In October 2024, IBM CEO Arvind Krishna said the company’s generative-AI book of business had topped $3 billion, after increasing by more than $1 billion from the previous quarter. The number described accumulated AI-related signings since IBM began tracking them—not $3 billion in quarterly revenue. About 80% of the reported mix was consulting signings, while consulting revenue itself was flat.
That distinction matters to investors and enterprise buyers: signings indicate demand, but they do not show how quickly work becomes revenue, how profitable it is, or how much is recurring software. IBM’s later AI disclosures use different measures, so they cannot be read as a simple continuation of the 2024 figure.

What IBM meant by “AI business”
On its third-quarter 2024 earnings call, Krishna described IBM’s generative-AI book of business as more than $3 billion inception-to-date, up by more than $1 billion quarter over quarter. He said roughly one-fifth was software signings and four-fifths consulting signings. CRN’s report on the call is the source for those figures.

A signed engagement can include software, implementation, advisory, or other services. Revenue may be recognized as IBM delivers over time or meets contractual milestones. The $3 billion figure therefore should not be labeled quarterly revenue, pure software sales, ARR, gross profit, cash collected, or a standalone IBM reporting segment.
The mix makes the headline less like a software-sales number
IBM’s approximate 20% software and 80% consulting mix is central to interpreting the claim. Software can produce recurring revenue and may scale more readily than labor-intensive services, though it still has costs and its economics depend on the product and customer. Consulting signings can be valuable, but they typically require people and time to deliver; the value of booked work is not the same as its eventual margin.
The mix also explains why rapid AI signings could coexist with flat consulting revenue. Signings can precede delivery and revenue recognition. New projects may take time to staff, while existing engagements finish or customers delay work. The headline indicated commercial traction, not an immediate step-change in reported sales.

IBM’s Q3 2024 results: software grew, consulting did not
IBM reported about $15 billion in total revenue for the quarter. Software revenue rose 10% year over year to approximately $6.5 billion; infrastructure revenue fell 7% to about $3 billion; and consulting revenue was approximately $5.2 billion, flat year over year. IBM also reported Hybrid Platform and Solutions ARR of about $14.9 billion, up 11%, and said roughly 80% of software sales were recurring, according to the earnings coverage.
Those figures put the AI claim in context. IBM’s software business was growing in that quarter, but the generative-AI book of business was not a measure of software revenue alone. IBM’s broader strategy was to connect AI deployments to software, data, automation, hybrid-cloud platforms, and infrastructure—not simply to sell access to a chatbot or model.
Why consulting revenue was flat
Krishna attributed the consulting softness in 2024 partly to customers pausing discretionary spending amid economic and geopolitical uncertainty, interest-rate changes, inflation, and the U.S. election environment. Large transformation projects are easier to defer than mandatory operating costs, and clients facing uncertainty may wait for clearer budgets or narrower business cases before approving them.
There is also a timing issue: a signing is an early commercial signal, while revenue follows delivery. And there may be a longer-term mix shift. Generative AI can create consulting demand for data preparation, governance, integration, and implementation; it can also make some work more productive or reduce labor required for certain tasks. The available 2024 figures do not show that AI caused consulting to be flat, and IBM’s stated explanation emphasized delayed discretionary spending. Treating AI-driven labor substitution as the cause would go beyond the evidence.

What IBM sells around enterprise AI
IBM’s AI proposition is a portfolio rather than one product. It includes watsonx tools for model development, data, and governance; automation and orchestration software; Red Hat OpenShift and OpenShift AI; and IBM Consulting services to help organizations integrate AI with existing applications and data. IBM also positions infrastructure, storage, and mainframe systems as part of the environment for AI workloads.

In later materials, IBM identified Red Hat, watsonx, HashiCorp, and Confluent among its high-growth portfolio for AI-ready solutions. HashiCorp infrastructure and application-management products and Confluent’s data-streaming technology can support the environments in which enterprise AI systems are built and operated. That does not mean every sale of those products is AI revenue; the portfolio context is broader than the original generative-AI signings measure. IBM’s first-quarter 2026 commentary introduced newer AI measures. IBM said its business in AI platforms, agents, assistants, and orchestration was above $1.5 billion, and that AI ARR had exceeded $4 billion. Consulting revenue grew 1% year over year to about $5.3 billion; generative AI represented roughly 30% of consulting backlog, consulting signings rose 6%, and IBM said it added about 400 consulting clients in the quarter. These figures were reported by CRN’s Q1 2026 coverage and discussed in the IBM earnings transcript.
These are not directly comparable with the 2024 $3 billion inception-to-date book of business. The $4 billion figure is ARR, the $1.5 billion figure refers to a defined platform-and-orchestration business, and the 30% figure is backlog penetration—not consulting revenue. Different definitions answer different questions.
In Q2 2026, IBM reported about $17.2 billion in total revenue and approximately $7.8 billion in software revenue, up 5% year over year. Consulting was again about $5.3 billion and flat year over year; secondary analysis put hardware at about $3.8 billion, down 7%. IBM lowered its full-year constant-currency revenue-growth expectation to 4%–5% and continued to forecast about $1 billion of year-over-year free-cash-flow growth. Guidance is management’s expectation, not an achieved result.
How to judge whether the AI traction is durable
For investors, the useful question is not merely whether IBM can sign AI work. It is whether those signings convert into recognized revenue and attractive returns. Watch for:
- Conversion: whether signings and backlog turn into revenue over time, and on what schedule.
- Mix: how much growth comes from recurring software versus consulting and other services.
- Margins: whether delivery costs rise as fast as revenue, particularly for labor-heavy engagements.
- Repeatability: whether customers expand deployments and renew, rather than buying one-off experiments.
- Attachment: whether AI demand brings software, data, infrastructure, and governance purchases along with consulting.
- Growth attribution: how much reflects organic demand versus acquisitions, currency, infrastructure cycles, or other IBM businesses.
IBM has described a model-neutral approach involving multiple models rather than dependence on one provider, a potential advantage for enterprises seeking choice. But buyers still need to test model availability, portability, governance, data residency, implementation effort, and total operating cost for their own deployment.
For an enterprise buyer, IBM’s aggregate bookings claim is not a reason on its own to choose a product or consulting engagement. Ask what portion of a proposal is software, implementation, infrastructure, or ongoing services; what outcomes and delivery milestones define success; who operates the system after launch; and how data, governance, and model choices are handled. Compare the specific deployment with alternatives on fit and cost rather than assuming the broad AI book of business predicts results for an individual project.

The strongest evidence of durable progress will be sustained conversion into recurring software revenue and profitable deployments—not bookings alone.
