No. ChatGPT is developed and operated by OpenAI, not Microsoft. Microsoft is a major investor and strategic partner with approximately a 27% stake in OpenAI Group PBC, while the OpenAI Foundation remains the controlling entity. That makes Microsoft highly influential, but it does not make ChatGPT a Microsoft-owned product.
Who owns and operates ChatGPT?
ChatGPT is OpenAI’s standalone chatbot and service. OpenAI introduced it publicly in November 2022 and continues to develop, operate and brand the product. ChatGPT is a product of OpenAI rather than a separately traded company that Microsoft acquired.
“OpenAI” can refer to several related entities. OpenAI was founded as a nonprofit in 2015. Its commercial operations now sit in OpenAI Group PBC, a public benefit corporation. The OpenAI Foundation, the nonprofit entity, controls OpenAI Group. OpenAI describes the remaining economic interests as being held by Microsoft, employees, former employees and other investors. What does Microsoft actually own?
Following OpenAI’s October 2025 recapitalization, Microsoft held approximately 27% of OpenAI Group on an as-converted diluted basis. OpenAI valued that investment at approximately $135 billion at the time. Those figures describe an economic interest in OpenAI Group, not ownership of 100% of OpenAI or direct ownership of the ChatGPT brand.

Microsoft’s own filings describe its OpenAI funding commitments as an investment accounted for under the equity method, rather than as a full acquisition. The relationship began in 2019 and developed into a multibillion-dollar investment and technology partnership. Relevant filings are available from the SEC and Microsoft’s 2025 filing.
What does the Microsoft–OpenAI partnership include?
Investment and commercial rights
Microsoft’s stake gives it significant economic exposure to OpenAI’s results. It also has negotiated rights concerning OpenAI technology and products. Those rights can be commercially important without giving Microsoft day-to-day control of ChatGPT.
Azure infrastructure
Microsoft says OpenAI relies on Azure infrastructure to power consumer and enterprise products, including ChatGPT. A cloud provider can host software without owning the company that develops it. OpenAI’s use of Azure therefore explains part of the companies’ close relationship, not a transfer of ChatGPT ownership. Microsoft describes Azure’s role at Microsoft AI.

Licensing and changing terms
Partnership terms have changed over time, so claims about exclusivity need a date. A February 2026 joint statement described Microsoft as maintaining an exclusive license and access to intellectual property across OpenAI models and products under the terms then announced. OpenAI’s April 2026 announcement said Microsoft would continue licensing OpenAI intellectual property for models and products through 2032, while revenue-sharing arrangements would continue through 2030 subject to a cap. Integration into Microsoft products
Microsoft incorporates OpenAI technology into products such as Copilot, Microsoft 365 experiences, developer services and related offerings. Integration means Microsoft can offer features based on licensed technology while OpenAI continues to operate ChatGPT as its own service. Is Microsoft Copilot the same as ChatGPT?
No. They may share technology, but they are separate products with different companies, interfaces, accounts, data environments, policies and commercial plans.

Using an OpenAI model through Azure is also not necessarily the same as using the ChatGPT consumer service. Microsoft 365 Copilot can operate within an organization’s Microsoft data, administrators and compliance settings, while ChatGPT uses the environment and terms attached to the selected OpenAI plan.

No public source supports describing the relationship as an acquisition. Microsoft invested in OpenAI and entered into long-term technology, cloud and licensing arrangements. Its filings characterize the funding as an equity-method investment, while OpenAI states that its Foundation controls OpenAI Group. Calling Microsoft an investor and strategic partner is accurate; calling it the outright owner of OpenAI or ChatGPT is not.
Why does the ownership confusion persist?
- Microsoft invested billions of dollars and holds a large minority stake.
- OpenAI products have been closely associated with Azure infrastructure.
- Microsoft integrates OpenAI technology into Copilot, Microsoft 365 and developer services.
- Microsoft has valuable contractual intellectual-property and commercial rights.
- News shorthand such as “Microsoft-backed OpenAI” can sound like an acquisition.
Each fact explains the closeness of the relationship, but none changes the distinction between a minority investment, a license, cloud hosting and ownership of the ChatGPT product.
Does Microsoft control ChatGPT’s answers or user data?
The available corporate announcements establish investment, infrastructure, licensing and product relationships. They do not establish that Microsoft approves individual ChatGPT responses or directly manages OpenAI’s moderation decisions. ChatGPT’s behavior is governed by OpenAI’s models, product systems, policies and controls.
There is also no basis for saying Microsoft owns all ChatGPT user data. Data handling depends on the specific plan, privacy settings, business or enterprise arrangement, jurisdiction and whether you are using ChatGPT directly or a Microsoft product. Check the applicable OpenAI information and Microsoft privacy or contractual documentation for the service you actually use.
What this means when you pay for an AI service
Buying ChatGPT means contracting with OpenAI, not Microsoft. OpenAI’s listed consumer plans include a free tier, Plus at a price signal of $20 per month and Pro at $200 per month; availability, limits and features can vary by date, region and plan. For teams, OpenAI lists Business at a price signal of $20 per user per month when billed annually, with a two-user minimum, or $25 per user per month when billed monthly. Enterprise pricing is custom. Microsoft Copilot is instead a Microsoft product for people who want AI integrated with Microsoft 365 and related services; exact eligibility, seats, models and billing depend on the Copilot edition. Could the answer change?
Yes. Ownership percentages, corporate structures, licensing rights and infrastructure arrangements can change through future financing, dilution, restructuring or new contracts. The approximately 27% figure is tied to OpenAI Group’s October 2025 recapitalization and should not be treated as permanent.
