Mongolia’s partnership with Google for Education is more than a plan to buy laptops: it combines cloud-based school tools, a 20,000-Chromebook commitment, efforts to reuse older computers, teacher training, local curriculum content and newer artificial-intelligence programs. The partnership is active, but public evidence does not establish that the original device target or the long-term goal of a device for every student and teacher has been met. For Mongolia, the key test is whether the technology can be supported affordably and equitably—and whether it improves teaching and learning, not simply whether accounts and devices are announced.
What Mongolia and Google announced
In August 2023, Google announced an education partnership with Mongolia in support of the country’s Vision 2050 modernization agenda. Google said the initial package would include 20,000 Chromebooks for local schools, installation of ChromeOS Flex on older PCs and Macs, 10,000 Level 1 and Level 2 Google Educator Certifications, and Google Career Certificate scholarships. It also described a longer-term goal of providing a Chromebook to every student and teacher. These are announced commitments and goals, not proof that the devices or every other promised benefit have been delivered. Google’s announcement does not provide audited delivery totals, school-by-school coverage or device-use data.
There is also an unresolved difference in the announced scholarship count: Google’s post says 1,000 Google Career Certificate scholarships, while a contemporaneous Montsame report gives 1,500. The two figures should not be combined or treated as a confirmed final total without clarification from the government or Google.

Mongolia’s Ministry of Education and Science framed the 2023 launch as the start of integrating Google for Education products and services into the education sector. That puts the initiative in a broader public-service context: schools need institutional accounts, staff capacity, local content, connectivity and a plan for recurring costs—not just a shipment of computers. The ministry’s launch account identifies the partnership context, but does not by itself establish nationwide deployment.

How the partnership has developed
- 2023 — devices and platform commitments: Google announced Chromebooks, ChromeOS Flex for older computers, educator certifications and career-certificate scholarships. Mongolia’s education ministry separately announced work to introduce Google’s education platform; the available announcement is not evidence that every school adopted it.
- 2024–2025 — accounts, training and research: A UNDP progress report says official
@moes.edu.mnemail accounts were distributed to teachers, evidence of institutional account infrastructure. Mongolia’s Ministry also announced the Albus digital-education research project with Google for Education, the National Institute for Educational Research, Centerm and Teach for Mongolia. The project offers a route to examining results, although an announcement of research is not itself an evaluation finding. - 2025 — generative AI training: The Ministry reported that Gemini Academy had trained teachers on Gemini, NotebookLM and other tools, including applications for lesson planning, tests and assessment rubrics. It also said the Medle content library had been added to Google Classroom as an add-on.
The Ministry’s account of Gemini Academy says 2,491 teachers had participated and 104 had graduated by the time of its 2025 report. Those are participation figures for that program, not the number of teachers who completed Google Educator certifications, regularly use Classroom, or changed classroom practice. Teach for Mongolia also describes free introductory ChromeOS/Chromebook and Google Certified Educator programs delivered with Google for Education, the General Authority for Education and iCORE E&C. Its program page is evidence of a local training effort, not a national completion count.
What “using Google” means in a school
The initiative covers several layers, which should be assessed separately:
- Classroom workflow and communication: Google Classroom can organize assignments, submissions and feedback. Workspace tools such as Docs, Sheets, Slides, Drive, Gmail, Meet and Calendar support collaboration and administration. Whether a school has accounts is different from whether teachers and students use Classroom consistently for lessons.
- Devices and operating systems: Chromebooks are centrally managed computers designed around ChromeOS and browser-based work. ChromeOS Flex is intended to put ChromeOS on some older PCs and Macs, potentially extending their useful life rather than replacing every machine. Google described Flex in the partnership announcement as a no-additional-cost option; that does not remove the costs of checking hardware compatibility, installation, support, repairs or eventual replacement.
- Teacher capacity: Certification and AI training can help staff use the tools, but a certificate is not equivalent to sustained classroom coaching or evidence of better instruction. Accounts, introductory training, certification, regular use and improved outcomes are distinct stages.
- Curriculum content: The Ministry says Medle is available as a Classroom add-on. This is a potentially important link between a global platform and local materials. The public program account does not settle which grade levels and subjects are covered, how well content aligns to the national curriculum, what languages and scripts are supported, or how content can be adapted and reused.
- AI-assisted teaching: Gemini and NotebookLM are presented as tools teachers can use for tasks such as drafting lesson plans, questions and rubrics. Such tools can save preparation time, but their outputs still need review for accuracy, age suitability and curriculum fit.
For qualifying institutions, Google describes Workspace for Education Fundamentals as available at no cost and lists Classroom and core collaboration and administration tools among its features. Google’s edition page sets out the product offer; eligibility applies, and a no-cost software license is not a no-cost education system. Network access, electricity, hardware, technical staff, teacher development, security and replacement cycles all require resources.

