Musk and Altman Clash Over Whether Stargate’s $500 Billion AI Plan Is Fully Funded

The Stargate dispute was not a simple question of whether the project existed. When President Donald Trump announced the AI-infrastructure venture on January 21, 2025, its partners described an initial investment of about $100 billion and a goal of up to $500 billion over four years. Elon Musk questioned whether the backers had the money; OpenAI CEO Sam Altman called him wrong and pointed to construction already underway in Texas. Contemporary reporting supports a real project, but not the idea that the full $500 billion was already raised.

What Stargate was supposed to fund

Stargate was announced as a private-sector effort to build large data centers and related infrastructure for artificial intelligence. OpenAI was the principal AI customer and operating partner; SoftBank was assigned a financing role, while Oracle brought data-center and infrastructure capabilities. Abu Dhabi investment firm MGX was also named as a partner. Microsoft, Nvidia and Arm were identified as technology or ecosystem partners, not as the four core venture participants. The White House announcement and partner roles were described by the Associated Press.

AI facilities need more than buildings and servers. They require specialized computing equipment and reliable, large-scale electricity supply, which is why the plan included power infrastructure alongside data centers. The initial work was centered in Texas, including the Abilene-area site. The Associated Press reported construction underway there when the dispute erupted.

What the $500 billion figure did—and did not—mean

The announced figures described different stages, not one pile of cash already in a bank account. The partners said they intended to invest up to $500 billion over four years and start with roughly $100 billion. Reporting by The Washington Post on January 24, 2025 said about $100 billion had been secured, while another $400 billion still had to be raised to reach the full goal. It also reported that the initial figure included ongoing construction spending and commitments.

Those distinctions matter in any large infrastructure announcement: a target, a commitment, financing capacity, money spent and cash on hand are not interchangeable. The White House presentation gave the project political prominence, but the financing details did not establish that all future phases were funded.

What Musk claimed, and how Altman answered

On X, Musk argued that the participants did not actually have the money and said SoftBank had “well under $10B secured.” He also attacked Altman personally, calling him a “swindler,” as reported by TechCrunch. The specific SoftBank figure was Musk’s allegation; the cited contemporary reporting did not independently verify it.

Altman replied that Musk was “wrong, as you surely know,” and invited him to visit the Texas site, where construction was underway. That evidence bears on whether Stargate was a real undertaking, but it does not by itself establish that the entire four-year funding target had been secured. Altman also suggested Musk’s criticism reflected his own ambitions and rivalry with OpenAI; that was Altman’s interpretation, not an independently established motive. The exchange and response were reported by the Associated Press.

Was Stargate legitimate?

The best-supported answer is that Stargate was a real corporate initiative, but the $500 billion headline was a multiyear goal rather than proof that the entire amount was already financed. Three separate questions clarify the dispute:

  • Did a project exist? Yes. Contemporary reporting described a Texas facility under construction and planning that predated the White House announcement.
  • Was there an initial investment? The announcement described about $100 billion for the first phase; reporting said the figure encompassed commitments and ongoing construction spending.
  • Was the full $500 billion secured? The available January 2025 reporting did not support that conclusion. The Washington Post said another $400 billion remained to be raised.

Nor does that financing gap establish Musk’s exact claim about SoftBank. The available coverage supports scrutiny of the difference between the target and the capital secured, but it does not verify his “well under $10B” number. Construction is evidence of real activity, not proof that every later phase will be financed, permitted, supplied with power or completed.

Stargate predated the White House announcement

The January 21, 2025 event was a public announcement and political endorsement, not the start of all planning. The Associated Press reported that The Information had identified an OpenAI data-center project called Stargate in March 2024. The Washington Post reported that Altman had discussed a $100 billion Stargate venture since at least that month, and that OpenAI and Oracle finalized a Texas partnership in June 2024. OpenAI told the Post that the larger final deal came together amid greater investor enthusiasm after the 2024 election.

That timeline complicates both the idea that Trump created the venture and the suggestion that the White House event alone demonstrated its financial readiness. Trump promoted the project as a sign of investment and technological momentum; the cited coverage describes a corporate partnership announced at the White House, not a project funded with $500 billion in government money.

Why the argument was also about rivalry and politics

Musk was not a detached observer. He was associated with OpenAI’s founding, later broke with the organization, founded competing AI company xAI and was engaged in litigation with OpenAI over its direction and proposed for-profit transition. TechCrunch noted xAI’s competitive position and the litigation when discussing Musk’s criticism. Those interests do not prove his funding claim false, but they are relevant context for weighing his public comments.

The political setting added another layer. Musk was then a close Trump adviser, while Trump had publicly backed Stargate and Altman appeared with him at the announcement. Musk’s criticism therefore put a prominent adviser at odds with a project the president was promoting. The Associated Press and Axios described the exchange as a test of Musk’s influence and highlighted the longstanding conflict between the two AI executives.

The feud reached back to OpenAI’s 2015 founding. Musk left in 2018 after disagreements over the organization’s direction and control, then later created xAI. His lawsuit against OpenAI and Altman alleged that the company had departed from its original nonprofit mission in pursuing a for-profit transition. Those allegations are part of an ongoing dispute, not findings that resolve the separate question of Stargate’s financing.
