span several UK sites, including Cobalt Park. It is therefore inaccurate to describe Stargate UK as the whole North East AI Growth Zone or as a project based only in the North East. OpenAI’s announcement describes the partnership and its multi-site plan.

The government and regional authority described an initial phase of up to 8,000 NVIDIA GPUs, with potential to scale to approximately 31,000. These are announced capacity plans, not evidence that all the GPUs were installed or operational at announcement. The partnership’s use of “sovereign” compute refers to UK-based infrastructure, which may matter for jurisdiction, latency or data-governance needs. Physical location alone does not establish who controls the infrastructure, models or technology stack, nor does it remove reliance on international providers.

The figures refer to different things: investment, employment, prospective energy capacity and compute hardware are not interchangeable measures. The government’s £30 billion headline includes the £10 billion commitment it attributed to Blackstone for Cambois/Blyth alongside up to £20 billion in possible further investment; it should not be reported as £30 billion already committed. The underlying announcements are from the government, the regional authority and the taskforce update.

Why was the North East selected?
Government and regional authorities pointed to existing data-centre and technology infrastructure, renewable and low-carbon energy resources, universities and research capability, and strengths in areas including advanced manufacturing, robotics, space, healthcare and energy. They also highlighted the opportunity to redevelop former industrial areas and attract investment and skilled work. These are the stated rationales for the selection, rather than independently verified criteria proving that every project will deliver those benefits. What has happened since the designation?
Taskforce and coordination
On 24 September 2025, the government announced a taskforce involving Nscale, local universities, skills and training providers, data-centre and infrastructure companies, regional government and other partners. Its remit included planning, investment, energy access, training, apprenticeships and local employment. A taskforce can coordinate work, but its launch is not itself evidence that planning or grid constraints have been resolved.

Skills and local opportunities
In May 2026, the government said the initiative was supporting AI and digital-skills provision for 30,000 local primary-school children, support for 1,000 teachers and 150 work placements. These are figures in the government’s account of the programme, not a published assessment of completed participation or job outcomes. The May 2026 update describes the measures.
Regional consultation and other UK zones
The North East Combined Authority’s AI Growth Zone page, last updated 19 May 2026, said the regional prospectus was under consultation and invited views from businesses, residents, community groups and other stakeholders. The North East was the second zone announced in September 2025, not the UK’s only or latest one: North Wales, South Wales and Scotland were subsequently announced. What residents, businesses and investors should watch
The designation and headline projections establish the ambition; the practical test is whether infrastructure, approvals and local benefits follow. Important questions remain open in the cited announcements.

- Power and grid costs: What connection capacity will be available, when will it be delivered, and who pays for transmission or distribution upgrades? A projected 1.1 GW for future development should not be mistaken for power already available to residents or other businesses.
- Renewable electricity: Regional access to renewable resources does not by itself show that each megawatt-hour consumed by a data centre will be matched by new renewable generation.
- Planning and communities: Individual applications still need scrutiny over land use, traffic, noise, landscape effects and other local impacts; zone designation does not remove those decisions.
- Environmental effects: Electricity demand is only one part of the impact. Water use for cooling, backup generation, embodied carbon in buildings and equipment, waste heat and possible heat reuse also matter. The original announcement does not resolve these questions.
- Who gets the jobs? The projected total needs to be distinguished among temporary construction work, permanent operations, specialist engineering and AI roles, apprenticeships and placements. Local training and procurement will determine how much opportunity reaches residents and regional firms.
- Who benefits economically? A data centre can involve large capital investment without the same permanent headcount as a labour-intensive factory. The outcomes to track include actual investment delivered, local supplier contracts, sustained employment and access for regional businesses and universities.
- What does UK-based compute guarantee? Location can be relevant to security and governance, but it does not by itself answer questions about ownership, operational control, data handling or dependence on overseas technology providers.
