Mexico’s Four Facilities in the 2016 Top 10 EMS Americas List—What the Headline Really Means

Mexico did not take the first four positions in a formal league table. The February 7, 2017, EE Times headline referred to Mexico supplying four of the 10 facilities named in VentureOutsource’s 2016 “Top 10 EMS Providers in the Americas” survey. The published list was in no particular order and reflected peer impressions of facility quality, technology, management and cleanliness—not revenue, output or an independently audited performance score.

The four Mexican sites were Mack Technologies in Juárez, Kimball Electronics in Reynosa, Plexus in Guadalajara/Zapopan and NEOTech in Otay Mesa/Tijuana. The other six facilities were split between the United States, Canada and Brazil.

What the 2016 list actually measured

EMS means electronics manufacturing services: contract manufacturers that build, test or help develop products for original-equipment manufacturers (OEMs). Services can include printed-circuit-board assembly (PCBA), box build, systems integration, materials management, new-product introduction (NPI), design-for-manufacturability, testing, fulfillment and aftermarket support. Mack’s current description, for example, includes PCBA, systems assembly, system integration, configuration and direct fulfillment (Mack Technologies).

VentureOutsource asked more than 5,000 electronics-manufacturing professionals to identify impressive electronics-solutions-provider facilities in the Americas. The criteria reported by EE Times included management depth and scope, available manufacturing technology, manufacturing quality and factory cleanliness (EE Times). Respondents could not select their own company.

“Americas” had a specific scope in this survey: Canada, the United States, Mexico and South America. VentureOutsource said selections were based on how often a facility was chosen, while presenting the final 10 “in no particular order” (VentureOutsource). That makes this a facility-level reputation list, not a company ranking, revenue table, capacity comparison or customer-satisfaction index.

The 10 facilities named by VentureOutsource

The four Mexican facilities

Mack Technologies—Juárez

VentureOutsource’s 2016 profile described an approximately 84,000-square-foot Juárez facility, about 30 minutes from El Paso International Airport. It emphasized medium- to high-volume North American production, PCBA, systems integration, local commodity sourcing and fulfillment. Those dimensions and details are historical. Mack’s current site still describes U.S. and Mexico operations and services including PCBA, systems assembly, system integration and direct fulfillment (Mack Technologies).

Kimball Electronics—Reynosa

The Reynosa profile covered PCBA, subassemblies, system builds, in-circuit and functional testing, and RoHS-compliant manufacturing. Examples included ventilators, sleep-apnea devices, variable-speed monitor controls, electrical-substation equipment, power-metering controls and HVAC systems. It listed ISO 9001, ISO/TS 16949, ISO 13485 and ISO 14001 at the time. Certifications and scope can change, so an OEM must obtain current certificates and site-specific audit evidence before contracting.

Plexus—Guadalajara/Zapopan

The 2016 entry identified a Guadalajara Technology Park facility in Zapopan, Jalisco, with approximately 265,000 square feet, roughly $40 million in investment and planned employment of more than 740 people at full capacity. These are figures from that historical profile, not current operating metrics. Plexus’s current locations page continues to list a Guadalajara Technology Park location (Plexus locations).

NEOTech—Otay Mesa/Tijuana

NEOTech’s entry highlighted PCBA, box build, systems integration, medical-device manufacturing and NPI for industrial, medical and military/aerospace customers. The profile also referred to additional high-speed SMT capacity as recent at the time. Equipment, customers and capacity should be treated as 2016-era information unless NEOTech confirms them today.

Why “dominates” meant representation, not superiority

Four Mexican facilities equal 40% of the 10 entries, making Mexico the most represented country in this particular survey. The locations also span three distinct manufacturing corridors:

  • Juárez and Reynosa: northern-border sites positioned for cross-border movement into the United States.
  • Guadalajara/Zapopan: a long-established technology and electronics cluster.
  • Tijuana/Otay Mesa: a border-region center with electronics and medical-device activity.