What is known about results—and what is not
The Ministry says Gemini Academy participants reported stronger digital skills and reduced workload, and that students showed greater interest in Google tools. It also reports perceptions that the tools supported STEAM and social-emotional skills. These should be attributed as ministry-reported program findings and perceptions, not presented as independent proof that Google caused higher achievement or lasting improvements in learning.
A separate JICA report identifies Google Classroom within Workspace for Education as an LMS used in Mongolia and gives education-system context, including figures for primary-school teachers and students in the section cited by the dossier. Those figures are tied to that report and should not be republished as current nationwide totals without checking the report’s date and definitions. Neither evidence of use in some settings nor teacher participation figures establish how many schools use Classroom regularly, how many students have active accounts, or whether use has improved attendance, completion or assessment results.
The Ministry has also cited a survey finding that only one in 20 children had a computer while making the case for wider access. That figure needs the survey’s date, sample, method and definition of “computer” before it can be treated as a national baseline. It does, however, underline why device access and the ability to use a device at home are central questions for an education program.

The practical costs and access issues
For a public school system, the financial question is total cost of ownership, not the sticker price of a Chromebook or the license price of a software edition. Even if eligible institutions use a no-cost Workspace edition, a sustainable deployment needs budgets for connectivity, power, device management, repair, replacement, teacher support, accessibility, content and data protection. Reusing computers can reduce immediate hardware purchases, but only if the machines remain reliable and compatible enough for the work schools need to do.

Its current licensing material lists Education Plus at a suggested MSRP of $6 per user per year, subject to country discounts and reseller terms. Google AI Pro for Education is listed at suggested MSRP of $20 per user per month with an annual commitment or $24 month-to-month; a displayed lower figure may reflect a discount. Buyers should obtain a Mongolia-specific quote and check eligibility, included features and license rules directly with Google or a local reseller before budgeting. The AI product name also changed: Google says Gemini Education was renamed Google AI Pro for Education beginning August 28, 2025. See Google’s pricing and licensing guidance. These paid options are not evidence that Mongolia has purchased them or that they are part of the government partnership.
Costs and usefulness will vary sharply between a connected urban school and a remote school with unreliable broadband or electricity. Relevant questions include whether assignments can be prepared and accessed offline, what happens during an outage, how devices are charged and stored, and who repairs broken screens or replaces missing chargers. A deployment also needs to distinguish devices that were procured from those assigned to individual pupils and those that are actually available for regular learning. Shared devices may still help, but they are not equivalent to one working device per child.

Equity is not only geographic. Schools need to consider household device sharing, mobile and nomadic populations, students with disabilities, teacher skill differences, mobile-data affordability, and support for Mongolian Cyrillic and traditional Mongolian script. The Ministry’s emphasis on AI reading and teaching in Mongolian makes language quality a core implementation test. Teachers should check generated translations, local history and geography, terminology, reading level and curriculum alignment rather than assume that a globally available model handles them reliably.

Moving school communication and student work into cloud accounts creates governance obligations. The public sources cited here do not establish the terms of Mongolia’s governing agreement, where education data is stored, which parties administer accounts, or what rules cover student prompts and work sent to AI tools. Schools and authorities should make those arrangements clear before treating vendor descriptions of security features as proof of independent legal or technical assurance.

Useful safeguards include clear rules on account ownership and closure when a student or teacher leaves; access permissions for Classroom submissions; parent and student information or consent where required; controls over third-party add-ons; incident response; and age-appropriate rules for generative AI. Teachers and students also need guidance on when AI assistance is permitted, how to verify outputs, and what counts as unauthorized completion of assessed work. Automated suggestions should not replace professional judgment in grading or sensitive student decisions.

A national system built around one provider may simplify administration and provide consistent tools, but it can also increase switching costs and dependence on one company’s accounts, formats and licensing. Authorities can reduce that risk by documenting export and retention procedures, maintaining local capacity, assessing interoperability with platforms such as Medle, and periodically comparing the system with credible alternatives. Microsoft 365 Education may suit institutions already standardized on Windows and Microsoft applications; Moodle or another locally managed learning system may suit organizations prioritizing customization and control, though self-hosting adds responsibility for security, backups, upgrades and support. The right comparison depends on local requirements, not a universal winner.
What would show that the initiative is working?
A useful public progress report would separate inputs from outcomes. It would publish dated numbers for devices procured, delivered, assigned and in service; ChromeOS Flex installations; active teacher and student accounts; certification completions; Gemini Academy graduates; and schools using Classroom regularly. It would break results down by province, urban or rural location, and relevant student groups, while explaining definitions and methods.
It would also track the practical conditions behind adoption: school connectivity and power, device uptime, repair turnaround, technical-support staffing, offline access and teacher coaching. For educational impact, it should publish the methods and findings of the Albus research and distinguish user satisfaction or reported workload changes from measured changes in teaching and learning. The scholarship discrepancy should be reconciled, as should the status of the original Chromebook target and the longer-term one-device goal.
Mongolia’s Google initiative has a credible logic: join managed devices and cloud collaboration with teacher development, local content and newer AI tools, while attempting to reuse some existing equipment. But the available evidence is clearer about announcements, program components and selected training figures than about national delivery or learning outcomes. Its value will ultimately depend on equitable access, language and curriculum fit, reliable support, transparent data governance and independently assessed results—not the partnership announcement alone.
