Intel announced four senior sales and engineering appointments on June 18, 2025, as reports indicated that Intel Foundry could eliminate 15% to 20% of its workforce. The reported cuts could affect at least 10,000 employees, although Intel did not officially confirm that figure. Together, the developments show CEO Lip-Bu Tan pursuing targeted investment in customers, AI silicon and engineering while preparing for severe cost reductions.
What Intel officially announced
Intel said the leadership changes were intended to strengthen customer relationships, improve engineering execution and support its AI and custom-silicon strategy. The company described the moves as part of becoming more engineering-focused.

Intel’s announcement said Ernst and Iyengar would report directly to Tan. Allegrucci and Desai would report to Katti, Intel’s chief technology and AI officer.

The four roles were not interchangeable. Ernst’s promotion put a longtime Intel executive in charge of revenue and customer-facing sales. That suggests a push for tighter coordination between what customers want, what Intel engineers build and what the company can sell.

Iyengar’s customer-engineering center of excellence was aimed at helping Intel work more closely with large customers, including companies developing custom silicon and hyperscale data-center systems. The appointment gave that effort direct access to the CEO.
Allegrucci and Desai added dedicated leadership for two AI-related areas: the chips that perform AI workloads and the fabric and networking systems that connect accelerators and servers. AI performance increasingly depends on system-level connectivity as well as compute, so the structure was broader than simply hiring for an AI processor team.
These assignments indicate an attempted strategic reset around customer engineering, custom silicon, AI systems and commercial execution. They do not, by themselves, show that the strategy had succeeded or that Intel had solved its manufacturing and financial challenges.

How large were the reported layoffs?
The reported layoffs were separate from Intel’s leadership announcement. According to coverage citing an internal message, Intel Foundry expected to eliminate roughly 15% to 20% of its workforce in July 2025. The report said the cuts could represent at least 10,000 jobs.
That is a reported estimate, not an officially announced company-wide total. Intel did not confirm the number in the cited account. The same report said Intel had already eliminated about 15,000 jobs in 2024 and ended that year with approximately 109,000 employees.
The 15% to 20% figure applied to Intel Foundry, not necessarily to Intel’s entire workforce. Additional reductions elsewhere in the company were reportedly possible, but the available information does not establish a final company-wide figure.

Why hiring AI leaders while cutting Foundry jobs is not necessarily contradictory
Intel’s product-engineering and manufacturing organizations have different staffing needs. The company can decide that it must preserve or add specialized expertise in AI chips, networking and customer-specific silicon while reducing costs in a capital-intensive manufacturing operation.

Intel needs technical leadership capable of winning and delivering new products, but it also needs to reduce expenses and improve the economics of Foundry. The two goals can coexist, although they may compete for capital, engineering talent and management attention.
What the Foundry cuts could mean
Intel Foundry is central to the company’s ambition to manufacture chips for external customers as well as for Intel’s own products. Deep reductions could lower operating costs, but they also create risks:

- Manufacturing expertise: Layoffs can remove process, operations and production knowledge that is difficult to rebuild quickly.
- Customer confidence: External customers may scrutinize whether Intel can provide stable, long-term manufacturing support.
- Execution: Reducing staff during a complex manufacturing transition could slow problem-solving and operational improvements.
- Resource allocation: Cost reductions may conflict with the need for sustained investment in advanced manufacturing capacity and process development.
The reports do not establish that Intel was abandoning manufacturing. They show that the company was restructuring a costly and strategically important business while trying to improve its competitive position.

No direct cause-and-effect connection was established. Intel presented the appointments as a way to strengthen customers, products and engineering. Separately, the company indicated that organizational streamlining would continue.
It is reasonable to view both developments as parts of the same broader turnaround period, but it would be inaccurate to say Intel announced the leadership changes because of the layoffs or that the company formally tied one action to the other.

What this means for investors and employees
For investors, the appointments provided evidence of where Tan wanted to focus: customer relationships, revenue execution, AI silicon and networking. The reported Foundry cuts showed the scale of the financial and organizational pressure facing that strategy.
For employees, the key distinction is between targeted leadership investment and broader workforce reductions. Adding senior leaders in AI and customer engineering does not mean every Intel division was expanding. Likewise, reported Foundry reductions do not prove that Intel was reducing every technical capability equally.
The main uncertainty was execution. New executives could clarify ownership and improve customer responsiveness, but they could not guarantee product adoption, manufacturing performance, customer wins or a successful turnaround.

- Whether the new executives receive broader authority or remain focused on their announced portfolios.
- Evidence of customer-specific silicon or hyperscaler engagements.
- Changes to Foundry investment, utilization, projects or operating expenses.
- Management commentary about headcount and restructuring in subsequent earnings updates.
Bottom line
Intel’s June 2025 leadership changes represented targeted investment in sales, customer engineering, AI system-on-chip design and networking. At the same time, reports pointed to severe Foundry cuts that could affect at least 10,000 employees, though Intel did not confirm that estimate. The developments belong to the same wider turnaround effort, but they were not announced as a directly connected package.