Mexico’s visibility reflected factors such as proximity to U.S. customers, established electronics clusters, local supplier development and North American production strategies. Labor economics may affect a program’s cost, but freight, inventory, quality, tooling, customs and engineering expenses can outweigh an hourly-rate comparison.

What the survey does not prove

  • It does not show that Mexico had the four highest-scoring providers; the list was published in no particular order.
  • It does not rank corporate groups. A company can have very different capabilities at another site.
  • It is not a revenue, production-volume, margin or export-value ranking.
  • It does not establish that the listed facilities retain the same ownership, equipment, customers, certifications or workforce in 2026.
  • It is not a current top-10 list. The survey concerns 2016 and the EE Times article dates from 2017.

Peer surveys can favor well-known facilities and do not disclose a normalized score, complete voting table, statistical significance or geographic adjustment on the published list. The result is best used as an industry signal, not procurement certification.

Trade policy and cross-border operations

The original article appeared during debate about the future of NAFTA. That context is historical; NAFTA should not be described as the current governing framework without a current legal review. Preferential treatment under today’s rules depends on product classification, rules of origin, supplier documentation, customs filings and the transaction’s facts.

In practice, EMS buyers must budget for origin analysis, certificates and records, customs brokerage, tax treatment and possible border delays. Producing in Mexico does not automatically make every shipment duty-free or tariff-free. The provider’s trade-compliance process and the OEM’s own documentation responsibilities should be written into the operating plan.

How an OEM should evaluate a Mexican EMS site

A historical appearance is a starting point. An RFP and site audit should answer the following questions.

1. Confirm manufacturing fit

  • Can the site support your prototype, NPI, low-, medium- or high-volume profile?
  • What SMT, through-hole, mixed-technology, box-build and electromechanical capacity is installed now?
  • Who owns test engineering, fixtures, programming, serialization and traceability?
  • What design-for-manufacturability and engineering-change support is available?

2. Verify industry and regulatory requirements

  • Request current certificates for medical, automotive, aerospace or environmental programs, as applicable.
  • Check ITAR, export-control, cybersecurity, data-protection and customer-specific validation requirements.
  • Confirm that certifications apply to the exact facility and process, not merely the parent company.

3. Model total landed cost

Compare direct labor alongside materials, freight, duties and tariff exposure, brokerage, inventory carrying cost, scrap and rework, tooling, validation, engineering changes, warranty and returns, travel, supplier-management time, currency effects and business-continuity costs.

4. Test logistics and resilience

  • Map air, ground and port routes, border lead times and buffer-stock needs.
  • Ask for customs-broker coverage, supplier-risk monitoring and component-allocation procedures.
  • Review backup utilities, disaster recovery, cybersecurity, alternate sites, labor-retention plans and ramp or transfer history.

5. Set commercial protections

  • Clarify minimum order quantities, forecast commitments and material liability.
  • Specify ownership of tooling, fixtures, test software and design data.
  • Document nonrecurring engineering, payment, warranty, quality-escape, end-of-life and engineering-change terms.
  • Include data ownership and an exit or transfer-assistance plan.

How the list remains useful in 2026

The 2016 survey is a historical baseline for understanding where visible EMS capacity existed in the Americas at that time. It can help an OEM build an initial candidate list, but every commercial decision requires current evidence: facility address and ownership, available lines, lead times, quality metrics, certifications, staffing, trade processes, capacity reservations and a written quotation.

Frequently Asked Questions

Did Mexico rank first through fourth in the 2016 EMS Americas list?

Was this a ranking of EMS company revenue?

No. It was a peer-impression survey of individual facilities, considering management, technology, quality and cleanliness rather than revenue or production volume.

Are the four Mexican facilities still the leading EMS sites in 2026?

The 2016 survey cannot establish a current 2026 ranking. Facilities, ownership, certifications, equipment and capacity must be rechecked directly.
