Seattle Bank combined customer-permissioned bank transaction data, JUDI.AI’s cash-flow underwriting technology and a digital lending workflow to simplify small-business loan applications. A sponsored case study published in March 2024 described an application taking about 10 minutes and approvals in days rather than weeks. Those are reported process claims—not a promise of a 10-minute loan or independently verified proof of better credit outcomes.
The Seattle Bank–JUDI.AI case
The example involves Seattle Bank, a Washington-state community bank, and JUDI.AI, a small-business lending technology provider. The account appeared as a sponsored GeekWire article on March 20, 2024, so its claims about speed and workflow should be understood as case-study claims rather than independent performance research.
The central idea was to pair the bank’s API-accessible, cloud-based core with a digital lending platform. Borrowers could authorize access to financial-account transaction data; JUDI.AI’s small-business-focused machine-learning model used that information to support cash-flow analysis; and a digital workflow handled application and documentation steps. Bank staff remained involved: Seattle Bank’s current process says a specialist reviews and verifies information before approval.
What “open banking” means here
In this case, open banking does not mean making a bank’s systems public. It means a borrower permits financial-account data to be accessed for a defined purpose—in this instance, lending analysis. An API is the software interface through which systems exchange information; it is not itself the underwriting method.
Cash-flow underwriting examines signals in account activity, such as deposits, expenses, liquidity and recurring obligations. These signals can supplement conventional credit information and historical financial statements. Recent transactions may offer a fresher picture of operations than an annual statement, and permissioned data can spare an applicant from assembling some records manually.
Fresh data is not automatically reliable data. Transactions may be categorized incorrectly; transfers between accounts can resemble income; an account may show only part of a business’s finances; and seasonal revenue or one unusual payment can distort the picture. A sound credit assessment still needs to account for repayment capacity, existing obligations, business context and other applicable underwriting requirements.

Where the workflow became simpler

The case study reports an application of roughly 10 minutes and approval in days rather than weeks. These are different milestones: the application estimate is not the time to final approval, closing or funds arriving. Seattle Bank’s current description says a specialist contacts the applicant to review and verify information; it does not promise automatic approval or guaranteed funding.

Seattle Bank’s current small-business loan page lists a fixed-rate term loan from $10,000 to $100,000 with a five-year term and no prepayment penalty stated. Listed uses include payroll and day-to-day expenses, expansion, inventory, equipment, emergency funds, refinancing and debt consolidation. The page does not publish rates; approval, rates, terms and conditions depend on underwriting and borrower qualifications.

The stated application path is to submit applicant, business and banking information, have a Seattle Bank specialist review and verify it, and receive funds in the preferred bank account after the loan is finalized. Product details and eligibility can change, so applicants should confirm current terms with the bank.
Why this is more than a data connection
The case is best understood as a combination of components, not an open-banking feature acting alone: an API-capable core, a data-access connection, cash-flow underwriting, application and document workflow, and bank operations. A digital front end will not remove bottlenecks if data must still be re-entered into legacy systems, aggregation fails, exceptions lack clear routing, or compliance review sits outside the workflow.

For a community bank, the intended advantage is to reduce repetitive collection and processing while retaining local judgment and borrower relationships. Technology can handle more routine data work; bankers can verify information, assess exceptions and bring knowledge of a business or local industry into the decision. The bank’s current process supports the continued role of human review.

What the public evidence does—and does not—show
The published case offers a concrete description of the approach and reported turnaround, but public materials reviewed for this article do not establish Seattle Bank’s before-and-after approval rate, default or delinquency performance, cost per booked loan, application volume, conversion rate, average time to funding, borrower demographics or technology implementation cost. Nor do they provide independent validation of the model’s accuracy or fairness.

JUDI.AI’s website makes broader platform-level claims, including processing three times the application volume without additional staff, increasing approvals by 20% at the same default rate, and deployment in eight weeks or less. These are vendor-reported marketing claims, not verified Seattle Bank results. A bank evaluating the platform should seek definitions, evidence, comparable references and contract-specific commitments rather than treating those figures as established outcomes.
Risks a bank must manage
- Permission and privacy: Explain what accounts are accessed, why, for how long, and how consent can be managed.
- Security and third parties: An integration adds vendors, access tokens, data stores and operational dependencies. Banks need cybersecurity oversight, incident response, continuity planning and clear accountability.
- Data gaps and errors: Aggregation may fail or omit accounts. Transfers, cash deposits, owner draws, processor reserves and mixed personal-business finances can complicate interpretation. Applicants need a workable fallback when data is missing.
- Model governance: Machine-learning systems can make errors, drift or reflect bias in historical data. Banks should validate and monitor models, define human overrides and ensure applicants receive understandable explanations where required.
- Fair access: Faster processing is not sufficient if some businesses are disadvantaged by thin account histories, fragmented finances or the data patterns used by a model. The CFPB’s small-business lending work underscores the importance of fair and affordable access, including for women-owned and minority-owned businesses.
- Vendor concentration: Assess subcontractors, service availability, data ownership and portability, audit rights, termination and migration provisions, service levels, and incident-notification timelines.
- Economics and exceptions: Automation does not eliminate data-access fees, servicing, fraud controls, credit losses, compliance work or human review. Small loans still need a viable cost and revenue model.
A practical evaluation checklist for community banks
Before adopting a similar model, a bank can establish a baseline and test the full operating model—not just the application screen.

- Build the business case. Measure current application-to-decision and application-to-funding times, staff hours, cost per application and booked loan, approval and decline rates, loss performance, target loan sizes and likely volume. Estimate whether saved labor and additional viable lending outweigh vendor, data, servicing and governance costs.
- Test data and integration. Check core and loan-origination APIs, institution coverage, consent controls, refresh frequency, retention, transaction categorization, multiple-account support and exception handling. Test seasonal businesses, irregular receipts and businesses without cloud accounting.
- Set credit controls. Define how cash-flow signals supplement other evidence; validate and back-test the model; monitor drift and fairness; establish overrides and escalation rules; and determine how to treat transfers, owner draws, cash deposits, existing debt and missing data.
- Govern the vendor relationship. Review security, resilience, subcontractors, audit rights, data portability, service levels, incident response, exit assistance and responsibility for compliance tasks. A bank remains accountable for its lending program even when a fintech supplies technology.
- Measure borrower outcomes. Track application completion, data-connection failures, decision and funding times, abandonment, approval and decline reasons, complaints, losses and results across borrower groups. Make sure there is human help and a clear alternative when digital access does not work for an applicant.
Seattle Bank’s example suggests how API infrastructure and permissioned transaction data can streamline parts of small-business lending while keeping a banker in the review process. It does not establish that every bank will lend faster, approve more borrowers or reduce losses. The useful lesson is to treat open banking as one input to a governed lending workflow—and measure both operational gains and borrower outcomes.
