IBM said in November 2025 that it was carrying out a fourth-quarter workforce action affecting a “low single-digit percentage” of its global workforce. The company did not disclose an exact number, list the affected divisions or countries, or publish a final count. The announcement concerns Q4 2025—not a new round of layoffs announced in August 2026.
IBM also said U.S. employment was expected to remain roughly flat when reductions were considered alongside new hiring. The move is best understood as workforce reallocation amid a push toward software, hybrid cloud, artificial intelligence and productivity—not as proof that IBM stopped hiring or that AI alone caused the cuts.
IBM layoffs: the confirmed facts
- Announcement: November 2025.
- Timing: IBM said it was executing the workforce action in the fourth quarter of 2025.
- Scope: A “low single-digit percentage” of its global workforce.
- Exact total: Not disclosed. Contemporaneous reporting described the cuts as potentially affecting thousands of workers.
- U.S. employment: Expected to remain roughly flat after reductions and new hiring were taken together.
IBM described the action in terms such as “workforce action” and “workforce rebalancing.” In context, reporting treated it as job cuts, but that corporate terminology does not establish that every affected person was terminated in the same way: workforce actions can involve role eliminations, redeployment, voluntary departures or other changes. IBM did not provide a public breakdown showing which applied to this announcement. Reuters-syndicated coverage reported IBM’s statement, while Bloomberg Law-linked coverage described thousands of roles as potentially affected.

IBM did not define “low single-digit” as a precise percentage. The phrase is commonly interpreted as roughly 1% to 3%, but applying that range to IBM’s workforce is only an illustration—not a company-confirmed estimate.

IBM reported 264,300 employees in IBM and wholly owned subsidiaries at the end of 2025, plus 8,700 workers in less-than-wholly owned subsidiaries. Using the 264,300 employee figure, 1% to 3% would be about 2,600 to 7,900 people; using a broader employee total of roughly 273,000, it would be about 2,700 to 8,200. IBM separately reported a complementary workforce of 13,800 full-time equivalents, including temporary, part-time and limited-term arrangements. Those workers should not automatically be treated as employees in the same denominator.
These calculations explain why reports used the word “thousands.” They do not establish that IBM cut any particular number. The company has not confirmed an exact percentage, denominator or final headcount impact.
Why cut roles while emphasizing growth?
IBM’s stated strategic direction centers on software, hybrid cloud and AI, alongside productivity and aligning skills with client demand. A company can reduce roles in some areas while investing in others: changing the mix of work, skills and costs does not require a uniform contraction across every business.

The announcement also came amid strong reported financial results, rather than an evident existential financial crisis. IBM’s 2025 annual report recorded $67.5 billion in revenue and $10.6 billion in net income from continuing operations, while describing ongoing investment and workforce rebalancing. Strong results do not rule out job cuts; management can still reorganize to pursue a different business mix, improve productivity or redirect resources. The annual report discusses the strategy and accounting disclosures, but does not map the Q4 announcement to specific teams. IBM’s 2025 annual report is the primary source for those company-wide figures.
Did AI cause the layoffs?
AI is part of the strategic backdrop, but the public evidence does not establish that AI alone caused the specific Q4 2025 cuts or that a defined set of jobs was directly replaced by AI. IBM’s annual report describes an AI-first enterprise, skills-focused hiring and workforce rebalancing. Those points show that the company is changing its priorities; they do not prove a one-for-one link between AI deployment and the people affected.
A more accurate description is that IBM is reallocating labor and skills as it prioritizes AI, software and hybrid cloud. Without a public list of roles or a company explanation connecting particular eliminations to automation, stronger claims about direct AI replacement are speculation.

What later headcount data tells us—and what it does not
IBM’s year-end data shows a smaller reported employee count in 2025 than in 2024. It does not identify how much of the change came from the November announcement.

The wholly owned employee count fell by 6,000, or about 2.2%, between year-end 2024 and year-end 2025. That is a net change between two dates, not a tally of announced layoffs. Hiring, attrition, transfers, acquisitions, divestitures and other workforce actions can all affect the year-end figure. IBM publishes the categories separately on its workforce data and policies page.
IBM’s 2025 annual report also recorded $670 million in workforce-rebalancing charges, compared with $696 million in 2024. It reported $741 million in workforce-reduction liabilities at December 31, 2025. These are accounting measures, not employee counts; the filing does not tie them one-to-one to the Q4 action or disclose a corresponding number of jobs.

How U.S. employment can stay flat while cuts occur
“Roughly flat” U.S. employment does not mean no U.S. workers were affected. It means that, according to IBM’s reported expectation, reductions and hiring considered together would leave U.S. employment around the same level. Gross cuts and net headcount change are different measures.
For example, a company can eliminate roles in one function and hire for different skills elsewhere, or reduce positions in one location while expanding in another. The available reporting does not establish how IBM’s action was divided by country or job family. It therefore would be inaccurate to say either that U.S. workers were untouched or that IBM was ending U.S. hiring. Reuters-linked coverage reported the expectation that U.S. employment would remain roughly flat after hiring was included.

What IBM has not disclosed
- The precise percentage or number of people affected.
- A complete list of divisions, job families or locations involved.
- How the action was distributed across countries.
- Whether all affected workers were terminated immediately, offered redeployment or had another outcome.
- Specific severance terms or a final net headcount impact attributable to this announcement.
That missing detail matters. A global percentage can mask very different outcomes across business units and countries, and a workforce-rebalancing charge cannot fill in those gaps.

What affected employees and job seekers should consider
IBM has not published universal severance terms for this action. Any worker affected should rely on their own written notice, plan documents and local requirements rather than assuming that a package or process described in another country applies to them.
- Confirm employment status and options. Check whether the notice concerns termination, redeployment, a voluntary program or another change, and note any response deadlines.
- Review compensation documents. Examine severance-plan terms, equity-award rules, bonus eligibility and final-pay provisions that apply to your situation.
- Check benefits and public assistance. Benefits continuation and unemployment eligibility vary by location and circumstances; confirm requirements with the relevant administrator or local agency.
- Consider immigration implications. Workers whose permission to work depends on employment should seek qualified, jurisdiction-specific advice promptly.
- Ask about internal roles. If redeployment is available, confirm eligibility, timing and whether a new role changes compensation, location or other terms.
Notice periods, severance, benefits and legal protections depend on country, state or province, employment status and individual documents. There is no sound basis in the public announcement for applying one global set of terms to every IBM worker.
What investors should watch next
To assess whether workforce rebalancing is translating into a lasting business change, investors can compare several signals rather than treating one charge or headcount figure as conclusive:
- Future workforce-rebalancing charges and the explanations attached to them in filings.
- Year-end employee counts, with attention to the categories IBM reports separately.
- Revenue and margin trends by business segment, particularly software and infrastructure.
- Software and AI demand or bookings disclosed by IBM.
- Hiring mix by geography and skill area, alongside the company’s statements about U.S. employment.
- Whether productivity initiatives and cost changes accompany sustained margin improvement.
Charges show that restructuring has costs; headcount measures show net staffing at a point in time. Neither alone reveals which employees were affected or whether a particular round produced the intended savings.
