Intel CEO Lip-Bu Tan did not resign after President Donald Trump publicly called for him to step down on August 7, 2025. In a same-day letter to employees, Tan defended his record, disputed what he called misinformation about his past investments and business relationships, said Intel was engaging with the administration, and stated that the company’s board supported its transformation.
What happened
Trump publicly called for Tan’s resignation on August 7, 2025, raising concerns about alleged China-related connections and describing Tan as “highly conflicted,” according to contemporaneous reporting by 9to5Mac.
Tan responded in a letter to Intel employees later that day. He did not announce a resignation and instead reaffirmed his commitment to leading the company. Tan wrote that the United States had been his home for more than 40 years and said he loved both the country and Intel.
“I have always operated within the highest legal and ethical standards,” Tan said in the official employee letter.

What Tan said about the allegations
Tan rejected what he characterized as misinformation about his previous work and investments, including his past roles at Walden International and Cadence Design Systems. He said Intel was working with the Trump administration “to address the matters that have been raised and ensure they have the facts.”
He also said he shared the administration’s focus on U.S. national and economic security. Tan pointed to Intel’s planned expansion of advanced manufacturing in the United States and said the company was preparing to ramp high-volume production using the country’s most advanced semiconductor-process technology later in 2025.
Those statements were a defense, not an admission of wrongdoing. Public claims about Tan’s international business relationships should be separated from allegations involving companies where he previously worked or invested. The available information does not establish that Tan personally committed a crime or violated U.S. regulations.

Why China-related business ties became an issue
The controversy centered on several distinct questions:
- Tan’s own investments and business relationships.
- His former leadership role at Cadence Design Systems.
- Conduct by Cadence that was the subject of a U.S. Justice Department case.
- Whether activity involving a company, investment target, or associate demonstrated wrongdoing by Tan personally.
These categories should not be collapsed into a claim that Tan himself violated the law. Reports raised questions about investments and links involving Chinese companies, including alleged connections to China’s military. Tan disputed the characterization of his record. The dossier does not establish that any U.S. agency formally accused Tan of a crime or regulatory violation.
Similarly, allegations involving Cadence cannot automatically be treated as personal allegations against Tan. A company-level case and an executive’s individual legal responsibility are separate issues. The relevant legal facts, including the Justice Department’s allegations and the disposition of the Cadence matter, must be attributed precisely rather than presented as proof against Tan.

Could Trump remove Intel’s CEO?
No. The president could publicly demand Tan’s resignation, but Trump did not have direct corporate authority to fire Intel’s CEO. Tan was appointed by Intel’s board, and the board—not the president—controlled his employment.
A presidential demand could still create substantial pressure. Intel depends on relationships involving federal policy, semiconductor incentives, national-security reviews, government contracts, and investor confidence. The administration could influence the company’s operating environment without possessing the ordinary legal power to appoint or remove its chief executive.
Tan’s letter said Intel’s board “fully supports” the company’s transformation work. That confirms Tan’s characterization of board support, but the letter does not provide separate board minutes, a named board resolution, or an independent statement from the chair.

Why Intel matters to Washington
Intel is both a major chip designer and one of the United States’ most important semiconductor manufacturers. It is also attempting to expand Intel Foundry while rebuilding its product business under Tan, who became CEO effective March 18, 2025, according to Intel’s appointment announcement.
The company’s domestic manufacturing plans matter because leading-edge chips support economic competitiveness, defense supply chains, artificial intelligence, and broader national-security objectives. Intel has received federal support under the CHIPS and Science Act and has promoted major investments in U.S. research and manufacturing.

In a separate August 7 statement, Intel said it had manufactured in the United States for 56 years and was continuing to invest billions of dollars in domestic semiconductor research and production. The company highlighted its Arizona facility and described its planned technology as the most advanced manufacturing process technology in the country—an Intel characterization, not an independently established production result. This creates a difficult policy tension. Washington wants secure, advanced production inside the United States, while Intel operates with a global workforce, supply chain, customer base, and investment network. International business ties can therefore attract political and national-security scrutiny even when no legal violation has been proven.
What happened after Tan’s letter?
August 11, 2025: Tan met with Trump
Intel said Tan met with Trump on August 11. The company described the discussion as candid and constructive in its statement following the meeting. That statement confirms the meeting but, by itself, does not prove that Trump withdrew or changed his position.
August 22, 2025: U.S. government announced an $8.9 billion investment
On August 22, Intel announced an agreement under which the U.S. government would invest $8.9 billion in Intel common stock. According to Intel’s announcement, the amount consisted of $5.7 billion in unpaid CHIPS Act grants and $3.2 billion from the Secure Enclave program.

Intel described the investment as passive and specified governance limitations in its announcement.
Tan’s status
The August 7 event was a resignation demand and corporate-governance confrontation—not a resignation or presidential removal. The supplied Intel materials identify Lip-Bu Tan as CEO in later company communications, including Intel’s CEO biography and its 2025–26 CEO letter.
Because the confrontation occurred in August 2025, any claim about Tan’s present-day position, Intel’s board, the government investment, or subsequent investigations should be checked against the latest company filings and official statements rather than inferred from the original employee letter alone.
