If *99# shows “Connection problem or invalid MMI code” on a Jio SIM, there may be no phone-side fix. *99# is NPCI’s USSD-based UPI service: it is designed to work without mobile data, but it still depends on cellular network support for the USSD session. NPCI describes the service as an internet-independent UPI channel, while Jio’s published troubleshooting guidance focuses on 4G LTE, VoLTE, plans, settings and signal—not *99# support.
In practice, current Jio user reports commonly describe *99# as failing or unsupported. That is user experience, not an explicit current Jio policy. The fastest way to identify the cause is to test the same phone with another operator’s bank-registered SIM.
First, identify where the failure occurs
The error message alone does not prove that your UPI account or PIN is faulty. Use the point at which the process fails to narrow it down:

A successful ordinary phone call does not prove that the operator supports the particular USSD banking session required by *99#.

What “offline UPI” actually means
“Offline UPI” is used for several different services, and confusing them leads to bad troubleshooting advice.
*99# USSD UPI
Dialling *99# opens a USSD session rather than an app interface. NPCI describes it as a UPI channel that works without internet access and supports functions such as balance enquiry, sending or requesting money, and setting or changing a UPI PIN. See NPCI’s *99# information.
It is not completely independent of a network: the phone still needs cellular signalling, an active service and a bank-registered mobile number.

UPI 123Pay
UPI 123Pay is a separate NPCI feature-phone and voice-based UPI system. Depending on the participating bank or provider, it can use channels such as IVR, SIM Toolkit, proximity sound and missed-call-based flows. It is not the same as dialling *99#, and availability depends on the bank and service provider.

UPI apps
MyJio, BHIM, Google Pay, PhonePe, Paytm and bank apps normally need internet for their standard app interface and payment flow. An app opening while Wi-Fi or mobile data is unavailable does not mean that the transaction itself will work offline.
The decisive test: same phone, different SIM
- Keep the same handset and dial
*99#from the Jio SIM. - Insert a SIM from another operator that you can use for banking, and select it explicitly when dialling.
- Use the mobile number registered with the bank, then dial
*99#again.
If the menu fails on Jio but opens on the other operator in the same phone, the result strongly indicates an operator or USSD-path limitation rather than a defective dialer, UPI PIN or Android setting. This is a diagnostic inference, not an official Jio statement.
You can also perform the reverse test: try the Jio SIM in another compatible handset. If it fails in multiple phones while ordinary calls work, the handset becomes a less likely explanation.

Phone and SIM checks worth trying
These checks can rule out common setup problems, but they cannot add USSD functionality that the carrier does not provide.

- Dial exactly
*99#and press the call button. Do not add spaces or extra characters. - On a dual-SIM phone, choose the SIM containing the mobile number registered with your bank. NPCI’s BHIM guidance also instructs users to select the bank-registered SIM.
- Restart the phone and retry in a location with normal Jio signal.
- Temporarily disable flight mode and, for diagnostic purposes, Wi-Fi calling.
- Confirm that ordinary outgoing calls work and that the SIM has active service.
- Try the SIM in another compatible handset.
- Keep the phone on its normal automatic network mode. Enable VoLTE if the handset requires it for ordinary Jio calling.
Jio’s general connectivity guidance recommends checking an active plan, 4G/LTE and VoLTE compatibility, network settings, tele-verification, data settings and signal strength. Those checks are useful for general Jio service problems, but Jio’s page does not establish that a recharge or a particular setting enables *99#. See Jio’s troubleshooting guidance.
Why a data recharge, VoLTE switch or new dialer may not help
- Data recharge: NPCI designed *99# to work without mobile internet. A valid plan may matter for general service or an outgoing-service restriction, but a data add-on is not a logical fix for an unsupported USSD banking channel.
- VoLTE: VoLTE and USSD support are different capabilities. Enabling VoLTE may restore ordinary calling on a compatible Jio handset; it is not a guaranteed way to make *99# work.
- Forcing 2G or 3G: Do not force a legacy network mode as a guaranteed solution. Jio’s support material directs users toward 4G LTE/VoLTE compatibility, and a forced unavailable mode cannot create USSD support.
- Third-party dialer apps: A different dialer can change the interface, not the operator’s network capability.
- Repeated PIN attempts: If the menu is unstable or the bank is returning errors, stop retrying. Repeated incorrect entries can cause a temporary bank-side block or decline.
Check bank registration only after the menu opens
Your bank details matter, but they cannot repair a session that never starts.
- The mobile number on the Jio SIM must match the number registered with the bank and verified for UPI.
- The SIM must be present in the phone used for the transaction.
- The bank account must be eligible for the relevant UPI/USSD service.
- Your UPI PIN is generally a bank-specific four- to six-digit credential. It is not the same as a bank MPIN.
- If the account is missing, verify the registered number with the bank rather than repeatedly reinstalling apps or changing dialer settings.
NPCI explains the registered-number requirement and UPI security guidance on its UPI product page and UPI FAQs. Never disclose your UPI PIN or OTP to a caller, “support agent” or app representative; NPCI says bank support will not ask for your UPI PIN.
What to use instead of *99# on Jio

Use an alternate operator SIM
If USSD UPI is essential, an alternate operator may be the most direct solution. Test it rather than assuming that any particular operator will work today. The alternate number may need to be registered with your bank; changing the registered number can also affect UPI app registration and device verification.

Ask your bank about UPI 123Pay
Check your bank’s current official website or support channel for UPI 123Pay eligibility, registration requirements and the correct number or channel. Do not rely on a universal number copied from an old article. Confirm that the service supports the payment you need—such as person-to-person transfers, merchant payments, bills or recharges.
Use MyJio UPI when you have internet
Jio says MyJio’s UPI facility can link eligible savings, current or overdraft accounts and support transfers, bill payments, recharges and merchant payments. Registration is required before transacting, and Jio says the bank account must be linked to the mobile number used for the UPI account. MyJio UPI is an app-based option, not an offline replacement for *99#. Jio’s help content has mentioned MyJio version 6.0.06 or later for UPI-handle visibility, but app requirements and labels can change, so check the current Jio help page and app listing before relying on that version detail.

If *99# never opens a menu on your Jio SIM, stop treating it as a normal UPI-PIN or Android problem. Run the same-phone/different-SIM test. If the alternate SIM opens the menu, Jio’s USSD compatibility is the leading explanation. A data recharge, VoLTE toggle, network reset or new dialer cannot guarantee a fix.
For payments without mobile data, use a tested compatible operator or an official bank-supported UPI 123Pay route. When Jio internet is available, use MyJio UPI or another official UPI app; for urgent transactions with no working digital route, use cash or a card.
