Hydrogen City is a real proposed green-hydrogen project in South Texas, but the claim that it will open in 2026 is not supported by the latest schedule published by its developer. INPEX said in 2023 that construction was planned to begin in 2026 and commercial operation in 2029. Energy Abundance’s current project page lists Phase 1 for 2028, followed by later phases in 2029 and 2032. Those are plans, not proof that construction, financing or permits are in place.
What Hydrogen City is—and what it is not
Hydrogen City is a planned production, storage and export hub associated with the Piedras Pintas salt dome in South Texas, in Duval County. Its original developer, Green Hydrogen International, announced the project in March 2022. The company is now presented as Energy Abundance Development Corporation, and the Hydrogen City name remains in use. The project is not an operating city or a confirmed, completed plant.

The proposed system is intended to link renewable electricity, water electrolysis, hydrogen processing and underground storage, with potential pipelines and customers in the Corpus Christi and export region. Some hydrogen would be converted into ammonia, a more readily transported product, for planned export. The developer described the original concept as the “world’s largest” planned green-hydrogen production and storage hub; that is a promotional claim, not an independently verified global ranking. The 2022 announcement is the source of that framing.

Why 2026 does not mean the hub will open then
The dates refer to different milestones, and they have changed across project materials. INPEX’s October 2023 announcement said construction was planned to start in 2026, with commercial operation planned for 2029. The current Energy Abundance project page instead lists Phase 1 in 2028, Phase 2 in 2029 and Phase 3 in 2032. The sources do not explain the schedule change, so it would be premature to say why it occurred or to characterize a delay as confirmed.

In short, 2026 was identified in INPEX’s 2023 statement as a construction target—not an opening date. The newer developer schedule points to Phase 1 in 2028. Neither schedule should be treated as a guarantee. See INPEX’s announcement and Energy Abundance’s current project page.
How large is the proposed first phase?
INPEX’s 2023 announcement described Phase 1 as designed for 280,000 tonnes of hydrogen production per year, with that hydrogen converted into approximately 1 million tonnes of green ammonia annually for export. It also described 3.75 gigawatts of behind-the-meter renewable generation and salt-cavern storage. These figures describe planned capacity; they are not actual output or installed equipment.

The numbers measure different things:
- 280,000 tonnes per year: proposed hydrogen production capacity.
- About 1 million tonnes per year: proposed ammonia output, made using hydrogen; not an additional quantity of hydrogen.
- 3.75 GW: planned renewable-generation capacity, not hydrogen-production capacity.
- More than 50 caverns and up to 6 TWh: figures from the original, much larger storage concept—not confirmation that all caverns will be permitted, built or used.
Why the salt-cavern idea matters
Solar electricity varies by time of day and weather, while industrial customers may need a steady supply of hydrogen. The project’s proposed underground caverns in the Piedras Pintas salt dome are intended to store hydrogen when renewable electricity is available and release it when production or customer demand requires it. In principle, storage could help balance intermittent generation and support more continuous supply to an ammonia plant or other users.

What “green hydrogen” means—and what it does not establish
Green hydrogen generally means hydrogen made by splitting water through electrolysis using renewable electricity, rather than producing it from natural gas through conventional reforming. Energy Abundance describes Hydrogen City as a solar-powered, behind-the-meter project with direct-current electrolyzers and integrated salt storage. Those are the developer’s design claims, not independently demonstrated operating performance.
The label “green” alone does not settle the project’s total environmental impact. Readers would need information about water supply and use, whether renewable generation is additional, electrolyzer efficiency, hydrogen leakage, construction emissions, cavern monitoring, pipeline and ammonia-export impacts, and lifecycle-carbon accounting. The available project materials do not establish final water permits, a completed environmental review or independently verified lifecycle emissions.

INPEX’s role and the remaining commercial questions
Green Hydrogen International and Japan-based INPEX announced an agreement in October 2023 to advance Hydrogen City and evaluate large-scale green-hydrogen and ammonia exports to Asian and global customers. That is meaningful evidence of a strategic partnership, but the announcement does not establish a final investment decision, financing for the entire project, awarded construction contracts or binding export offtake agreements. For a project of this scale, the key commercial test is whether it can secure buyers willing to sign long-term contracts at prices that compete with fossil-derived hydrogen, ammonia or other fuels. Renewable power and storage may help, but they do not by themselves guarantee affordable delivered product or a viable export market.

Hydrogen City is not Data City
Energy Abundance has also proposed Data City, a separate data-center development near Laredo. Its 2025 announcement described an initial 300-megawatt phase of roughly 1 million square feet, with potential expansion to 5 gigawatts. The company described an initial power mix including wind, solar, batteries and dual-fuel gas turbines, with a possible longer-term shift toward hydrogen from Hydrogen City. These remain project plans, not proof that either facility is built or connected.
The relationship may matter because the Hydrogen City page identifies Data City as the intended Phase 1 hydrogen customer in 2028. That could provide a potential power-generation use alongside the project’s export-oriented ammonia plans. But the two projects are not the same site: Data City is described as near Laredo, while Hydrogen City is associated with the Piedras Pintas salt dome in South Texas. The Data City announcement outlines the proposed data-center development.
What has not been confirmed
Based on the cited project and partner materials, readers should treat the following as unverified rather than assume they are settled:
- A final investment decision, financing close or final project capital cost.
- Whether construction has actually begun, and the project’s current construction status.
- Completed permits, final water source and water demand, or a completed environmental review.
- Binding hydrogen or ammonia offtake contracts.
- The final electrolyzer supplier, installed equipment and pipeline route.
- Permitted and completed salt-cavern development or the full 50-cavern, 6-TWh concept.
- A final commercial-operation date or independently certified lifecycle emissions.
A project announcement can be genuine and ambitious without being financed, permitted or under construction. For now, Hydrogen City is best described as a major proposed South Texas hub with an evolving schedule—not as a Texas facility opening in 2026.
