Meta did not shut down Facebook, Instagram or WhatsApp access for Deutsche Telekom customers. On September 25, 2024, it ended a direct network interconnection with Deutsche Telekom and began routing traffic through a third-party transit provider. The widely reported €20 million figure referred to the lower-court payment dispute, not necessarily to an annual fee.
What happened
Meta and Deutsche Telekom disagreed over who should pay for a long-running network arrangement. After a German court ruling in Deutsche Telekom’s favor, Meta said it would stop using the operator’s direct interconnection facilities and send traffic through another carrier instead.
That changed the route taken by Meta traffic. It did not remove Deutsche Telekom customers from Meta’s services. The relevant traffic could still reach users through Deutsche Telekom’s network, but it might travel across an additional network before arriving there.

Meta announced the change on September 25, 2024. The announcement followed a reported May 2024 ruling by the Cologne Regional Court in a contractual payment dispute.

Peering, paid interconnection and transit explained
Internet traffic moves between independently operated networks, known as autonomous systems. Those networks can connect in several ways:
- Peering: Two networks exchange traffic directly with one another.
- Settlement-free peering: Neither network pays the other, typically because both regard the connection as mutually beneficial.
- Paid peering: One network pays for a direct connection or for a particular traffic-exchange arrangement.
- Transit: One network pays another provider to carry traffic onward to networks it cannot reach directly.
“Meta ended peering” is therefore an oversimplification. Meta described its relationship with Deutsche Telekom as part of a broader settlement-free-peering model. Deutsche Telekom said the specific connections were paid, dedicated links governed by contract. The legal dispute was about the status and payment obligations of those particular connections—not whether all peering on the internet must be free.
The route before and after
Before: Meta network → direct private interconnection → Deutsche Telekom network → customer
After: Meta network → transit provider → Deutsche Telekom network → customerA transit route can still deliver the same service. It simply introduces another network, commercial agreement and possible path between the origin and destination.
Why Deutsche Telekom sought payment
Deutsche Telekom said the parties had established paid direct connections and that Meta stopped making payments during the COVID-19 period while continuing to use the facilities. In its public statement, Telekom said Meta was not entitled to use the connections without paying the agreed charges.
According to figures reported by BleepingComputer and other media, the historical arrangement included:

- annual payments of roughly €5.8 million between 2010 and 2020.
These figures come from secondary reporting and should not be confused with the final legal judgment. The same reporting described the amount at issue in the lower-court litigation as approximately €20 million. That figure is best understood as accumulated contractual payments or related claims, not as a standard annual “access fee.”
Deutsche Telekom’s account is set out in its September 2024 statement. The operator said the Cologne court upheld its position and that Meta’s move to transit was an attempt to avoid lawful contractual payments.
Meta’s argument
Meta said it had settlement-free peering relationships with telecommunications providers in Germany and elsewhere. It characterized Deutsche Telekom’s demand as an unprecedented charge for access to the operator’s subscribers and said the arrangement could create a “de facto paywall” for the open internet.
Meta also argued that large technology companies invest heavily in infrastructure—such as data centers, backbone connections and content-delivery systems—which can reduce the traffic costs that telecommunications providers would otherwise bear. Meta cited more than €27 billion in global digital-infrastructure investment in 2022. That is Meta’s own figure, not an independent calculation of Deutsche Telekom’s savings.
After the court ruling, Meta said it had tried to preserve direct access but would use a third-party transit provider instead. Its public position was that forcing content platforms to pay access providers for delivery to their subscribers could undermine net-neutrality principles.

What the €20 million figure does—and does not—mean
The headline figure has been easy to misunderstand.

Available reporting places the historical annual payments at about €5.8 million from 2010 to 2020, while the roughly €20 million figure relates to the amount reportedly sought or awarded at the lower-court stage after disputed payments accumulated.
The exact legal basis—such as the relevant contractual obligation, invoice period, damages or other compensation—should be taken from the court record. Public statements from the parties are advocacy documents and do not provide a complete substitute for the judgment.
Could Deutsche Telekom customers notice a difference?
Changing from a direct connection to transit can create technical risks, including:
- a longer network path;
- higher latency;
- greater dependence on an additional carrier;
- congestion at a new handoff point; or
- routing instability or less predictable traffic engineering.
Those are possible consequences, not proof that customers experienced a nationwide outage or systematic slowdown. Meta said the change could affect user experience but hoped Deutsche Telekom had taken steps to prevent disruption. Deutsche Telekom said it had expanded capacity at handoff points used by Meta’s transit provider.

Without measurements from the relevant period, it would be inaccurate to say that every Deutsche Telekom customer experienced slower Facebook, Instagram or WhatsApp service. The important distinction is between a potentially less efficient route and a service shutdown.
What the courts decided about net neutrality
The reported Cologne ruling should not be described as a universal declaration that telecommunications providers may charge every content company for internet access.
The case concerned a contractual and payment dispute involving private interconnection facilities. Whether a particular payment arrangement raises net-neutrality concerns can depend on the traffic direction, the contract, the parties’ market positions, the effect on service quality and whether users or competing services are treated differently.
The Federal Network Agency’s 2024 telecommunications report discusses the broader context of peering and European open-internet rules. But a court ordering payment under one contract does not automatically establish a general “fast-lane” system or give every access provider a blanket right to impose content-delivery charges.

2026 update: the €20 million may not be the final exposure
A 2026 report from Louven Legal says that the Düsseldorf Higher Regional Court awarded Deutsche Telekom compensation in an appeal involving Meta subsidiary Edge Network Services Ltd. The report says the appellate court followed the lower court’s core position that Telekom could claim remuneration.

The precise operative amount, judgment date, reasoning and any remaining appeal should be confirmed against the official court decision. The available report does not establish confidently that the final amount was exactly €20 million or exactly €30 million, nor does it establish whether the ruling is fully final.
It is also not established by the supplied public material whether the parties later restored direct interconnection. The 2024 announcement therefore describes the network change that triggered the dispute, while the 2026 development concerns the later legal outcome.
Why the dispute matters beyond Meta and Telekom
This case illustrates a recurring tension in internet economics. Large content platforms often expect to exchange traffic through broadly settlement-free arrangements, particularly when they bring substantial traffic and invest in their own delivery infrastructure. Access providers, meanwhile, operate the networks that connect households and businesses and may argue that dedicated capacity and heavily asymmetric traffic justify payment.

The commercial distinction matters. A charge for a private interconnection facility is not automatically the same as a charge imposed directly on consumers, and it is not automatically unlawful. At the same time, an access provider’s control over the route to its subscribers can give it bargaining power over major applications and content platforms.
The dispute should therefore not be reduced to either “Meta refused to pay for the internet” or “Telekom built a paywall.” The evidence supports a narrower conclusion: the parties disagreed over a paid private-interconnection contract, a court backed Deutsche Telekom’s payment position at the reported lower-court stage, and Meta chose transit rather than continue the direct arrangement under those terms.
