Micron now owns Powerchip Semiconductor Manufacturing Corporation’s P5 fabrication site in Tongluo, Taiwan, after completing the $1.8 billion cash acquisition on March 15, 2026. The site gives Micron approximately 300,000 square feet of existing 300mm cleanroom space near its Taichung operation. Micron plans to retrofit it for leading-edge DRAM, including products such as high-bandwidth memory (HBM), and build a second cleanroom of comparable scale.
The transaction is significant because it shifts strategically important front-end capacity toward direct Micron ownership. But it does not create an immediate surge in memory supply, end Micron’s relationship with PSMC, or prove that every technology partnership in semiconductors is disappearing.
What Micron actually bought
Micron bought PSMC’s P5 fabrication site in Tongluo Township, Miaoli County, Taiwan—not PSMC as a whole. The disclosed consideration was $1.8 billion in cash. The site is roughly 15 miles from Micron’s existing Taichung operations, creating a geographically close manufacturing footprint. Micron’s original announcement described an existing 300,000-square-foot 300mm cleanroom.
The public announcements establish the site acquisition and Micron’s plans for the facility, but they do not provide a complete asset-by-asset breakdown covering every tool, employee, customer contract, or piece of intellectual property transferred with the purchase. It is therefore inaccurate to describe the deal as the purchase of PSMC’s entire technology portfolio, workforce, or operating business.

From letter of intent to completed acquisition

The current story is therefore about an acquired asset, not a proposed transaction. Micron’s completion announcement says the company is preparing to retrofit the existing cleanroom. Meaningful product shipments from that facility are expected in fiscal 2028.
Why Micron wants the site
The acquisition is a form of brownfield expansion: Micron is taking control of an existing semiconductor facility rather than starting with land and constructing an entirely new fab. An existing building, cleanroom shell, utilities, and local ecosystem may provide a faster path than a greenfield project, although Micron still faces substantial work.
The company must install or transfer compatible equipment, qualify its processes, establish production flows, integrate or recruit the required workforce, and improve yields during the ramp. A cleanroom is manufacturing infrastructure—not finished memory output.
Micron says the site will expand leading-edge DRAM production, including HBM, while complementing its Taiwan operations. The planned second facility is expected to add approximately 270,000 square feet of cleanroom space, with construction scheduled to begin by the end of Micron’s fiscal 2026. Its eventual wafer starts, product mix, process generation, and output have not been fully disclosed.

What the deal means for DRAM and HBM supply
The supply sequence matters:
- Micron takes ownership of the physical site.
- The existing cleanroom is retrofitted.
- Micron installs and qualifies its own tools and processes.
- Production ramps in stages and undergoes yield learning.
- Meaningful product shipments are expected from the existing fab in fiscal 2028.
- The second cleanroom could add capacity later, depending on construction, equipment, qualification, and demand.
Micron’s January announcement referred to meaningful DRAM wafer output beginning in the second half of calendar 2027. The March completion announcement instead referred to meaningful product shipments beginning in fiscal 2028. Those statements describe different stages of the manufacturing and shipment process, and the available disclosures do not establish a definitive delay.
Nor can cleanroom area be converted directly into DRAM bits or HBM stacks. Actual output depends on wafer-start rates, tool density, process technology, die size, yields, and product allocation. HBM also requires advanced die production, through-silicon vias, stacking, testing, interconnects, and packaging. Micron has said the site will support leading-edge DRAM products including HBM, but it has not specified what share of the facility will be dedicated to HBM or how much finished HBM packaging it will produce there.
Why direct ownership matters
Owning the site gives Micron more direct control over the manufacturing roadmap. That can affect:

- production scheduling and product mix;
- yield-improvement priorities;
- allocation of advanced DRAM capacity to HBM or other products;
- customer supply commitments;
- protection of manufacturing know-how; and
- long-term capacity planning.
The trade-off is that Micron also takes on the acquisition price, retrofit costs, equipment investment, workforce integration, ramp risk, and utilization risk if memory demand weakens. The strategic difference is not merely “owning a fab versus using a partner.” It is who controls the manufacturing roadmap and who bears the capital and execution risk.

What “technology-for-capacity” means
In the model described in industry analysis, a memory-technology company supplies process technology, manufacturing know-how, or technical support to a local manufacturer. In return, it obtains access to wafer capacity, manufacturing services, or a production relationship without owning every facility outright.
That arrangement can provide quicker access to local capacity, lower upfront capital requirements, shared execution risk, and a way for a regional manufacturer to enter or expand in DRAM. It becomes less attractive when advanced fabs require enormous investment, process technology is tightly integrated with product roadmaps, yields are difficult to achieve, and advanced memory products require close coordination between wafer fabrication and packaging.
Industry coverage has characterized the transaction as the end of the “technology-for-capacity” era. That is an analytical interpretation, not a formal Micron declaration or a settled conclusion about the entire semiconductor industry.
A narrower and better-supported reading is that the deal suggests technology-for-capacity arrangements may be weakening at the leading edge of DRAM, where Micron wants direct control over scarce and strategically important capacity. It does not show that licensing, foundry relationships, backend partnerships, or arrangements involving mature and specialty products have ended.

PSMC remains a partner
The acquisition is not a complete break between the companies. The original agreement contemplated PSMC providing post-wafer assembly support for Micron, while Micron would assist PSMC with its legacy DRAM portfolio. PSMC also said it would relocate personnel, equipment, and product lines from Tongluo to Hsinchu. PSMC’s announcement described the relocation and continuing business activity.
That makes the transaction a reallocation of front-end ownership, not PSMC’s exit from semiconductors. Micron is moving toward greater control of leading-edge wafer manufacturing while retaining cooperation with PSMC in assembly and legacy DRAM.
Strategic risks for Micron
Retrofit and yield risk
An existing cleanroom is not automatically a Micron-compatible leading-edge fab. Process transfer, tool installation, qualification, and yield improvement can take years. The fiscal 2028 shipment target is a company expectation, not a guarantee of a smooth ramp.
HBM complexity
HBM demand increases the value of advanced DRAM dies, but front-end wafer capacity alone does not determine HBM output. Packaging, stacking, testing, and supply-chain execution remain important constraints.

Taiwan concentration
The site’s proximity to Taichung offers ecosystem and coordination advantages, but greater Taiwan capacity also increases Micron’s exposure to Taiwan-specific geopolitical, utility, labor, earthquake, water, and logistics risks.
Memory-cycle risk
Micron is expanding during strong AI-related demand for memory. If DRAM or HBM demand later weakens, the company could face lower utilization or weaker returns on its retrofit and second-facility investments.
Uncertain second-facility output
A comparable cleanroom footprint does not mean comparable finished-memory output or a doubling of Micron’s production. Tools, process generation, yields, product mix, and construction execution will determine the facility’s contribution.
